BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO: 22 Section 1. (A) Within thirty days after the effective 24 date of this act, a joint legislative committee shall be 25 appointed to study the impact of high technology start-up 26 businesses on economic development and small businesses in this 27 state and certain other matters. The committee shall consist of 29 seventeen members, two of whom shall serve as co-chairpersons, as 31 follows: (1) Three members from the House of Representatives, two 34 of whom shall be appointed by the Speaker of the House of 35 Representatives and one of whom shall be appointed by the Minority Leader of the House of Representatives. The Speaker of 37 the House of Representatives shall designate one of the members 38 appointed by the Speaker as a co-chairperson of the committee. 39 2 (2) Three members from the Senate, two of whom shall be 43 appointed by the President of the Senate and one of whom shall be 44 appointed by the Minority Leader of the Senate. The President of the Senate shall appoint one of the members appointed by the 45 President as a co-chairperson of the committee. 46 (3) One former member of the House of Representatives 48 appointed by the Speaker of the House of Representatives; 49 (4) One former member of the Senate appointed by the 51 President of the Senate; 52 (5) One member, appointed by the Speaker of the House of 54 Representatives, who shall represent the venture capital industry 55 in the state; (6) One member, appointed by the President of the Senate, 57 who shall be an attorney and an expert in high-technology legal 58 issues; (7) Six members appointed by the Governor, three of whom 60 shall represent a different private business association in the 61 state, one of whom shall represent an Ohio labor organization, 62 one of whom shall represent an Edison Center, as defined in 64 division (A) of section 122.15 of the Revised Code, and one of 65 whom shall be a member of the Governor's Small Business Advisory 66 Council; (8) The Director of Development or the Director's 68 designee. (B) The members of the committee shall serve without 71 compensation, but shall be reimbursed for their actual and 72 necessary travel and other expenses incurred in the performance 73 of their official duties as committee members. Witnesses called 74 to testify before the committee shall be reimbursed for their 75 actual and necessary travel expenses incurred in attending 76 committee hearings. These and other expenses associated with the 77 committee's performance of its functions shall be paid from any 78 funds appropriated for the operation of committees of the General 79 Assembly. 3 (C) The committee shall examine how to retain high 81 technology start-up businesses in the state, the factors 82 motivating these businesses to locate in the state or to relocate 83 out of the state, and the overall impact of these businesses on 84 economic development and small businesses in Ohio. The committee 85 shall submit a report along with its recommendations based on the 86 study to the General Assembly by August 1, 2001. Upon submitting 87 its report and recommendations, the committee shall cease to 88 exist. 89 Section 2. Section 1 of this bill shall take effect 91 January 1, 2001.
