A B I L L
To amend section 5511.04 and to enact section 19
5533.64 of the Revised Code to eliminate the per 20
mile cap on the amount of money the Department of 21
Transportation may spend on improvements made to 22
roads leading into and within a conservancy
district and to designate State Route 60, in 24
Ashland County only, the "Thomas A. Van Meter 25
Memorial Highway."
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO: 27
Section 1. That section 5511.04 be amended and section 29
5533.64 of the Revised Code be enacted to read as follows: 30
Sec. 5511.04. The director of transportation may relocate 39
and for such purpose construct or reconstruct such relocated 40
portions of all roads, highways, and streets, within, leading 41
through, or adjacent to any lands owned by a conservancy district 42
organized under sections 6101.01 to 6101.84 of the Revised Code, 43
or lands on which any such district has a flood easement, 44
construction easement, or right-of-way. 45

The director may co-operate in the construction, 47
reconstruction, improvement, repair, and maintenance of roads 48
leading from a state highway to any public park, forest preserve, 49
or recreational area, or within the boundary of any public park, 50
forest preserve, or recreational area under the control and 51
custody of such district. 52
The director shall confer with the board of directors of 54
any such district upon the construction, reconstruction, 55
location, or relocation of any roads or highways which must be in 56
conformity with the general engineering plans of the district. 57
With respect to any such road improvement projects, the 59
director may, upon the terms mutually agreed between him THE 60
DIRECTOR and the board of the district, in view of the benefits 62
to be derived, enter into any contracts with such district as may 63
be necessary or convenient to carry out the general plans of the 64
district.
The costs of such improvements shall be paid in the same 66
manner as for A state highway improvement, provided the 67
expenditures in any one year shall not exceed two hundred 68
thousand dollars, and the expenditures for highways leading to 69
the district properties shall not exceed twenty thousand dollars 70
per mile, and the expenditures within such properties shall not 71
exceed ten thousand dollars per mile. 72
This section does not derogate or limit the powers of the 74
director to add additional mileage to the state highway system. 75
This section does not derogate or limit the power and 77
authority conferred upon a district and its board by sections 78
6101.01 to 6101.84 of the Revised Code. 79
Sec. 5533.64. THE ROAD KNOWN AS STATE ROUTE NUMBER SIXTY, 81
RUNNING IN A NORTHERLY AND SOUTHERLY DIRECTION THROUGH ASHLAND 82
COUNTY ONLY, SHALL BE KNOWN AS THE "THOMAS A. VAN METER MEMORIAL 84
HIGHWAY."
THE DIRECTOR OF TRANSPORTATION MAY ERECT SUITABLE MARKERS 86
ALONG THE HIGHWAY INDICATING ITS NAME. 87

Section 2. That existing section 5511.04 of the Revised 89
Code is hereby repealed. 90
