             To authorize the conveyance of state-owned real       14           

                estate located in Richland County to the           15           

                Mansfield Reformatory Preservation Society, Inc.,  16           

                and to authorize the conveyance of state-owned                  

                real estate located in Richland County to the      17           

                City of Mansfield.                                              




BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:        19           

      Section 1.  (A)  The Governor is hereby authorized to        21           

execute a deed in the name of the state conveying to the           23           

Mansfield Reformatory Preservation Society, Inc., and its          24           

successors and assigns all of the state's right, title, and                     

interest in the following described real estate:                   25           

      Situated in the City of Mansfield, County of Richland,       27           

State of Ohio, being part of the Southeast Quarter of Section 10   28           

and part of the Northeast and Northwest Quarters of Section 15,    29           

Township 21, Range 18 and being more particularly described as     30           

follows:                                                                        

      Commencing at a point being the northeast corner of said     32           

Northeast Quarter, said point being referenced by an iron pin      33           

found N 07° 51' 28" W, 13.44 feet from said corner;                34           

      Thence N 87° 36' 05" W, 1,417.41 feet along the north line   36           

of said Northeast Quarter to a P.K. nail set in the centerline of  37           

S.R. 545;

      Bearings are to an assumed meridian and are used to express  79           

angles only.                                                                    

      All iron pins set are 5/8" diameter reinforcing rod with     81           

plastic cap stamped "S.J.L. INC."                                  82           

      According to a survey made in October 1999 by Roger L.       84           

Stevens, Ohio Registered Surveyor No. 7052 for Shaffer, Johnston,  85           

Lichtenwalter and Associates Inc.                                  86

      (B)  Consideration for the conveyance of the real estate     88           

described in division (A) of this section is the purchase price    89           

of one dollar.                                                                  

      (C)  The Mansfield Reformatory Preservation Society, Inc.,   91           

shall use and occupy the premises situated on the real estate      92           

described in division (A) of this section for historic             93           

preservation purposes, including office, retail, storage, public   94           

tours, and other uses incidental to such purposes.  If the                      

Mansfield Reformatory Preservation Society, Inc., ceases to use    95           

the real estate for these purposes, all right, title, and          96           

interest in the real estate described in division (A) of this      97           

section shall revert to the state without the need for any         98           

further action by the state.                                                    

      (D)  Upon payment of the purchase price, the Auditor of      100          

State, with the assistance of the Attorney General, shall prepare  101          

a deed to the real estate described in division (A) of this        102          

section.  The deed shall state the consideration and the           103          

possibility of reverter.  The deed shall be executed by the        104          

Governor in the name of the state, countersigned by the Secretary  105          

of State, sealed with the Great Seal of the State, presented in    106          

the Office of the Auditor of State for recording, and delivered    107          

to the Mansfield Reformatory Preservation Society, Inc.  The                    

Mansfield Reformatory Preservation Society, Inc., shall present    108          

the deed for recording in the office of the Richland County        110          

Recorder.                                                                       

      (E)  The Mansfield Reformatory Preservation Society, Inc.,   112          

shall pay the costs of the conveyance.                             114          

      (F)  This section expires one year after its effective       116          

date.                                                                           

      Section 2.  (A)  The Governor is hereby authorized to        118          

execute a deed in the name of the state conveying to the City of   119          

Mansfield, and its successors and assigns, all of the state's      120          

right, title, and interest in the following described real         121          

estate:

      Situated in the City of Mansfield, County of Richland,       123          

State of Ohio and being part of the Southwest Quarter of Section   124          

3, Township 21, Range 18 and further described as follows:         125          

      Beginning for the same at a railroad spike found marking     127          

the southwest corner of Section 3, and the intersection of the     128          

centerline of Harrington Memorial Road with the centerline of      129          

T.H. 269 (Piper Road), said spike also being the Principal Point   130          

of Beginning for the parcel described herein;                                   

      1)  thence N 0°23'42"W, 449.46 feet along the west line of   132          

Section 3 and the centerline of Harrington Memorial Road to a mag  133          

spike set;
