A B I L L
To amend section 3345.27 of the Revised Code to 11
allow senior citizens to receive tuition-free 12
college credit. 13
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO: 15
Section 1. That section 3345.27 of the Revised Code be 17
amended to read as follows: 18
Sec. 3345.27. Each state university or college shall 27
permit any person who is sixty years of age or older and who has 28
resided in the state for at least one year to attend its courses 29
and classes without charging such a THAT person a tuition or 30
matriculation fee, provided such THE attendance is on a noncredit 32
basis, is in courses where classroom space is available, and is 33
approved by the instructors of the courses involved. The 34
university or college may require payment of special fees, 35
including any laboratory fees, if such THE fees are required of 36
all students taking a course. Each university or college shall 38
issue rules for determining the availability of classroom space 39
and may issue such other rules as it considers necessary to 40
implement this section, including rules exempting from the 41
requirements of this section courses or classes for which special 42
course or training prerequisites apply, in which physical demands 43
upon students are inappropriate for imposition upon persons sixty 44
years of age or older, or in which the number of participating 45
regular students is insufficient to cover the university's or 46
college's course related expenses. A university or college also 47
may extend to persons attending its courses and classes under 48

this section any other student rights or privileges it considers 49
appropriate. 50
For the purposes of this section, "state university or 52
college" means any of the following: 53
(A) State universities referred to in section 3345.011 of 55
the Revised Code; 56
(B) Community colleges created pursuant to Chapter 3354. 58
of the Revised Code; 59
(C) University branches created pursuant to Chapter 3355. 61
of the Revised Code; 62
(D) Technical colleges created pursuant to Chapter 3357. 64
of the Revised Code; 65
(E) State community colleges created pursuant to Chapter 67
3358. of the Revised Code; 68
(F) Municipal educational institutions serving as 70
affiliated units pursuant to section 3349.31 of the Revised Code. 71
Section 2. That existing section 3345.27 of the Revised 73
Code is hereby repealed. 74
