To amend section 4503.53 of the Revised Code to 17
eliminate the additional $10 fee that a person 18
pays to compensate the Bureau of Motor Vehicles 19
for additional services when issuing special 20
license plates to those who served in certain 21
combat zones and when renewing the registration 22
of a motor vehicle bearing such license plates. 23
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO: 25
Section 1. That section 4503.53 of the Revised Code be 27
amended to read as follows: 28
Sec. 4503.53. Any person who served in the armed forces of 38
the United States in Saudi Arabia or Kuwait during Operation 39
Desert Storm or Operation Desert Shield, in Panama during the 40
invasion, in Grenada during the invasion, in Lebanon during the 41
invasion, during the Vietnam conflict, during the Korean 42
conflict, during World War II, or during World War I, and who is 43
on active duty or is an honorably discharged veteran may apply to 44
the registrar of motor vehicles for the registration of any
passenger car, noncommercial motor vehicle, motor home, or other 45
vehicle of a class approved by the registrar the person owns or 46

leases. The application shall be accompanied by such written 47
evidence of the applicant's service as the registrar requires by 49
rule. In the case of an honorably discharged veteran, the 50
written evidence shall include a copy of the applicant's DD-214 51
form or an equivalent document.
Upon receipt of an application for registration of a motor 53
vehicle under this section, presentation of satisfactory evidence 54
of military service in Saudi Arabia or Kuwait during Operation 55
Desert Storm or Operation Desert Shield, in Panama during the 56
invasion, in Grenada during the invasion, in Lebanon during the 57
invasion, during the Vietnam conflict, during the Korean 58
conflict, during World War II, or during World War I, AND payment 59
of the regular license tax as prescribed under section 4503.04 of 60
the Revised Code and any applicable LOCAL tax levied under 61
Chapter 4504. of the Revised Code, and payment of an additional 62
fee of ten dollars, the registrar shall issue to the applicant 63
the appropriate motor vehicle registration and a set of license 64
plates and a validation sticker, or a validation sticker alone 65
when required by section 4503.191 of the Revised Code. In 66
accordance with rules adopted by the registrar, each license 67
plate shall be inscribed with identifying letters or numerals and 68
the word "VETERAN",; in addition, each license plate shall be 70
inscribed with a design and words indicating service in Saudi 71
Arabia, Kuwait, Panama, Grenada, or Lebanon, or during the 72
Vietnam conflict, the Korean conflict, World War II, or World War 73
I. The additional fee of ten dollars charged under this section 74
shall be for the purpose of compensating the bureau of motor 75
vehicles for additional services required in the issuing of 76
license plates under this section and shall be transmitted by the 77
registrar to the treasurer of state for deposit into the state 78
treasury to the credit of the state bureau of motor vehicles fund 79
created by section 4501.25 of the Revised Code. 80
Section 2. That existing section 4503.53 of the Revised 82
Code is hereby repealed. 83
