To amend sections 4503.48, 4503.54, 4503.571, 12
4503.58, and 4503.59 of the Revised Code to 13
eliminate the additional $10 fee that a person 14
pays to the Bureau of Motor Vehicles when first
obtaining or renewing Ohio National Guard license 15
plates, U.S. Armed Forces Reserves license 16
plates, U.S. Armed Forces retiree or honorably
discharged veteran license plates, Purple Heart 17
license plates, Marine Corps League license 18
plates, and Pearl Harbor license plates. 19
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO: 21
Section 1. That sections 4503.48, 4503.54, 4503.571, 23
4503.58, and 4503.59 of the Revised Code be amended to read as 24
follows:
Sec. 4503.48. Any person who is a member of the Ohio 33
national guard or the reserves of the armed forces of the United 34
States may apply to the registrar of motor vehicles for the 35
registration of any passenger car, noncommercial motor vehicle, 36
motor home, or other vehicle of a class approved by the registrar 37
that the person owns or leases. The application shall be 39
accompanied by such written evidence that the person is a member
of the Ohio national guard or of the reserves as the registrar 40
requires by rule.
Upon receipt of an application for registration of a motor 42
vehicle under this section;, presentation of satisfactory 43
evidence of membership in the Ohio national guard or the 45

reserves;, AND payment of the regular license fees as prescribed 47
under section 4503.04 of the Revised Code, AND any local motor 48
vehicle license tax levied under Chapter 4504. of the Revised 50
Code, and an additional fee of ten dollars, the registrar shall 51
issue to the applicant the appropriate motor vehicle registration 52
and a set of license plates and a validation sticker, or a 53
validation sticker alone when required by section 4503.191 of the 54
Revised Code. In addition to the letters and numbers ordinarily 55
inscribed thereon, the license plates shall be inscribed with 56
identifying words or markings designed by the department of 57
public safety.
Sec. 4503.54. Any person who is a retired or honorably 66
discharged veteran of any branch of the armed forces of the 67
United States may apply to the registrar of motor vehicles for 68
the registration of any passenger car, noncommercial motor 69
vehicle, motor home, or other vehicle of a class approved by the 70
registrar the person owns or leases. The application shall be 71
accompanied by such written evidence that the applicant is a 72
retired or honorably discharged veteran of a branch of the armed 73
forces of the United States as the registrar shall require by 74
rule. 75
Upon receipt of an application for registration of a motor 77
vehicle under this section, presentation of satisfactory evidence 78
documenting that the applicant is a retired or honorably 79
discharged veteran of a branch of the armed forces of the United 80
States, AND payment of the regular license fees as prescribed 81
under section 4503.04 of the Revised Code, AND any local motor 82
vehicle license tax levied under Chapter 4504. of the Revised 83
Code, and an additional fee of ten dollars, the registrar shall 84
issue to the applicant the appropriate motor vehicle registration 85
and a set of license plates and a validation sticker, or a 86
validation sticker alone when required by section 4503.191 of the 87
Revised Code. In addition to the letters and numbers ordinarily 88
inscribed thereon, the license plates shall contain the 89

appropriate inscription as follows: "U.S. ARMED FORCES 90
RETIRED--(BRANCH OF SERVICE)" or "U.S. ARMED FORCES 91
VETERAN--(BRANCH OF SERVICE)." Depending upon the format of the 92
inscription, the registrar shall determine whether or not the 93
inscription contains the dash. 94
Sec. 4503.571. Any person who has been awarded the purple 103
heart may apply to the registrar of motor vehicles for the 104
registration of one passenger car, noncommercial motor vehicle, 105
recreational vehicle, or other vehicle of a class approved by the 106
registrar that the person owns or leases. The application shall 107
be accompanied by such documentary evidence in support of the 108
award as the registrar may require. The application may be 109
combined with a request for a special reserved license plate 110
under section 4503.40 or 4503.42 of the Revised Code. 111
Upon receipt of an application for registration of a motor 113
vehicle under this section and the required taxes and fees, and 114
presentation of the required supporting evidence of the award of 115
the purple heart, the registrar shall issue to the applicant the 116
appropriate motor vehicle registration and a set of license 117
plates and a validation sticker, or a validation sticker alone 118
when required by section 4503.191 of the Revised Code. 119
In addition to the letters and numbers ordinarily inscribed 121
thereon, the license plates shall be inscribed with the words 122
"PURPLE HEART." The license plates shall bear county 123
identification stickers that identify the county of registration 124
by name or number.
The license plates and validation stickers shall be issued 126
upon payment of the regular license fee required by section 127
4503.04 of the Revised Code, payment of any local motor vehicle 128
license tax levied under Chapter 4504. of the Revised Code, 129
payment of an additional fee of ten dollars, and compliance with 130
all other applicable laws relating to the registration of motor 131
vehicles. If the application is combined with a request for a 132
special reserved license plate under section 4503.40 or 4503.42 133

of the Revised Code, the license plates and validation sticker 134
shall be issued upon payment of the fees and taxes referred to in 135
this section and the additional fee prescribed under section 136
4503.40 or 4503.42 of the Revised Code. The additional fee of 137
ten dollars shall be for the purpose of compensating the bureau 138
of motor vehicles for additional services required in the issuing 140
of license plates under this section and shall be transmitted by 141
the registrar to the treasurer of state for deposit into the 142
state treasury to the credit of the state bureau of motor
vehicles fund created by section 4501.25 of the Revised Code. 143
No person who is not a recipient of the purple heart shall 145
willfully and falsely represent that the person is a recipient of 146
a purple heart for the purpose of obtaining license plates under 147
this section. No person shall own a motor vehicle bearing 148
license plates under this section unless the person is eligible 149
to be issued such license plates. 150
Sec. 4503.58. The owner or lessee of any passenger car, 159
noncommercial motor vehicle, recreational vehicle, or other 160
vehicle of a class approved by the registrar of motor vehicles 161
who also is a member in good standing of the marine corps league 162
may apply to the registrar for the registration of the vehicle 163
and issuance of marine corps league license plates. The
application for marine corps league license plates may be 164
combined with a request for a special reserved license plate 165
under section 4503.40 or 4503.42 of the Revised Code. Upon 166
receipt of the completed application, presentation by the 167
applicant of the required evidence that the applicant is a member 168
in good standing of the marine corps league, and compliance by 169
the applicant with this section, the registrar shall issue to the 170
applicant the appropriate vehicle registration and a set of
marine corps league license plates with a validation sticker or a 171
validation sticker alone when required by section 4503.191 of the 172
Revised Code.
In addition to the letters and numbers ordinarily inscribed 174

thereon, marine corps league license plates shall be inscribed 175
with identifying words and a symbol or logo designed by the 176
marine corps league and approved by the registrar. Marine corps 177
league license plates shall bear county identification stickers 178
that identify the county of registration by name or number. 179
Marine corps league license plates and validation stickers 181
shall be issued upon payment of the regular license fee required 182
by section 4503.04 of the Revised Code, payment of any local 183
motor vehicle license tax levied under Chapter 4504. of the 184
Revised Code, payment of an additional fee of ten dollars, and 185
compliance with all other applicable laws relating to the 186
registration of motor vehicles. If the application for marine 187
corps league license plates is combined with a request for a 188
special reserved license plate under section 4503.40 or 4503.42
of the Revised Code, the license plates and validation sticker 189
shall be issued upon payment of the fees and taxes contained in 190
this section and the additional fee prescribed under section 191
4503.40 or 4503.42 of the Revised Code. The additional fee of 192
ten dollars shall be for the purpose of compensating the bureau 193
of motor vehicles for additional services required in the issuing
of marine corps league license plates, and shall be transmitted 194
by the registrar to the treasurer of state for deposit into the 195
state treasury to the credit of the state bureau of motor 196
vehicles fund created by section 4501.25 of the Revised Code. 197
Sec. 4503.59. The owner or lessee of any passenger car, 206
noncommercial motor vehicle, recreational vehicle, or other 207
vehicle of a class approved by the registrar of motor vehicles 208
who is certified by the Pearl Harbor survivors association as 209
having survived the attack on Pearl Harbor may apply to the
registrar for the registration of the vehicle and issuance of 210
Pearl Harbor license plates. The application for Pearl Harbor 211
license plates may be combined with a request for a special 212
reserved license plate under section 4503.40 or 4503.42 of the 213
Revised Code. Upon receipt of the completed application, 214

presentation by the applicant of documentation issued by the 215
Pearl Harbor survivors association certifying that the applicant 217
survived the attack on Pearl Harbor, and compliance by the 218
applicant with this section, the registrar shall issue to the 219
applicant the appropriate vehicle registration and a set of Pearl 220
Harbor license plates with a validation sticker or a validation 222
sticker alone when required by section 4503.191 of the Revised 223
Code.
In addition to the letters and numbers ordinarily inscribed 225
thereon, Pearl Harbor license plates shall be inscribed with the 226
words "Pearl Harbor" and a symbol or logo designed by the Pearl 227
Harbor survivors association and approved by the registrar. 228
Pearl Harbor license plates shall bear county identification 229
stickers that identify the county of registration by name or
number. 230
Pearl Harbor license plates and validation stickers shall 232
be issued upon payment of the regular license fee required by 233
section 4503.04 of the Revised Code, payment of any local motor 234
vehicle license tax levied under Chapter 4504. of the Revised 235
Code, payment of an additional fee of ten dollars, and compliance 237
with all other applicable laws relating to the registration of
motor vehicles. If the application for Pearl Harbor license 238
plates is combined with a request for a special reserved license 239
plate under section 4503.40 or 4503.42 of the Revised Code, the 240
license plates and validation sticker shall be issued upon 241
payment of the fees and taxes contained in this section and the 242
additional fee prescribed under section 4503.40 or 4503.42 of the 243
Revised Code. The additional fee of ten dollars shall be for the
purpose of compensating the bureau of motor vehicles for 245
additional services required in the issuing of Pearl Harbor 246
license plates, and shall be transmitted by the registrar to the 247
treasurer of state for deposit into the state treasury to the 248
credit of the state bureau of motor vehicles fund created by 249
section 4501.25 of the Revised Code.

Section 2. That existing sections 4503.48, 4503.54, 251
4503.571, 4503.58, and 4503.59 of the Revised Code are hereby 252
repealed.
