A B I L L
To amend section 3301.03 of the Revised Code to 12
remove the prohibition against an employee or 13
officer of a public or private college,
university, or other institution of higher 14
education from serving on the State Board of
Education. 15
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO: 17
Section 1. That section 3301.03 of the Revised Code be 19
amended to read as follows: 20
Sec. 3301.03. Each elected voting member of the state 29
board of education shall be a qualified elector residing in the 31
territory composing the district from which the member is 33
elected, and shall be nominated and elected to office as provided 34
by Title XXXV of the Revised Code. Each appointed voting member 35
of the board shall be a qualified elector residing in the state. 36
At least four of the appointed voting members shall represent 37
rural school districts in the state, as evidenced by the member's 38
current place of residence and at least one of the following: 40
(1)(A) The member's children attend, or at one time 42
attended, school in a rural district; 44
(2)(B) The member's past or present occupation is 46
associated with rural areas of the state; 48
(3)(C) The member possesses other credentials or 50
experience demonstrating knowledge and familiarity with rural 52
school districts.

Each NO elected and OR appointed voting member of the board 55
shall not, during his THE MEMBER'S term of office, hold any other 56
public position of trust or profit, or be an employee or officer 59
of any public or private ELEMENTARY OR SECONDARY school, or a 60
public or private college, university, or other institution of 61
higher education. Before entering on the duties of his office, 62
each elected and appointed voting member shall subscribe to the 64
official oath of office.
Each voting member of the state board of education shall be 66
paid a salary fixed pursuant to division (J) of section 124.15 of 67
the Revised Code, together with his THE MEMBER'S actual and 68
necessary expenses incurred while engaged in the performance of 70
his THE MEMBER'S official duties or in the conduct of authorized 71
board business, and while en route to and from his THE MEMBER'S 72
home for such purposes. 73
Section 2. That existing section 3301.03 of the Revised 75
Code is hereby repealed. 76
