A BILL
To amend section 307.66 of the Revised Code to1
increase to $500 the maximum amount of annual2
appropriation a veterans' organization may receive3
from a board of county commissioners for Memorial4
Day expenses and to change the application period5
for a grant of those moneys.6


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 307.66 of the Revised Code be amended7
to read as follows:8

       Sec. 307.66.  The board of county commissioners, annually,9
shall appropriate, and advance upon application made no more than10
thirtyone hundred twenty days prior to memorial day, to each camp11
of the United Spanish War Veterans, to each garrison or naval12
branch of the Army and Navy Union, U.S.A., and to each chartered13
camp, post, or garrison, or naval branch of any organization of14
veterans recognized and chartered by the congress, upon request of15
thetheir officials thereof, in the county, a sum of money not to16
exceed threefive hundred dollars to aid in defraying the expenses17
of memorial day.18

       Each such organization applying for an advance of funds shall19
submit with its application a statement of expenses incurred up to20
the time the application for an advance is submitted. Each such21
organization receiving money from this appropriation shall file a22
sworn statement accounting for the complete expenditures of these23
the funds with the board within sixty days after the memorial day24
for which the funds were provided. Any unexpended funds shall be25
returned to the board of county commissioners within this period.26
Any organization failing to file a sworn statement within the27
prescribed time accounting for the complete expenditure of the28
funds shall not be eligible to receive an appropriation the29
following year. Two or more separate veterans' organizations, or30
two or more camps, posts, garrisons, or naval branches of one or31
more veterans' organizations, or both, may pool their entitlements32
to funds and submit a joint or consolidated statement of expenses.33
Allowable items shall include expenses for arrangement of, support34
of, or participation in, local or countywide observances as may be35
desirable in the community; expenses for mapping, marking, and36
decorating graves of veterans; and other items incidental thereto37
to these expenses.38

       The board of township trustees may, on or before the39
fifteenth day of May in each year, appropriate a sum to be40
determined by the board for each post and camp within the41
township, from the general expense fund of the township, for the42
purpose of properly observing memorial day within the township,43
and if any post or camp is located within the township, the44
appropriation shall be made to suchthat post or camp. Any45
municipal corporation located within a township may cooperate with46
the township, or with the county, in observing memorial day, and47
the legislative authority of the municipal corporation may make48
the necessary appropriation for the observance.49

       If any posts or camps have become extinct or unable to attend50
to memorial day services, then the appropriation by the board of51
county commissioners or the board of township trustees shall be52
made to a post or unit of the sons of union veterans of the civil53
war, woman's relief corps, or daughters of veterans, or to any54
civic or patriotic organization willing and able to undertake and55
perform the work of commemoration and observance of memorial day.56
WhereIf the appropriation by the board of county commissioners is57
made to a civic organization, it shall not exceed one hundred58
dollars.59

       Section 2. That existing section 307.66 of the Revised Code60
is hereby repealed.61
