BEATTY-BENDER-HARTNETT-HOLLISTER-METZGER-PATTON-WIDENER _________________________________________________________________ 11 A B I L L To create a joint legislative committee to study the 13 impact of high technology start-up businesses on 14 economic development and small businesses in Ohio. BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO: 16 Section 1. (A) Within thirty days after the effective 18 date of this act, a joint legislative committee shall be 19 appointed to study the impact of high technology start-up 20 businesses on economic development and small businesses in this 21 state and certain other matters. The committee shall consist of 23 fifteen members as follows: (1) Three members from the House of Representatives, two 26 of whom shall be appointed by the Speaker of the House of 27 Representatives and one of whom shall be appointed by the Minority Leader of the House of Representatives; 29 (2) Three members from the Senate, two of whom shall be 33 appointed by the President of the Senate and one of whom shall be 34 appointed by the Minority Leader of the Senate; (3) One former member of the House of Representatives 36 appointed by the Speaker of the House of Representatives; 37 (4) One former member of the Senate appointed by the 39 President of the Senate; 40 (5) Six members appointed by the Governor, three of whom 42 shall represent a different private business association in the 43 2 state, one of whom shall represent an Ohio labor organization, 44 one of whom shall represent an Edison Center, as defined in 46 division (A) of section 122.15 of the Revised Code, and one of 47 whom shall be a member of the Governor's Small Business Advisory 48 Council; (6) The Director of Development, who shall serve as the 51 chair of the committee. (B) The committee shall examine how to retain high 53 technology start-up businesses in the state, the factors 54 motivating these businesses to locate in the state or to relocate 55 out of the state, and the overall impact of these businesses on 56 economic development and small businesses in Ohio. The committee 57 shall submit a report along with its recommendations based on the 58 study to the General Assembly by July 1, 2001. Upon submitting 59 its report and recommendations, the committee shall cease to 60 exist. 61
