                          A   B I L L                                           

             To create a joint legislative committee to study the  18           

                impact of high technology start-up businesses on   19           

                economic development and small businesses in                    

                Ohio.                                                           




BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:        21           

      Section 1.  (A)  Within thirty days after the effective      23           

date of this act, a joint legislative committee shall be           24           

appointed to study the impact of high technology start-up          25           

businesses on economic development and small businesses in this    26           

state and certain other matters.  The committee shall consist of   28           

fifteen members as follows:                                                     

      (1)  Three members from the House of Representatives, two    31           

of whom shall be appointed by the Speaker of the House of          32           

Representatives and one of whom shall be appointed by the                       

Minority Leader of the House of Representatives;                   34           

      (2)  Three members from the Senate, two of whom shall be     38           

appointed by the President of the Senate and one of whom shall be  39           

appointed by the Minority Leader of the Senate;                                 

      (3)  One former member of the House of Representatives       41

appointed by the Speaker of the House of Representatives;          42           

      (4)  One former member of the Senate appointed by the        44           

President of the Senate;                                           45           

      (5)  Six members appointed by the Governor, three of whom    47           

shall represent a different private business association in the    48           

state, one of whom shall represent an Ohio labor organization,     49           

one of whom shall represent an Edison Center, as defined in        51           

division (A) of section 122.15 of the Revised Code, and one of     52           

whom shall be a member of the Governor's Small Business Advisory   53           

Council;                                                                        

      (6)  The Director of Development, who shall serve as the     56           

chair of the committee.                                                         

      (B)  The committee shall examine how to retain high          58           

technology start-up businesses in the state, the factors           59           

motivating these businesses to locate in the state or to relocate  60           

out of the state, and the overall impact of these businesses on    61           

economic development and small businesses in Ohio.  The committee  62           

shall submit a report along with its recommendations based on the  63           

study to the General Assembly by July 1, 2001.  Upon submitting    64           

its report and recommendations, the committee shall cease to       65           

exist.                                                             66
