BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO: 18

      Section 1. Notwithstanding Section 50 of Am. Sub. H.B. 215 20

of the 122nd General Assembly, the General Assembly shall have 21

until February 4, 1998, to develop a plan to provide itemized 23

appropriations for the Department of Education for fiscal year

1999.

Section 2. This act is hereby declared to be an emergency 25

measure necessary for the immediate preservation of the public 26

peace, health, and safety. The reason for such necessity is that 28

the issues that must be resolved by the General Assembly in

connection with the adoption of an education budget for fiscal 29

year 1999 are of such complexity and importance that they cannot 30

be fully and fairly deliberated without the additional time 31

authorized by this act. Therefore, this act shall go into 32

immediate effect. 33
