             To amend section 4503.182 of the Revised Code to      11           

                require the Registrar of Motor Vehicles to         12           

                implement procedures for the reporting of          13           

                information from applications for temporary                     

                license placards and windshield stickers to the    14           

                Bureau of Motor Vehicles so that the information   15           

                from the applications is available to law          16           

                enforcement agencies not later than four days                   

                after the date on which a temporary license        17           

                placard or windshield sticker is issued, and to    18           

                require temporary license placards to bear a                    

                distinctive combination of six letters, numerals,  19           

                or letters and numerals and incorporate a          20           

                security feature that prevents tampering with any  21           

                of the information that is entered upon a placard  22           

                when it is issued.                                              




BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:        24           

      Section 1.  That section 4503.182 of the Revised Code be     26           

amended to read as follows:                                        27           

      Sec. 4503.182.  (A)  Purchasers A PURCHASER of A motor       36           

vehicles VEHICLE, upon application and proof of purchase of such   38           

THE vehicle, may be issued a temporary license placard or          40           

windshield sticker for such THE motor vehicles VEHICLE.            42           

      The purchaser of a vehicle applying for a temporary license  44           

placard or windshield sticker under this section shall execute an  45           

affidavit STATING that he THE PURCHASER has not been issued        47

previously during the current registration year a license plate    49           

registration that could legally be transferred to such vehicle.    50           

      Placards or windshield stickers shall be issued only for     52           

the applicant's use of such THE vehicle to enable him THE          54           

APPLICANT to legally operate the motor vehicle while proper title  55           

and, license plate PLATES, AND A CERTIFICATE OF registration is    58           

ARE being obtained, and shall be displayed on no other motor       59           

vehicle.                                                                        

      Placards or windshield stickers issued under this section    61           

shall be ARE valid for a period of thirty days from date of        62           

issuance and shall ARE not be transferable or renewable.           64           

      The fee for such placards or windshield stickers shall be    66           

IS two dollars plus a fee of two dollars and twenty-five cents     67           

for each such placard issued by a deputy registrar.                68           

      (B)  The registrar of motor vehicles may issue to a          70           

motorized bicycle dealer or a licensed motor vehicle dealer        71           

temporary license placards to be issued to purchasers for use on   72           

vehicles sold by such THE licensed dealer, in accordance with      73           

rules prescribed by the registrar.  The dealer shall notify the    75           

registrar within forty-eight hours of proof of issuance on a form  76           

prescribed by the registrar PRESCRIBES OR IN ANY OTHER MANNER THE  77           

REGISTRAR PRESCRIBES.                                              78           

      The fee for each such placard issued by the registrar to     80           

such A LICENSED motor vehicle dealer shall be IS two dollars plus  82           

a fee of two dollars and twenty-five cents.                        83           

      (C)  The registrar of motor vehicles may, at his THE         85           

REGISTRAR'S discretion, MAY issue a temporary license placard.     87           

Such A placard may be issued in the case of extreme hardship       89           

encountered by a citizen from this state or another state who has  90           

attempted to comply with all registration laws, but for extreme    91           

circumstances is unable to properly register his THE CITIZEN'S     92           

vehicle.                                                                        

      (D)  Prior to July 1, 1985 NOT LATER THAN SIX MONTHS AFTER   94           

THE EFFECTIVE DATE OF THIS AMENDMENT, the registrar shall adopt    95

rules, in accordance with division (B) of section 111.15 of the    96           

Revised Code, to specify the procedures for reporting the          97           

information from applications for temporary license placards or    98           

AND windshield stickers and for providing TO THE BUREAU OF MOTOR   100          

VEHICLES SO THAT the information from these applications IS        102          

ENTERED INTO THE RECORDS OF THE BUREAU AND IS AVAILABLE to law     103          

enforcement agencies NOT LATER THAN FOUR DAYS AFTER THE DATE ON                 

WHICH A TEMPORARY LICENSE PLACARD OR WINDSHIELD STICKER IS ISSUED  104          

UNDER THIS SECTION.                                                105          

      THE REGISTRAR SHALL TAKE ANY MEASURES NECESSARY AND PROPER   107          

IN ORDER TO IMPLEMENT THIS DIVISION, INCLUDING UTILIZING           108          

COMPUTERS TO FACILITATE THE ELECTRONIC TRANSFER OF THE             109          

INFORMATION.                                                                    

      (E)  TEMPORARY LICENSE PLACARDS ISSUED UNDER THIS SECTION    112          

SHALL BEAR A DISTINCTIVE COMBINATION OF SIX LETTERS, NUMERALS, OR  113          

LETTERS AND NUMERALS, AND SHALL INCORPORATE A SECURITY FEATURE     114          

THAT, TO THE GREATEST DEGREE POSSIBLE, PREVENTS TAMPERING WITH     115          

ANY OF THE INFORMATION THAT IS ENTERED UPON A PLACARD WHEN IT IS                

ISSUED.                                                                         

      (F)  As used in this section, "motorized bicycle dealer"     117          

means any person engaged in the business of selling at retail,     118          

displaying, offering for sale, or dealing in motorized bicycles    119          

who is not subject to section 4503.09 of the Revised Code.         120          

      Section 2.  That existing section 4503.182 of the Revised    122          

Code is hereby repealed.                                           123
