A B I L L
To amend section 4503.182 of the Revised Code to 12
require temporary license placards to bear a 13
distinctive combination of six letters, numerals, 14
or letters and numerals and incorporate a 15
security feature that prevents tampering with any 16
of the information that is entered upon a placard 17
when it is issued.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO: 19
Section 1. That section 4503.182 of the Revised Code be 21
amended to read as follows: 22
Sec. 4503.182. (A) Purchasers A PURCHASER of A motor 31
vehicles VEHICLE, upon application and proof of purchase of such 33
THE vehicle, may be issued a temporary license placard or 35
windshield sticker for such THE motor vehicles VEHICLE. 37
The purchaser of a vehicle applying for a temporary license 39
placard or windshield sticker under this section shall execute an 40
affidavit STATING that he THE PURCHASER has not been issued 42
previously during the current registration year a license plate 44
registration that could legally be transferred to such vehicle. 45
Placards or windshield stickers shall be issued only for 47
the applicant's use of such THE vehicle to enable him THE 49
APPLICANT to legally operate the motor vehicle while proper title 50
and, license plate PLATES, AND A CERTIFICATE OF registration is 53
ARE being obtained, and shall be displayed on no other motor 54
vehicle.

Placards or windshield stickers issued under this section 56
shall be ARE valid for a period of thirty days from date of 57
issuance and shall ARE not be transferable or renewable. 59
The fee for such placards or windshield stickers shall be 61
IS two dollars plus a fee of two dollars and twenty-five cents 62
for each such placard issued by a deputy registrar. 63
(B) The registrar of motor vehicles may issue to a 65
motorized bicycle dealer or a licensed motor vehicle dealer 66
temporary license placards to be issued to purchasers for use on 67
vehicles sold by such THE licensed dealer, in accordance with 68
rules prescribed by the registrar. The dealer shall notify the 70
registrar within forty-eight hours of proof of issuance on a form 71
prescribed by the registrar. 72
The fee for each such placard issued by the registrar to 74
such A LICENSED motor vehicle dealer shall be IS two dollars plus 76
a fee of two dollars and twenty-five cents. 77
(C) The registrar of motor vehicles may, at his THE 79
REGISTRAR'S discretion, MAY issue a temporary license placard. 81
Such A placard may be issued in the case of extreme hardship 83
encountered by a citizen from this state or another state who has 84
attempted to comply with all registration laws, but for extreme 85
circumstances is unable to properly register his THE CITIZEN'S 86
vehicle.
(D) Prior to July 1, 1985, the THE registrar shall adopt 88
rules, in accordance with division (B) of section 111.15 of the 89
Revised Code, to specify the procedures for reporting the 90
information from applications for temporary license placards or 91
AND windshield stickers and for providing the information from 92
these applications to law enforcement agencies. 93
(E) TEMPORARY LICENSE PLACARDS ISSUED UNDER THIS SECTION 96
SHALL BEAR A DISTINCTIVE COMBINATION OF SIX LETTERS, NUMERALS, OR 97
LETTERS AND NUMERALS, AND SHALL INCORPORATE A SECURITY FEATURE 98
THAT, TO THE GREATEST DEGREE POSSIBLE, PREVENTS TAMPERING WITH 99
ANY OF THE INFORMATION THAT IS ENTERED UPON A PLACARD WHEN IT IS

ISSUED.
(F) As used in this section, "motorized bicycle dealer" 101
means any person engaged in the business of selling at retail, 102
displaying, offering for sale, or dealing in motorized bicycles 103
who is not subject to section 4503.09 of the Revised Code. 104
Section 2. That existing section 4503.182 of the Revised 106
Code is hereby repealed. 107
