To establish the Task Force on Nonprofit, Faith-Based | 1 |
and Other Nonprofit Organizations and to require | 2 |
that it recommend the best means for the state to | 3 |
assist nonprofit, faith-based and other nonprofit | 4 |
organizations in providing public services and in | 5 |
cooperating with public agencies in assisting | 6 |
those who receive public services. | 7 |
Section 1. (A)(1) There is hereby created the Task Force on | 8 |
Nonprofit, Faith-Based and Other Nonprofit Organizations, which | 9 |
shall consist of twenty-one members. | 10 |
(2) The Directors of Aging, Alcohol and Drug Addiction | 11 |
Services, Rehabilitation and Correction, Development, Health, Job | 12 |
and Family Services, Mental Health, and Youth Services shall each | 13 |
appoint to the Task Force one employee of that Director's | 14 |
department. | 15 |
(3) The Speaker of the House of Representatives shall | 16 |
appoint to the Task Force two members of the House of | 17 |
Representatives, not more than one of whom shall be from the same | 18 |
political party. The President of the Senate shall appoint to the | 19 |
Task Force two members of the Senate, not more than one of whom | 20 |
shall be from the same political party and at least one of whom | 21 |
shall be from the legislative black caucus. | 22 |
(4) The Governor, Speaker of the House of Representatives, | 23 |
and President of the Senate shall each appoint to the Task Force | 24 |
three representatives of the nonprofit, faith-based and nonprofit | 25 |
community. | 26 |
(B) The appointments to the Task Force shall be made within | 27 |
thirty days after the effective date of this section. Any vacancy | 28 |
that occurs on the Task Force shall be filled in the same manner | 29 |
as the original appointment. The members of the Task Force shall | 30 |
serve without compensation. | 31 |
(C) At its initial meeting, the Task Force shall elect a | 32 |
chairperson and other officers it considers necessary. The | 33 |
chairperson shall be a member of the Task Force who is a member of | 34 |
the House of Representatives. | 35 |
(D) The Department of Job and Family Services shall provide | 36 |
office space, staff, supplies, services, and other support to the | 37 |
Task Force. | 38 |
(E) The Task Force shall do both of the following: | 39 |
(1) Recommend the best means to provide state and federal | 40 |
funds to nonprofit, faith-based and other nonprofit organizations | 41 |
so that they may provide public services in a manner that complies | 42 |
with both the United States Constitution and the Ohio | 43 |
Constitution; | 44 |
(2) Recommend the best means to remove any barriers that may | 45 |
exist to nonprofit, faith-based and other nonprofit organizations | 46 |
cooperating with public agencies in assisting those who receive | 47 |
public services. | 48 |
(F) This section does not prevent, and shall not be construed | 49 |
to prevent, any nonprofit, faith-based or other nonprofit | 50 |
organization from providing public services, or from cooperating | 51 |
with public agencies in assisting those who receive public | 52 |
services, in any manner authorized under current law. | 53 |
(G) The Task Force shall issue a report of its | 54 |
recommendations by not later than eight months after the effective | 55 |
date of this section. The Task Force shall provide a copy of the | 56 |
report to the Governor, Speaker of the House of Representatives, | 57 |
and President of the Senate. | 58 |
Section 2. Upon the issuance of its report or twelve months | 59 |
after the effective date of this section, whichever occurs first, | 60 |
the Task Force on Nonprofit, Faith-Based and Other Nonprofit | 61 |
Organizations shall cease to exist. | 62 |
