to enact sections 4503.511, 4503.512, 4503.571, 17
4503.58, 4503.59, 4503.70, 4503.71, 4503.77, 18
4503.78, 4503.79, and 4503.791 and to repeal 19
section 4503.50 of the Revised Code to make 20
changes in certain special license plate 21
programs. 22
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO: 24
Section 1. That sections 4503.14, 4503.15, 4503.22, 26
4503.46, 4503.47, 4503.48, 4503.51 4503.52, 4503.53, 4503.54, 27
4503.55, 4503.56, and 4503.57 be amended and sections 4503.511, 28
4503.512, 4503.571, 4503.58, 4503.59, 4503.70, 4503.71, 4503.77, 29
4503.78, 4503.79, and 4503.791 of the Revised Code be enacted to 30
read as follows:
Sec. 4503.14. Owners or lessors whose AND lessees of motor 39
vehicles WHO are residents of this state, and hold an unrevoked 40
and unexpired official amateur radio station license or 42
commercial radio broadcasting station or commercial television 43
broadcasting station license issued by the federal communications 44
commission, upon application, accompanied by proof of ownership 45
of such license, upon complying with the motor vehicle laws 46
relating to registration and licensing of motor vehicles, and 47

upon payment of the regular license fee, as prescribed under 48
sections 4503.04 and 4503.10 of the Revised Code, and the payment 49
of an additional fee of five TEN dollars, which shall be for the 50
purpose of compensating the bureau of motor vehicles for 52
additional services required in the issuing of such licenses 53
LICENSE PLATES UNDER THIS SECTION, shall be issued A validation 54
stickers STICKER and license plates, or A validation stickers 55
STICKER alone when required by section 4503.191 of the Revised 57
Code, for private passenger cars, upon which AND OTHER VEHICLES 58
OF A CLASS APPROVED BY THE REGISTRAR. SUCH license plates, in 59
lieu of the numbers as prescribed by law, shall be inscribed WITH 61
the official call letters of such THE applicant as assigned by 63
the federal communications commission. The application and 64
payment of fees shall be filed by the applicant at a time 65
determined by the registrar of motor vehicles. 66
Sec. 4503.15. Owners or lessors whose AND lessees of motor 75
vehicles WHO are residents of this state, and hold an unrevoked 76
and unexpired license duly admitting them to the practice of 78
medicine in this state, upon application, accompanied by proof of 79
the issuance to the applicant, by this state, of a license 80
CERTIFICATE ISSUED PURSUANT TO SECTION 4731.14 OF THE REVISED 81
CODE authorizing him THE PERSON to engage in the practice of 82
medicine, upon complying with the motor vehicle laws relating to 83
registration and licensing of motor vehicles, and upon payment of 84
the regular license fee, as prescribed under sections 4503.04 and 85
4503.10 of the Revised Code, and the payment of an additional fee 86
of five TEN dollars, which shall be for the purpose of 88
compensating the bureau of motor vehicles for additional services 89
required in the issuing of such licenses LICENSE PLATES UNDER 90
THIS SECTION, shall be issued A validation stickers STICKER and 91
license plates, or A validation stickers STICKER alone when 93
required by section 4503.191 of the Revised Code, for private 94
passenger cars, upon which AND OTHER VEHICLES OF A CLASS APPROVED 95
BY THE REGISTRAR. SUCH license plates, in addition to the 96

letters and numbers ordinarily inscribed thereon, shall be 98
inscribed WITH the word "physician." 99
Sec. 4503.22. The identification license plate shall 108
consist of a placard upon the face of which shall appear the 109
distinctive number assigned to the motor vehicle as provided in 110
section 4503.19 of the Revised Code, in Arabic numerals or 111
letters, or both. The dimensions of the numerals or letters and 112
of each stroke shall be determined by the director of public 113
safety. The license placard PLATE also shall contain the name of 114
this state and the slogan "BIRTHPLACE OF AVIATION." The placard 117
PLATE shall be made of steel THE BEST AVAILABLE MATERIAL AS 118
DETERMINED BY THE BUREAU OF MOTOR VEHICLES, and the background 119
shall be treated with a reflective material that shall provide 120
effective and dependable reflective brightness during the service 121
period required of the placard PLATE. Specifications for the 122
reflective and other materials and the design of the placard 123
PLATE, the county identification stickers as provided by section 124
4503.19 of the Revised Code, and validation stickers as provided
by section 4503.191 of the Revised Code, shall be adopted by the 125
director as rules under sections 119.01 to 119.13 of the Revised 126
Code. The identification license plate of motorized bicycles and 127
of motor vehicles of the type commonly called "motorcycles" shall 128
consist of a single placard, the size of which shall be 129
prescribed by the director. The identification plate of a 130
vehicle registered in accordance with the international 131
registration plan shall contain the word "apportioned." The 132
director may prescribe the type of placard PLATE, or means of 133
fastening the placard PLATE, or both; the placard PLATE or means 134
of fastening may be so designed and constructed as to render 135
difficult the removal of the placard PLATE after it has been 136
fastened to a motor vehicle.
Sec. 4503.46. (A) For the purposes of this section, 146
"prisoner of war" means any regularly appointed, enrolled, 147
enlisted, or inducted member of the military forces of the United 148

States who was captured, separated, and incarcerated by an enemy 149
of the United States at any time, and any regularly appointed, 150
enrolled, or enlisted member of the military forces of Great 151
Britain, France, ANY OF THE COUNTRIES THAT COMPRISED the FORMER 152
Union of Soviet Socialist Republics, Australia, Belgium, Brazil, 153
Canada, China, Denmark, Greece, the Netherlands, New Zealand, 154
Norway, Poland, South Africa, or ANY OF THE COUNTRIES THAT 156
COMPRISED THE FORMER Yugoslavia who was a citizen of the United 157
States at the time of such appointment, enrollment, or
enlistment, and was captured, separated, and incarcerated by an 158
enemy of this country during World War II. 159
(B) Any person who has been a prisoner of war may apply to 161
the registrar of motor vehicles for THE registration of one 162
passenger car or one, noncommercial motor vehicle he, OR OTHER 164
VEHICLE OF A CLASS APPROVED BY THE REGISTRAR THE PERSON owns OR
LEASES. The application shall be accompanied by written evidence 165
in the form of a record of separation, a letter from one of the 166
armed forces of the United States or other country as provided in 167
the first paragraph DIVISION (A) of this section, or other 168
evidence as the registrar may require by rule, that such a person 170
was a prisoner of war and was honorably discharged or is 171
presently residing in this state on active duty with one of the 172
branches of the armed forces of the United States, or was a 173
prisoner of war and was honorably discharged or received an 174
equivalent discharge or release from one of the armed forces of 175
such other country.
Upon receipt of an application for registration of a 177
passenger car MOTOR VEHICLE under this section, and presentation 178
of satisfactory evidence of such prisoner-of-war status, the 179
registrar shall issue to the applicant THE appropriate vehicle 180
registration and a set of license plates. In addition to the 181
letters and numbers ordinarily inscribed thereon, the license 182
plates shall be inscribed with the words "FORMER POW." The 183
license plates shall be issued without payment of any 184

registration fee or service fee as required by division (B) of 185
section 4503.04 and sections 4503.10 and 4503.102 of the Revised 186
Code, and without payment of any applicable county, township, or 187
municipal motor vehicle tax levied under Chapter 4504. of the 188
Revised Code. 189
(C) The spouse of a deceased former prisoner of war who 191
has not remarried may, if the deceased person received or was 192
eligible to receive special license plates issued under division 193
(B) of this section, MAY apply to the registrar for the 194
registration of the spouse's personal motor vehicle without the 195
payment of any fee or tax as provided by division (B) of this 196
section. The application for registration shall be accompanied 197
by documentary evidence of the deceased person's status as a 198
former prisoner of war and by any other evidence that the 199
registrar requires by rule. 200
Upon receipt of an application for registration under this 202
division and presentation of satisfactory evidence as required by 203
this division and by the registrar, the registrar shall issue to 204
the spouse the appropriate vehicle registration and a set of 205
license plates as provided in division (B) of this section. 206
(D) No person who is not a former prisoner of war or 208
spouse of a deceased former prisoner of war who has not remarried 209
shall willfully and falsely represent that he THE PERSON is such 211
a former prisoner of war or spouse, for the purpose of obtaining 212
a license PLATES under this section.
(E) No person shall own OR LEASE a passenger car MOTOR 214
VEHICLE bearing license plates issued under this section unless 215
he THE PERSON is eligible to be issued such THE license plates. 217
Sec. 4503.47. Any person who is a volunteer fireman 226
FIREFIGHTER may apply to the registrar of motor vehicles for THE 228
registration of one passenger car he OR OTHER VEHICLE OF A CLASS 229
APPROVED BY THE REGISTRAR THE PERSON owns OR LEASES. The 230
application shall be accompanied by such written evidence as the 232
registrar may require by rule, that such a THE person is a 233

volunteer fireman FIREFIGHTER. 234
Upon receipt of an application for THE registration of a 236
passenger car OR OTHER VEHICLE OF A CLASS APPROVED BY THE 237
REGISTRAR under this section, and presentation of satisfactory 238
evidence of such volunteer fireman FIREFIGHTER status, the 239
registrar shall issue to the applicant THE appropriate vehicle 240
registration and a set of license plates and A validation 241
stickers STICKER, or A validation stickers STICKER alone when 243
required by section 4503.191 of the Revised Code. In addition to 245
the letters and numbers ordinarily inscribed thereon, the license 246
plates shall be inscribed with the letters "F.D." inside a 247
Maltese cross emblem. The license plates and validation stickers 248
shall be issued upon payment of the regular license fees as 249
prescribed under section 4503.04 of the Revised Code and any 250
LOCAL MOTOR VEHICLE tax levied under section 4504.02 or 4504.06 252
CHAPTER 4504. of the Revised Code, and upon the payment of an 254
additional fee of seven TEN dollars and fifty cents for issuance 255
under this section. The fee shall be for the purpose of 256
compensating the bureau of motor vehicles for additional services 257
required in the issuing of such licenses LICENSE PLATES, and 259
shall be transmitted by the registrar to the treasurer of state 260
for deposit in the state bureau of motor vehicles fund created by 261
section 4501.25 of the Revised Code. No person shall apply for 262
more than one set of volunteer fireman FIREFIGHTER license plates 263
annually.
The chief of a fire department or the fire chief shall 265
immediately notify the registrar whenever any person under the 266
chief's supervision is no longer a volunteer fireman FIREFIGHTER. 268
Whenever a person is no longer eligible to be issued 270
volunteer fireman FIREFIGHTER license plates, the person shall 271
surrender the volunteer fireman FIREFIGHTER license plates to the 273
bureau in exchange for plates without the "F.D." emblem. A fee 275
of three FIVE dollars and fifty cents shall be charged for the 276
services required in the issuing of replacement plates when an 277

individual is no longer eligible to be issued volunteer fireman 278
FIREFIGHTER license plates. 279
Application for volunteer fireman FIREFIGHTER license 281
plates may be made, and such license plates and replacement 283
plates shall be issued, at any time of year. 284
No person who is not a volunteer fireman FIREFIGHTER shall 286
willfully and falsely represent that he THE PERSON is a volunteer 288
fireman FIREFIGHTER for the purpose of obtaining volunteer 290
fireman FIREFIGHTER license plates under this section. No person 292
shall own a vehicle bearing such license plates unless he THE 293
PERSON is eligible to be issued such license plates. 294
Sec. 4503.48. Any person who is a member of the Ohio 303
national guard or the reserves of the armed forces of the United 304
States may apply to the registrar of motor vehicles for the 305
registration of any passenger car, noncommercial motor vehicle, 306
or motor home he, OR OTHER VEHICLE OF A CLASS APPROVED BY THE 308
REGISTRAR THAT THE PERSON owns OR LEASES. The application shall 309
be accompanied by such written evidence that the person is a 310
member of the Ohio national guard or of the reserves as the 311
registrar requires by rule. 312
Upon receipt of an application for registration of a motor 314
vehicle under this section; presentation of satisfactory evidence 315
of membership in the Ohio national guard or the reserves; payment 316
of the regular license fees as prescribed under section 4503.04 317
of the Revised Code, any local motor vehicle license tax levied 318
under Chapter 4504. of the Revised Code, and an additional fee of 319
ten dollars, the registrar shall issue to the applicant the 320
appropriate motor vehicle registration and a set of license 321
plates and a validation sticker, or a validation sticker alone 322
when required by section 4503.191 of the Revised Code. In 323
addition to the letters and numbers ordinarily inscribed thereon, 324
the license plates shall be inscribed with identifying words or 325
markings designed by the department of public safety. 326
Sec. 4503.51. (A) The owner OR LESSOR of any passenger 335

car, noncommercial motor vehicle, or recreational vehicle, OR 336
VEHICLE OF A CLASS APPROVED BY THE REGISTRAR OF MOTOR VEHICLES 337
may voluntarily choose to submit an application to the registrar 338
of motor vehicles for registration of such motor vehicle and for 339
issuance of collegiate license plates. The request for a 340
collegiate license plate may be combined with a request for a 342
special reserved license plate under section 4503.40 or 4503.42 343
of the Revised Code.
Upon receipt of an THE COMPLETED application for 345
registration of a passenger car, noncommercial motor vehicle, or 346
recreational vehicle in accordance with any rules adopted under 347
this section and upon compliance with division (B) of this 348
section, the registrar shall issue to the applicant appropriate 349
vehicle registration and a set of collegiate license plates with 350
a validation sticker, or a validation sticker alone when required 351
by section 4503.191 of the Revised Code. 352
In addition to the letters and numbers ordinarily inscribed 354
thereon, collegiate license plates shall be inscribed with the 356
name of a university or college that is participating with the 358
registrar in the issuance of collegiate license plates, or any 359
other identifying marking or design selected by such a university 360
or college and approved by the registrar. Collegiate license
plates shall bear county identification stickers unless the 361
registrar approves a design for the license plates that does not 363
allow for the placement of the county identification sticker THAT 364
IDENTIFY THE COUNTY OF REGISTRATION BY NAME OR NUMBER. 365
(B) The collegiate license plates and validation sticker 367
shall be issued upon receipt of a contribution as provided in 368
division (C) of this section and payment of the regular license 369
fees as prescribed under section 4503.04 of the Revised Code, any 370
applicable motor vehicle tax levied under Chapter 4504. of the 371
Revised Code, a fee not to exceed ten dollars for the purpose of 372
compensating the bureau of motor vehicles for additional services 373
required in the issuing of collegiate license plates, and 374

compliance with all other applicable laws relating to the 376
registration of motor vehicles, including presentation of any 377
inspection certificate required to be obtained for the motor 378
vehicle under section 3704.14 of the Revised Code. If the 379
application for a collegiate license plate is combined with a 380
request for a special reserved license plate under section 381
4503.40 or 4503.42 of the Revised Code, the license plate and 382
validation sticker shall be issued upon payment of the
contribution, fees, and taxes referred to in this division, the 383
additional fee prescribed under section 4503.40 or 4503.42 of the 385
Revised Code, and compliance with all other laws relating to the 386
registration of motor vehicles, including presentation of any 387
inspection certificate required to be obtained for the motor 388
vehicle under section 3704.14 of the Revised Code. 389
(C) The registrar shall collect a contribution of forty 393
TWENTY-FIVE dollars for each application for registration and 395
registration renewal notice under this section.
The registrar shall transmit this contribution and the 397
additional fee not to exceed ten dollars that the applicant for 399
registration voluntarily pays for the purpose of compensating the 400
bureau for the additional services required in the issuing of his 401
THE APPLICANT'S collegiate license plates to the treasurer of 402
state for deposit in the collegiate license plate fund created in 403
section 4501.20 of the Revised Code. 404
(D) The registrar, in accordance with Chapter 119. of the 406
Revised Code, shall adopt rules necessary for the efficient 407
administration of the collegiate license plate program. 408
(E) As used in this section, "university or college" means 410
a state university or college or a private university or college 411
located in this state that possesses a certificate of 412
authorization issued by the Ohio board of regents pursuant to 413
Chapter 1713. of the Revised Code. "University or college" also 414
includes community colleges created pursuant to Chapter 3354. of 415
the Revised Code, university branches created pursuant to Chapter 416

3355. of the Revised Code, technical colleges created pursuant to 417
Chapter 3357. of the Revised Code, and state community colleges 418
created pursuant to Chapter 3358. of the Revised Code. 419
Sec. 4503.511. (A) AS USED IN THIS SECTION, "COLLEGIATE 422
LICENSE PLATE" MEANS A LICENSE PLATE ISSUED UNDER SECTION 4503.51 423
OR 4503.512 OF THE REVISED CODE. 424
(B) IF, DURING CALENDAR YEAR 1997, THE TOTAL NUMBER OF 427
MOTOR VEHICLE REGISTRATIONS INVOLVING A PARTICULAR TYPE OF
COLLEGIATE LICENSE PLATE IS LESS THAN ONE HUNDRED, INCLUDING BOTH 428
NEW REGISTRATIONS AND REGISTRATION RENEWALS, THE REGISTRAR OF 429
MOTOR VEHICLES, ON OR AFTER JANUARY 1, 1998, BUT NOT LATER THAN 432
JANUARY 15, 1998, SHALL SEND A WRITTEN NOTICE TO THE UNIVERSITY 433
OR COLLEGE WHOSE NAME APPEARS ON THAT TYPE OF COLLEGIATE LICENSE 434
PLATE, INFORMING IT OF THIS FACT. THE REGISTRAR ALSO SHALL
INFORM THE UNIVERSITY OR COLLEGE THAT THE PROGRAM INVOLVING THAT 435
TYPE OF COLLEGIATE LICENSE PLATE IS TERMINATED AS OF THE DATE OF 436
THE NOTICE AND, EXCEPT AS PROVIDED IN DIVISION (D) OF THIS 438
SECTION, NO MOTOR VEHICLE REGISTRATION APPLICATION INVOLVING 439
EITHER THE ACTUAL ISSUANCE OF THAT TYPE OF COLLEGIATE LICENSE 441
PLATE OR THE REGISTRATION RENEWAL OF A MOTOR VEHICLE DISPLAYING 442
THAT TYPE OF COLLEGIATE LICENSE PLATE WILL BE ACCEPTED BY THE 443
REGISTRAR OR A DEPUTY REGISTRAR. THE REGISTRAR ALSO SHALL INFORM 444
THE UNIVERSITY OR COLLEGE THAT IF THE PROGRAM INVOLVING ITS 446
COLLEGIATE LICENSE PLATE IS TERMINATED UNDER THIS SECTION, IT MAY 447
BE REESTABLISHED IN THE MANNER PROVIDED IN SECTION 4503.512 OF 448
THE REVISED CODE. 449
(C) IF, DURING ANY CALENDAR YEAR COMMENCING WITH 1998, THE 452
TOTAL NUMBER OF MOTOR VEHICLE REGISTRATIONS INVOLVING A 454
PARTICULAR TYPE OF COLLEGIATE LICENSE PLATE IS LESS THAN ONE
HUNDRED FIFTY, INCLUDING BOTH NEW REGISTRATIONS AND REGISTRATION 455
RENEWALS, THE REGISTRAR, ON OR AFTER THE FIRST DAY OF JANUARY BUT 456
NOT LATER THAN THE FIFTEENTH DAY OF JANUARY OF THE FOLLOWING 457
YEAR, SHALL SEND A WRITTEN NOTICE TO THE UNIVERSITY OR COLLEGE 458
WHOSE NAME APPEARS ON THAT TYPE OF COLLEGIATE LICENSE PLATE, 459

INFORMING IT OF THIS FACT. THE REGISTRAR ALSO SHALL INFORM THE 460
UNIVERSITY OR COLLEGE THAT THE PROGRAM INVOLVING THAT TYPE OF
COLLEGIATE LICENSE PLATE IS TERMINATED AS OF THE DATE OF THE 461
NOTICE AND, EXCEPT AS PROVIDED IN DIVISION (D) OF THIS SECTION, 463
NO MOTOR VEHICLE REGISTRATION APPLICATION INVOLVING EITHER THE 464
ACTUAL ISSUANCE OF THAT TYPE OF COLLEGIATE LICENSE PLATE OR THE 466
REGISTRATION RENEWAL OF A MOTOR VEHICLE DISPLAYING THAT TYPE OF 467
COLLEGIATE LICENSE PLATE WILL BE ACCEPTED BY THE REGISTRAR OR A 468
DEPUTY REGISTRAR. THE REGISTRAR ALSO SHALL INFORM THE UNIVERSITY 470
OR COLLEGE THAT IF THE PROGRAM INVOLVING ITS COLLEGIATE LICENSE 471
PLATE IS TERMINATED UNDER THIS SECTION, IT MAY BE REESTABLISHED 473
IN THE MANNER PROVIDED IN SECTION 4503.512 OF THE REVISED CODE. 474
(D) IF THE PROGRAM INVOLVING A PARTICULAR TYPE OF 477
COLLEGIATE LICENSE PLATE IS TERMINATED UNDER DIVISION (B) OR (C) 478
OF THIS SECTION, THE REGISTRATION OF ANY MOTOR VEHICLE DISPLAYING 479
THAT TYPE OF COLLEGIATE LICENSE PLATE AT THE TIME OF TERMINATION 480
MAY BE RENEWED SO LONG AS THE COLLEGIATE LICENSE PLATES REMAIN 481
SERVICEABLE. IF THE COLLEGIATE LICENSE PLATES OF SUCH A MOTOR 482
VEHICLE BECOME UNFIT FOR SERVICE, THE OWNER OF THE MOTOR VEHICLE 483
MAY APPLY FOR THE ISSUANCE OF COLLEGIATE LICENSE PLATES OF THAT
SAME TYPE, BUT THE REGISTRAR OR DEPUTY REGISTRAR SHALL ISSUE SUCH 484
COLLEGIATE LICENSE PLATES ONLY IF AT THE TIME OF APPLICATION THE 485
STOCK OF THE BUREAU OF MOTOR VEHICLES CONTAINS LICENSE PLATES OF 486
THAT TYPE OF COLLEGIATE LICENSE PLATE. IF, AT THE TIME OF SUCH 487
APPLICATION, THE STOCK OF THE BUREAU DOES NOT CONTAIN LICENSE 488
PLATES OF THAT TYPE OF COLLEGIATE LICENSE PLATE, THE REGISTRAR OR
DEPUTY REGISTRAR SHALL INFORM THE OWNER OF THAT FACT, AND THE 489
APPLICATION SHALL BE REFUSED. 491
IF THE PROGRAM INVOLVING A PARTICULAR TYPE OF COLLEGIATE 493
LICENSE PLATE IS TERMINATED UNDER DIVISION (B) OR (C) OF THIS 495
SECTION AND THE REGISTRATION OF MOTOR VEHICLES DISPLAYING SUCH 496
LICENSE PLATES CONTINUES AS PERMITTED BY THIS DIVISION, THE 497
REGISTRAR, FOR AS LONG AS SUCH REGISTRATIONS CONTINUE TO BE
ISSUED, SHALL CONTINUE TO COLLECT AND DISTRIBUTE THE CONTRIBUTION 498

THAT WAS REQUIRED TO BE COLLECTED AND DISTRIBUTED PRIOR TO THE 499
TERMINATION OF THAT PROGRAM. 500
Sec. 4503.512. IF THE PROGRAM INVOLVING A PARTICULAR 503
COLLEGIATE LICENSE PLATE IS TERMINATED UNDER DIVISION (B) OR (C) 504
OF SECTION 4503.511 OF THE REVISED CODE AND THE UNIVERSITY OR 506
COLLEGE WHOSE NAME APPEARED ON THAT TYPE OF COLLEGIATE LICENSE 507
PLATE DESIRES THE REGISTRAR OF MOTOR VEHICLES TO REESTABLISH THE 508
PROGRAM INVOLVING THAT COLLEGIATE LICENSE PLATE, THE UNIVERSITY 509
OR COLLEGE SHALL APPLY TO THE REGISTRAR FOR THE REESTABLISHMENT 510
OF THE PROGRAM INVOLVING THE ISSUANCE OF LICENSE PLATES INSCRIBED 511
WITH THAT UNIVERSITY'S OR COLLEGE'S IDENTIFYING MARK OR DESIGN
UNDER SECTION 4503.51 OF THE REVISED CODE. 512
THE REGISTRAR SHALL NOT BE REQUIRED TO REESTABLISH A 514
PROGRAM INVOLVING A COLLEGIATE LICENSE PLATE THAT WAS TERMINATED 515
UNDER DIVISION (B) OR (C) OF SECTION 4503.511 OF THE REVISED CODE 519
UNTIL THE REGISTRAR RECEIVES WRITTEN STATEMENTS FROM NOT LESS 520
THAN ONE HUNDRED FIFTY PERSONS, INDICATING THAT THEY INTEND TO 521
APPLY FOR AND OBTAIN COLLEGIATE LICENSE PLATES OF THAT PARTICULAR 522
TYPE FOR THEIR MOTOR VEHICLES. THE REGISTRAR MAY REQUIRE SUCH
STATEMENTS TO BE MADE ON A FORM THE REGISTRAR PROVIDES. 523
IN DETERMINING WHETHER ONE HUNDRED FIFTY PERSONS HAVE SO 525
INDICATED THEIR INTENTIONS, THE REGISTRAR SHALL INCLUDE IN THE 526
TOTAL THE NUMBER OF MOTOR VEHICLES THAT CONTINUE TO DISPLAY THE 527
TYPE OF COLLEGIATE LICENSE PLATE OF THE TERMINATED PROGRAM, AS 528
PERMITTED BY DIVISION (D) OF SECTION 4503.511 OF THE REVISED 531
CODE.
Sec. 4503.52. (A) The owner OR LESSEE of any passenger 541
car, noncommercial motor vehicle, or recreational vehicle, OR 542
OTHER VEHICLE OF A CLASS APPROVED BY THE REGISTRAR OF MOTOR 543
VEHICLES may apply to the registrar of motor vehicles for the 545
registration of the vehicle and issuance of Lake Erie license 546
plates. The application for Lake Erie license plates may be 547
combined with a request for a special reserved license plate 548
under section 4503.40 or 4503.42 of the Revised Code. Upon 549

receipt of the completed application and compliance with division 550
(B) of this section, the registrar shall issue to the applicant 551
the appropriate vehicle registration and a set of Lake Erie 552
license plates with a validation sticker or a validation sticker 553
alone when required by section 4503.191 of the Revised Code. 554
In addition to the letters and numbers ordinarily inscribed 556
thereon, Lake Erie license plates shall be inscribed with 557
identifying words or markings designed by the Ohio Lake Erie 558
commission and approved by the registrar. Lake Erie license 559
plates shall bear county identification stickers unless the 560
registrar approves a design for the license plates that does not 562
allow for the placement of the county identification sticker THAT 563
IDENTIFY THE COUNTY OF REGISTRATION BY NAME OR NUMBER. 564
(B) The Lake Erie license plates and validation sticker 566
shall be issued upon receipt of a contribution as provided in 567
division (C) of this section and upon payment of the regular 568
license fees as prescribed under section 4503.04 of the Revised 569
Code, a fee not to exceed ten dollars for the purpose of 570
compensating the bureau of motor vehicles for additional services 571
required in the issuing of the Lake Erie license plates, any 572
applicable motor vehicle tax levied under Chapter 4504. of the 573
Revised Code, and compliance with all other applicable laws 574
relating to the registration of motor vehicles. If the 575
application for Lake Erie license plates is combined with a 576
request for a special reserved license plate under section 577
4503.40 or 4503.42 of the Revised Code, the license plate and 578
validation sticker shall be issued upon payment of the 579
contribution, fees, and taxes contained in this division and the 580
additional fee prescribed under section 4503.40 or 4503.42 of the 581
Revised Code. 582
(C) For each application for registration and registration 584
renewal he receives RECEIVED under this section, the registrar 585
shall collect a contribution in an amount not to exceed forty 586
dollars as determined by the Ohio Lake Erie commission. The 587

registrar shall transmit this contribution to the treasurer of 588
state for deposit in the Lake Erie protection fund created in 589
section 1506.23 of the Revised Code. 590
The registrar shall deposit the additional fee not to 592
exceed ten dollars specified in division (B) of this section that 593
the applicant for registration voluntarily pays for the purpose 594
of compensating the bureau for the additional services required 595
in the issuing of his THE Lake Erie license plates in the Lake 596
Erie license plate fund created in section 4501.21 of the Revised 597
Code.
Sec. 4503.53. Any person who served in the armed forces of 607
the United States in Saudi Arabia or Kuwait during Operation 608
Desert Storm or Operation Desert Shield, in Panama during the 609
invasion, in Grenada during the invasion, in Lebanon during the 610
invasion, during the Vietnam conflict, during the Korean 611
conflict, during World War II, or during World War I, and who is 612
on active duty or is an honorably discharged veteran may apply to 613
the registrar of motor vehicles for the registration of any
passenger car, noncommercial motor vehicle, or motor home, OR 614
OTHER VEHICLE OF A CLASS APPROVED BY THE REGISTRAR the person 615
owns OR LEASES. The application shall be accompanied by such 616
written evidence of the applicant's service as the registrar 617
requires by rule. In the case of an honorably discharged 618
veteran, the written evidence shall include a copy of the 619
applicant's DD-214 form or an equivalent document. 620
Upon receipt of an application for registration of a motor 622
vehicle under this section, presentation of satisfactory evidence 623
of military service in Saudi Arabia or Kuwait during Operation 624
Desert Storm or Operation Desert Shield, in Panama during the 625
invasion, in Grenada during the invasion, in Lebanon during the 626
invasion, during the Vietnam conflict, during the Korean 627
conflict, during World War II, or during World War I, payment of 628
the regular license tax as prescribed under section 4503.04 of 629
the Revised Code and any applicable tax levied under Chapter 630

4504. of the Revised Code, and payment of an additional fee of 631
ten dollars, the registrar shall issue to the applicant the 632
appropriate motor vehicle registration and a set of license 633
plates and a validation sticker, or a validation sticker alone 634
when required by section 4503.191 of the Revised Code. In 635
accordance with rules adopted by the registrar, each license 636
plate shall be inscribed with identifying letters or numerals and 637
the word "VETERAN", in addition, each license plate shall be 638
inscribed with a design and words indicating service in Saudi 639
Arabia, Kuwait, Panama, Grenada, or Lebanon, or during the 640
Vietnam conflict, the Korean conflict, World War II, or World War 641
I. The additional fee of ten dollars charged under this section 642
shall be for the purpose of compensating the bureau of motor 643
vehicles for additional services required in the issuing of 644
license plates under this section and shall be transmitted by the 645
registrar to the treasurer of state for deposit into the state 646
treasury to the credit of the state bureau of motor vehicles fund 647
created by section 4501.25 of the Revised Code. 648
Sec. 4503.54. Any person who is a retired or honorably 658
discharged veteran of any branch of the armed forces of the 659
United States may apply to the registrar of motor vehicles for 660
the registration of any passenger car, noncommercial motor 661
vehicle, or motor home he, OR OTHER VEHICLE OF A CLASS APPROVED 663
BY THE REGISTRAR THE PERSON owns OR LEASES. The application 664
shall be accompanied by such written evidence that the applicant 666
is a retired or honorably discharged veteran of a branch of the 667
armed forces of the United States as the registrar shall require 668
by rule. 669
Upon receipt of an application for registration of a motor 671
vehicle under this section, presentation of satisfactory evidence 672
documenting that the applicant is a retired or honorably 673
discharged veteran of a branch of the armed forces of the United 674
States, payment of the regular license fees as prescribed under 675
section 4503.04 of the Revised Code, any local motor vehicle 676

license tax levied under Chapter 4504. of the Revised Code, and 677
an additional fee of ten dollars, the registrar shall issue to 678
the applicant the appropriate motor vehicle registration and a 679
set of license plates and a validation sticker, or a validation 680
sticker alone when required by section 4503.191 of the Revised 681
Code. In addition to the letters and numbers ordinarily 682
inscribed thereon, the license plates shall contain the 683
appropriate inscription as follows: "U.S. ARMED FORCES 684
RETIRED--(BRANCH OF SERVICE)" or "U.S. ARMED FORCES 685
VETERAN--(BRANCH OF SERVICE)." Depending upon the format of the 686
inscription, the registrar shall determine whether or not the 687
inscription contains the dash. 688
Sec. 4503.55. (A) The owner OR LESSEE of any passenger 697
car, noncommercial motor vehicle, or recreational vehicle, OR 698
OTHER VEHICLE OF A CLASS APPROVED BY THE REGISTRAR OF MOTOR 699
VEHICLES may apply to the registrar of motor vehicles for the 701
registration of the vehicle and issuance of pro football hall of 702
fame license plates. The application for pro football hall of 703
fame license plates may be combined with a request for a special 704
reserved license plate under section 4503.40 or 4503.42 of the 705
Revised Code. Upon receipt of the completed application and 706
compliance with division (B) of this section, the registrar shall 707
issue to the applicant the appropriate vehicle registration and a 708
set of pro football hall of fame license plates with a validation 709
sticker or a validation sticker alone when required by section 710
4503.191 of the Revised Code. 711
In addition to the letters and numbers ordinarily inscribed 713
thereon, pro football hall of fame license plates shall be 714
inscribed with identifying words or markings designed by the pro 715
football hall of fame and approved by the registrar. Pro 716
football hall of fame plates shall bear county identification 717
stickers unless the registrar approves a design for the license 718
plates that does not allow for the placement of the county 719
identification sticker THAT IDENTIFY THE COUNTY OF REGISTRATION 720

BY NAME OR NUMBER. 721
(B) The pro football hall of fame license plates and 723
validation sticker shall be issued upon receipt of a contribution 724
as provided in division (C) of this section and upon payment of 725
the regular license fees as prescribed under section 4503.04 of 726
the Revised Code, a fee not to exceed ten dollars for the purpose 727
of compensating the bureau of motor vehicles for additional 728
services required in the issuing of the pro football hall of fame 729
license plates, any applicable motor vehicle tax levied under 730
Chapter 4504. of the Revised Code, and compliance with all other 731
applicable laws relating to the registration of motor vehicles. 732
If the application for pro football hall of fame license plates 733
is combined with a request for a special reserved license plate 734
under section 4503.40 or 4503.42 of the Revised Code, the license 735
plate and validation sticker shall be issued upon payment of the 736
contribution, fees, and taxes contained in this division and the 737
additional fee prescribed under section 4503.40 or 4503.42 of the 738
Revised Code. 739
(C) For each application for registration and registration 741
renewal under this section, the registrar shall collect a 743
contribution of fifteen dollars. The registrar shall transmit 744
this contribution to the treasurer of state for deposit in the 745
pro football hall of fame license plate fund created in section 746
4501.22 of the Revised Code.
The registrar shall deposit the additional fee not to 748
exceed ten dollars specified in division (B) of this section that 749
the applicant for registration voluntarily pays for the purpose 750
of compensating the bureau for the additional services required 751
in the issuing of his THE APPLICANT'S pro football hall of fame 752
license plates in the pro football hall of fame license plate 754
fund created in section 4501.22 of the Revised Code. 755
Sec. 4503.56. (A) The owner OR LESSEE of any passenger 764
car, noncommercial motor vehicle, or recreational vehicle, OR 765
OTHER VEHICLE OF A CLASS APPROVED BY THE REGISTRAR OF MOTOR 766

VEHICLES may apply to the registrar of motor vehicles for the 768
registration of the vehicle and issuance of scenic rivers license 769
plates. The application for scenic rivers license plates may be 770
combined with a request for a special reserved license plate 771
under section 4503.40 or 4503.42 of the Revised Code. Upon 772
receipt of the completed application and compliance with division 773
(B) of this section, the registrar shall issue to the applicant 774
the appropriate vehicle registration and a set of scenic rivers 775
license plates with a validation sticker or a validation sticker 776
alone when required by section 4503.191 of the Revised Code. 777
In addition to the letters and numbers ordinarily inscribed 779
thereon, scenic rivers license plates shall be inscribed with 780
identifying words or markings designed by the department of 781
natural resources and approved by the registrar. Scenic rivers 782
license plates shall bear county identification stickers unless 783
the registrar approves a design for the license plates that does 784
not allow for the placement of the county identification sticker 785
THAT IDENTIFY THE COUNTY OF REGISTRATION BY NAME OR NUMBER. 786
(B) The scenic rivers license plates and validation 788
sticker shall be issued upon receipt of a contribution as 789
provided in division (C) of this section and upon payment of the 790
regular license fees as prescribed under section 4503.04 of the 791
Revised Code, a fee not to exceed ten dollars for the purpose of 792
compensating the bureau of motor vehicles for additional services 793
required in the issuing of the scenic rivers license plates, any 794
applicable motor vehicle tax levied under Chapter 4504. of the 795
Revised Code, and compliance with all other applicable laws 796
relating to the registration of motor vehicles. If the 797
application for scenic rivers license plates is combined with a 798
request for a special reserved license plate under section 799
4503.40 or 4503.42 of the Revised Code, the license plate and 800
validation sticker shall be issued upon payment of the 801
contribution, fees, and taxes contained in this division and the 802
additional fee prescribed under section 4503.40 or 4503.42 of the 803

Revised Code. 804
(C) For each application for registration and registration 806
renewal under this section, the registrar shall collect a 808
contribution in an amount not to exceed forty dollars as 809
determined by the department of natural resources. The registrar 810
shall transmit this contribution to the treasurer of state for 811
deposit in the scenic rivers protection fund created in section 812
4501.24 of the Revised Code.
The registrar shall deposit the additional fee not to 814
exceed ten dollars specified in division (B) of this section that 815
the applicant for registration voluntarily pays for the purpose 816
of compensating the bureau for the additional services required 817
in the issuing of his THE APPLICANT'S scenic rivers license 818
plates in the scenic rivers protection license plate fund created 820
in section 4501.23 of the Revised Code. 821
Sec. 4503.57. (A) As used in this section, "cardinal" 830
means the cardinalis cardinalis, the official bird of the state 832
pursuant to section 5.03 of the Revised Code. 833
(B) The owner OR LESSEE of any passenger car, 835
noncommercial motor vehicle, or recreational vehicle, OR OTHER 837
VEHICLE OF A CLASS APPROVED BY THE REGISTRAR OF MOTOR VEHICLES
may apply to the registrar of motor vehicles for the registration 839
of the vehicle and issuance of wildlife conservation license 840
plates. The application for wildlife conservation license plates 841
may be combined with a request for a special reserved license 842
plate under section 4503.40 or 4503.42 of the Revised Code. Upon 843
receipt of the completed application and compliance with division 844
(C) of this section, the registrar shall issue to the applicant 845
the appropriate vehicle registration and a set of wildlife 846
conservation license plates with a validation sticker or a 847
validation sticker alone when required by section 4503.191 of the 848
Revised Code.
In addition to the letters and numbers ordinarily inscribed 851
thereon, wildlife conservation license plates shall be inscribed

with identifying words and the figure of a cardinal and shall be 852
designed by the division of wildlife and approved by the 854
registrar. Wildlife conservation license plates shall bear 855
county identification stickers unless the registrar approves a 856
design for the license plates that does not allow for the 857
placement of the county identification sticker THAT IDENTIFY THE
COUNTY OF REGISTRATION BY NAME OR NUMBER. 858
(C) The wildlife conservation license plates and 861
validation sticker shall be issued upon the receipt of a 862
contribution as provided in division (D) of this section and upon
payment of the regular license fees as prescribed under section 863
4503.04 of the Revised Code, a fee not to exceed ten dollars for 865
the purpose of compensating the bureau of motor vehicles for 866
additional services required in the issuing of the wildlife 867
conservation license plates, any applicable motor vehicle tax
levied under Chapter 4504. of the Revised Code, and compliance 868
with all other applicable laws relating to the registration of 869
motor vehicles. If the application for wildlife conservation 870
license plates is combined with a request for a reserved license 871
plate under section 4503.40 or 4503.42 of the Revised Code, the 872
license plate and validation sticker shall be issued upon payment 873
of the contribution, fees, and taxes contained in this division 874
and the additional fee prescribed under section 4503.40 or 875
4503.42 of the Revised Code. 876
(D) For each application for registration and registration 879
renewal the registrar receives under this section, the registrar 880
shall collect a contribution in an amount not to exceed forty 881
dollars as determined by the division of wildlife. The registrar 882
shall transmit this contribution to the treasurer of state for 883
deposit in the nongame and endangered wildlife fund created in 884
section 1531.26 of the Revised Code. 885
Sec. 4503.571. ANY PERSON WHO HAS BEEN AWARDED THE PURPLE 887
HEART MAY APPLY TO THE REGISTRAR OF MOTOR VEHICLES FOR THE 888
REGISTRATION OF ONE PASSENGER CAR, NONCOMMERCIAL MOTOR VEHICLE, 889

RECREATIONAL VEHICLE, OR OTHER VEHICLE OF A CLASS APPROVED BY THE 890
REGISTRAR THAT THE PERSON OWNS OR LEASES. THE APPLICATION SHALL 891
BE ACCOMPANIED BY SUCH DOCUMENTARY EVIDENCE IN SUPPORT OF THE 892
AWARD AS THE REGISTRAR MAY REQUIRE. THE APPLICATION MAY BE 893
COMBINED WITH A REQUEST FOR A SPECIAL RESERVED LICENSE PLATE 894
UNDER SECTION 4503.40 OR 4503.42 OF THE REVISED CODE. 895
UPON RECEIPT OF AN APPLICATION FOR REGISTRATION OF A MOTOR 897
VEHICLE UNDER THIS SECTION AND THE REQUIRED TAXES AND FEES, AND 898
PRESENTATION OF THE REQUIRED SUPPORTING EVIDENCE OF THE AWARD OF 900
THE PURPLE HEART, THE REGISTRAR SHALL ISSUE TO THE APPLICANT THE 901
APPROPRIATE MOTOR VEHICLE REGISTRATION AND A SET OF LICENSE 902
PLATES AND A VALIDATION STICKER, OR A VALIDATION STICKER ALONE 903
WHEN REQUIRED BY SECTION 4503.191 OF THE REVISED CODE. 904
IN ADDITION TO THE LETTERS AND NUMBERS ORDINARILY INSCRIBED 907
THEREON, THE LICENSE PLATES SHALL BE INSCRIBED WITH THE WORDS 908
"PURPLE HEART." THE LICENSE PLATES SHALL BEAR COUNTY 909
IDENTIFICATION STICKERS THAT IDENTIFY THE COUNTY OF REGISTRATION 910
BY NAME OR NUMBER.
THE LICENSE PLATES AND VALIDATION STICKERS SHALL BE ISSUED 913
UPON PAYMENT OF THE REGULAR LICENSE FEE REQUIRED BY SECTION 914
4503.04 OF THE REVISED CODE, PAYMENT OF ANY LOCAL MOTOR VEHICLE 915
LICENSE TAX LEVIED UNDER CHAPTER 4504. OF THE REVISED CODE, 918
PAYMENT OF AN ADDITIONAL FEE OF TEN DOLLARS, AND COMPLIANCE WITH 919
ALL OTHER APPLICABLE LAWS RELATING TO THE REGISTRATION OF MOTOR
VEHICLES. IF THE APPLICATION IS COMBINED WITH A REQUEST FOR A 920
SPECIAL RESERVED LICENSE PLATE UNDER SECTION 4503.40 OR 4503.42 922
OF THE REVISED CODE, THE LICENSE PLATES AND VALIDATION STICKER 924
SHALL BE ISSUED UPON PAYMENT OF THE FEES AND TAXES REFERRED TO IN 925
THIS SECTION AND THE ADDITIONAL FEE PRESCRIBED UNDER SECTION 926
4503.40 OR 4503.42 OF THE REVISED CODE. THE ADDITIONAL FEE OF 928
TEN DOLLARS SHALL BE FOR THE PURPOSE OF COMPENSATING THE BUREAU 929
OF MOTOR VEHICLES FOR ADDITIONAL SERVICES REQUIRED IN THE ISSUING 930
OF LICENSE PLATES UNDER THIS SECTION AND SHALL BE TRANSMITTED BY 931
THE REGISTRAR TO THE TREASURER OF STATE FOR DEPOSIT INTO THE 932

STATE TREASURY TO THE CREDIT OF THE STATE BUREAU OF MOTOR
VEHICLES FUND CREATED BY SECTION 4501.25 OF THE REVISED CODE. 933
NO PERSON WHO IS NOT A RECIPIENT OF THE PURPLE HEART SHALL 935
WILLFULLY AND FALSELY REPRESENT THAT THE PERSON IS A RECIPIENT OF 936
A PURPLE HEART FOR THE PURPOSE OF OBTAINING LICENSE PLATES UNDER 937
THIS SECTION. NO PERSON SHALL OWN A MOTOR VEHICLE BEARING 938
LICENSE PLATES UNDER THIS SECTION UNLESS THE PERSON IS ELIGIBLE 939
TO BE ISSUED SUCH LICENSE PLATES. 940
Sec. 4503.58. THE OWNER OR LESSEE OF ANY PASSENGER CAR, 942
NONCOMMERCIAL MOTOR VEHICLE, RECREATIONAL VEHICLE, OR OTHER 943
VEHICLE OF A CLASS APPROVED BY THE REGISTRAR OF MOTOR VEHICLES 944
WHO ALSO IS A MEMBER IN GOOD STANDING OF THE MARINE CORPS LEAGUE 945
MAY APPLY TO THE REGISTRAR FOR THE REGISTRATION OF THE VEHICLE 946
AND ISSUANCE OF MARINE CORPS LEAGUE LICENSE PLATES. THE
APPLICATION FOR MARINE CORPS LEAGUE LICENSE PLATES MAY BE 947
COMBINED WITH A REQUEST FOR A SPECIAL RESERVED LICENSE PLATE 948
UNDER SECTION 4503.40 OR 4503.42 OF THE REVISED CODE. UPON 949
RECEIPT OF THE COMPLETED APPLICATION, PRESENTATION BY THE 950
APPLICANT OF THE REQUIRED EVIDENCE THAT THE APPLICANT IS A MEMBER 951
IN GOOD STANDING OF THE MARINE CORPS LEAGUE, AND COMPLIANCE BY 952
THE APPLICANT WITH THIS SECTION, THE REGISTRAR SHALL ISSUE TO THE 954
APPLICANT THE APPROPRIATE VEHICLE REGISTRATION AND A SET OF
MARINE CORPS LEAGUE LICENSE PLATES WITH A VALIDATION STICKER OR A 955
VALIDATION STICKER ALONE WHEN REQUIRED BY SECTION 4503.191 OF THE 956
REVISED CODE. 957
IN ADDITION TO THE LETTERS AND NUMBERS ORDINARILY INSCRIBED 959
THEREON, MARINE CORPS LEAGUE LICENSE PLATES SHALL BE INSCRIBED 960
WITH IDENTIFYING WORDS AND A SYMBOL OR LOGO DESIGNED BY THE 961
MARINE CORPS LEAGUE AND APPROVED BY THE REGISTRAR. MARINE CORPS 962
LEAGUE LICENSE PLATES SHALL BEAR COUNTY IDENTIFICATION STICKERS 963
THAT IDENTIFY THE COUNTY OF REGISTRATION BY NAME OR NUMBER. 964
MARINE CORPS LEAGUE LICENSE PLATES AND VALIDATION STICKERS 966
SHALL BE ISSUED UPON PAYMENT OF THE REGULAR LICENSE FEE REQUIRED 967
BY SECTION 4503.04 OF THE REVISED CODE, PAYMENT OF ANY LOCAL 970

MOTOR VEHICLE LICENSE TAX LEVIED UNDER CHAPTER 4504. OF THE 972
REVISED CODE, PAYMENT OF AN ADDITIONAL FEE OF TEN DOLLARS, AND 973
COMPLIANCE WITH ALL OTHER APPLICABLE LAWS RELATING TO THE 974
REGISTRATION OF MOTOR VEHICLES. IF THE APPLICATION FOR MARINE 975
CORPS LEAGUE LICENSE PLATES IS COMBINED WITH A REQUEST FOR A 976
SPECIAL RESERVED LICENSE PLATE UNDER SECTION 4503.40 OR 4503.42
OF THE REVISED CODE, THE LICENSE PLATES AND VALIDATION STICKER 978
SHALL BE ISSUED UPON PAYMENT OF THE FEES AND TAXES CONTAINED IN 979
THIS SECTION AND THE ADDITIONAL FEE PRESCRIBED UNDER SECTION 980
4503.40 OR 4503.42 OF THE REVISED CODE. THE ADDITIONAL FEE OF 982
TEN DOLLARS SHALL BE FOR THE PURPOSE OF COMPENSATING THE BUREAU 983
