BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO: 19

      Section 1. Notwithstanding Section 50 of Am. Sub. H.B. 215 21

of the 122nd General Assembly, the General Assembly shall have 22

until February 4, 1998, to develop a plan to provide itemized 24

appropriations for the Department of Education for fiscal year

1999.

Section 2. This act is hereby declared to be an emergency 26

measure necessary for the immediate preservation of the public 27

peace, health, and safety. The reason for such necessity is that 29

the issues that must be resolved by the General Assembly in

connection with the adoption of an education budget for fiscal 30

year 1999 are of such complexity and importance that they cannot 31

be fully and fairly deliberated without the additional time 32

authorized by this act. Therefore, this act shall go into 33

immediate effect. 34
