             To authorize the conveyance of state-owned real       11           

                estate located in Richland County to the           12           

                Mansfield Reformatory Preservation Society, Inc.,  13           

                and to authorize the conveyance of state-owned                  

                real estate located in Richland County to the      14           

                City of Mansfield.                                              




BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:        16           

      Section 1.  (A)  The Governor is hereby authorized to        18           

execute a deed in the name of the state conveying to the           20           

Mansfield Reformatory Preservation Society, Inc., and its          21           

successors and assigns all of the state's right, title, and                     

interest in the following described real estate:                   22           

      Situated in the City of Mansfield, County of Richland,       24           

State of Ohio, being part of the Southeast Quarter of Section 10   25           

and part of the Northeast and Northwest Quarters of Section 15,    26           

Township 21, Range 18 and being more particularly described as     27           

follows:                                                                        

      Commencing at a point being the northeast corner of said     29           

Northeast Quarter, said point being referenced by an iron pin      30           

found N 07° 51' 28" W, 13.44 feet from said corner;                31           

      Thence N 87° 36' 05" W, 1,417.41 feet along the north line   33           

of said Northeast Quarter to a P.K. nail set in the centerline of  34           

S.R. 545;                                                                       

      Thence S 34° 30' 00" W, 186.92 feet along said centerline    36           

of S.R. 545 to a point being referenced by an iron pin found S     37

lies in the Southwest Quarter of Section 15 and subject to all     74           

legal highways and easements of record.                                         

      Bearings are to an assumed meridian and are used to express  76           

angles only.                                                                    

      All iron pins set are 5/8" diameter reinforcing rod with     78           

plastic cap stamped "S.J.L. INC."                                  79           

      According to a survey made in October 1999 by Roger L.       81           

Stevens, Ohio Registered Surveyor No. 7052 for Shaffer, Johnston,  82           

Lichtenwalter and Associates Inc.                                  83           

      (B)  Consideration for the conveyance of the real estate     85           

described in division (A) of this section is the purchase price    86           

of one dollar.

      (C)  Upon payment of the purchase price, the Auditor of      88           

State, with the assistance of the Attorney General, shall prepare  89           

a deed to the real estate described in division (A) of this        90           

section.  The deed shall state the consideration.  The deed shall  92           

be executed by the Governor in the name of the state,                           

countersigned by the Secretary of State, sealed with the Great     93           

Seal of the State, presented in the Office of the Auditor of       94           

State for recording, and delivered to the Mansfield Reformatory    95           

Society, Inc.  The Mansfield Reformatory Society, Inc., shall      96           

present the deed for recording in the office of the Richland       97           

County Recorder.                                                                

      (D)  The Mansfield Reformatory Society, Inc., shall pay the  99           

costs of the conveyance.                                           100          

      (E)  This section expires one year after its effective       102          

date.                                                                           

      Section 2.  (A)  The Governor is hereby authorized to        104          

execute a deed in the name of the state conveying to the City of   105          

Mansfield, and its successors and assigns, all of the state's      106          

right, title, and interest in the following described real         107          

estate:                                                                         

      Situated in the City of Mansfield, County of Richland,       109          

State of Ohio and being part of the Southwest Quarter of Section   110          

3, Township 21, Range 18 and further described as follows:         111          

      Beginning for the same at a railroad spike found marking     113          

the southwest corner of Section 3, and the intersection of the     114          

centerline of Harrington Memorial Road with the centerline of      115          

T.H. 269 (Piper Road), said spike also being the Principle Point   116          

of Beginning for the parcel described herein;                                   

      1)  thence N 0°23'42"W, 449.46 feet along the west line of   118          

Section 3 and the centerline of Harrington Memorial Road to a mag  119          

spike set;                                                                      

      2)  thence N 88°38'15"E, 263.55 feet and passing for         121          

reference a survey marker set at 33.00 feet to a survey marker     122

of this section.  The deed shall be executed by the Governor in
