A BILL
To establish the Task Force on Nonprofit, Faith-Based1
and Other Nonprofit Organizations and to require2
that it recommend the best means for the state to3
assist nonprofit, faith-based and other nonprofit4
organizations in providing public services and in5
cooperating with public agencies in assisting6
those who receive public services.7


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. (A)(1) There is hereby created the Task Force on8
Nonprofit, Faith-Based and Other Nonprofit Organizations, which9
shall consist of twenty-one members.10

       (2) The Directors of Aging, Alcohol and Drug Addiction11
Services, Rehabilitation and Correction, Development, Health, Job12
and Family Services, Mental Health, and Youth Services shall each13
appoint to the Task Force one employee of that Director's14
department.15

       (3) The Speaker of the House of Representatives shall16
appoint to the Task Force two members of the House of17
Representatives, not more than one of whom shall be from the same18
political party. The President of the Senate shall appoint to the19
Task Force two members of the Senate, not more than one of whom20
shall be from the same political party and at least one of whom21
shall be from the legislative black caucus.22

       (4) The Governor, Speaker of the House of Representatives,23
and President of the Senate shall each appoint to the Task Force24
three representatives of the nonprofit, faith-based and nonprofit25
community.26

       (B) The appointments to the Task Force shall be made within27
thirty days after the effective date of this section. Any vacancy28
that occurs on the Task Force shall be filled in the same manner29
as the original appointment. The members of the Task Force shall30
serve without compensation.31

       (C) At its initial meeting, the Task Force shall elect a32
chairperson and other officers it considers necessary. The33
chairperson shall be a member of the Task Force who is a member of34
the House of Representatives.35

       (D) The Department of Job and Family Services shall provide36
office space, staff, supplies, services, and other support to the37
Task Force.38

       (E) The Task Force shall do both of the following:39

       (1) Recommend the best means to provide state and federal40
funds to nonprofit, faith-based and other nonprofit organizations41
so that they may provide public services in a manner that complies42
with both the United States Constitution and the Ohio43
Constitution;44

       (2) Recommend the best means to remove any barriers that may45
exist to nonprofit, faith-based and other nonprofit organizations46
cooperating with public agencies in assisting those who receive47
public services.48

       (F) This section does not prevent, and shall not be construed49
to prevent, any nonprofit, faith-based or other nonprofit50
organization from providing public services, or from cooperating51
with public agencies in assisting those who receive public52
services, in any manner authorized under current law.53

       (G) The Task Force shall issue a report of its54
recommendations by not later than eight months after the effective55
date of this section. The Task Force shall provide a copy of the56
report to the Governor, Speaker of the House of Representatives,57
and President of the Senate.58

       Section 2. Upon the issuance of its report or twelve months59
after the effective date of this section, whichever occurs first,60
the Task Force on Nonprofit, Faith-Based and Other Nonprofit61
Organizations shall cease to exist.62
