             To amend section 4503.53 of the Revised Code to       18           

                eliminate the additional $10 fee that a person     19           

                pays to compensate the Bureau of Motor Vehicles    20           

                for additional services when issuing special       21           

                license plates to those who served in certain      22           

                combat zones and when renewing the registration    23           

                of a motor vehicle bearing such license plates.    24           




BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:        26           

      Section 1.  That section 4503.53 of the Revised Code be      28           

amended to read as follows:                                        29           

      Sec. 4503.53.  Any person who served in the armed forces of  39           

the United States in Saudi Arabia or Kuwait during Operation       40           

Desert Storm or Operation Desert Shield, in Panama during the      41           

invasion, in Grenada during the invasion, in Lebanon during the    42           

invasion, during the Vietnam conflict, during the Korean           43           

conflict, during World War II, or during World War I, and who is   44           

on active duty or is an honorably discharged veteran may apply to  45           

the registrar of motor vehicles for the registration of any                     

passenger car, noncommercial motor vehicle, motor home, or other   46           

vehicle of a class approved by the registrar the person owns or    47

leases.  The application shall be accompanied by such written      48           

evidence of the applicant's service as the registrar requires by   50           

rule.  In the case of an honorably discharged veteran, the         51           

written evidence shall include a copy of the applicant's DD-214    52           

form or an equivalent document.                                                 

      Upon receipt of an application for registration of a motor   54           

vehicle under this section, presentation of satisfactory evidence  55           

of military service in Saudi Arabia or Kuwait during Operation     56           

Desert Storm or Operation Desert Shield, in Panama during the      57           

invasion, in Grenada during the invasion, in Lebanon during the    58           

invasion, during the Vietnam conflict, during the Korean           59           

conflict, during World War II, or during World War I, AND payment  60           

of the regular license tax as prescribed under section 4503.04 of  61           

the Revised Code and any applicable LOCAL tax levied under         62           

Chapter 4504. of the Revised Code, and payment of an additional    63           

fee of ten dollars, the registrar shall issue to the applicant     64           

the appropriate motor vehicle registration and a set of license    65           

plates and a validation sticker, or a validation sticker alone     66           

when required by section 4503.191 of the Revised Code.  In         67           

accordance with rules adopted by the registrar, each license       68           

plate shall be inscribed with identifying letters or numerals and  69           

the word "VETERAN",; in addition, each license plate shall be      71           

inscribed with a design and words indicating service in Saudi      72           

Arabia, Kuwait, Panama, Grenada, or Lebanon, or during the         73           

Vietnam conflict, the Korean conflict, World War II, or World War  74           

I.  The additional fee of ten dollars charged under this section   75           

shall be for the purpose of compensating the bureau of motor       76           

vehicles for additional services required in the issuing of        77           

license plates under this section and shall be transmitted by the  78           

registrar to the treasurer of state for deposit into the state     79           

treasury to the credit of the state bureau of motor vehicles fund  80           

created by section 4501.25 of the Revised Code.                    81           

      Section 2.  That existing section 4503.53 of the Revised     83           

Code is hereby repealed.                                           84
