BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO: 17
Section 1. That section 3719.41 of the Revised Code be 19

(1) Anabolic steroids. Except as otherwise provided in 743
division (E)(1) of schedule III, "anabolic steroids" means any 744
drug or hormonal substance that is chemically and 745
pharmacologically related to testosterone (other than estrogens, 746
progestins, and corticosteroids) and that promotes muscle growth. 747
"Anabolic steroids" does not include an anabolic steroid that is 748
expressly intended for administration through implants to cattle 749
or other nonhuman species and that has been approved by the 750
United States secretary of health and human services for that 751
administration, unless a person prescribes, dispenses, or 752
distributes this type of anabolic steroid for human use. 753
"Anabolic steroid" includes, but is not limited to, the 754
