BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO: 19 Section 1. That section 3313.602 of the Revised Code be 22 amended to read as follows: Sec. 3313.602. (A) The board of education of each city, 31 local, exempted village, and joint vocational school district 32 shall adopt a policy specifying whether or not oral recitation of 33 the pledge of allegiance to the flag shall be a part of the 34 school's program and, if so, establishing a time and manner for 35 such recitation. (B) In the development of its graded course of study, the 37 board of education of each city and exempted village school 38 district and the governing board of each educational service 39 center shall ensure that the principles of democracy and ethics 40 are emphasized and discussed wherever appropriate in all parts of 41 the curriculum for grades kindergarten through twelve. 42 (C) Each city, local, exempted village, and joint 44 vocational school board shall adopt policies that encourage all 45 certificated and noncertificated employees to be cognizant of 46 2 their roles in instilling ethical principles and democratic 47 ideals in all district pupils. (D) THE BOARD OF EDUCATION OF EACH CITY, LOCAL, AND 49 EXEMPTED VILLAGE SCHOOL DISTRICT SHALL REQUIRE EACH DISTRICT 50 SCHOOL TO DEVOTE AT LEAST ONE HOUR ON VETERANS' DAY TO AN 52 OBSERVANCE THAT CONVEYS THE MEANING AND SIGNIFICANCE OF THAT DAY. 53 THE BOARD SHALL DETERMINE THE SPECIFIC ACTIVITIES TO CONSTITUTE 55 THE OBSERVANCE IN EACH SCHOOL IN THE DISTRICT AFTER CONSULTATION WITH THE SCHOOL'S ADMINISTRATORS. IF SCHOOL IS NOT SCHEDULED TO 57 BE IN SESSION ON VETERANS' DAY, THE OBSERVANCE PRESCRIBED BY THIS 58 DIVISION SHALL BE HELD ON THE SCHOOL DAY IMMEDIATELY PRECEDING 60 VETERANS' DAY. Section 2. That existing section 3313.602 of the Revised 62 Code is hereby repealed. 63
