conveyances described in Sections 1, 2, 3, and 4 of this act 476

effective date. 487

Section 13. This act is hereby declared to be an emergency 489

                                                          13

measure necessary for the immediate preservation of the public 490

the conveyance of the real estate and the easements under this 492

act at the earliest possible time is crucial for the City of 493

Columbus to begin construction of water tanks and to avoid the 494

substantial costs that would be incurred by delaying this 495

project. Therefore, this act shall go into immediate effect. 496
