A BILL
To establish the Task Force on Nonprofit, Faith-Based1
and Other Nonprofit Organizations and to require2
that it recommend the best means for the state to3
assist nonprofit, faith-based and other nonprofit4
organizations in providing public services and in5
cooperating with public agencies in assisting those6
who receive public services.7


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. (A)(1) There is hereby created the Task Force on8
Nonprofit, Faith-Based and Other Nonprofit Organizations, which9
shall consist of twenty-one members.10

       (2) The Directors of Aging, Alcohol and Drug Addiction11
Services, Rehabilitation and Correction, Development, Health, Job12
and Family Services, Mental Health, and Youth Services shall each13
appoint to the Task Force one employee of that Director's14
department.15

       (3) The Speaker of the House of Representatives shall16
appoint to the Task Force two members of the House of17
Representatives, not more than one of whom shall be from the same18
political party and at least one of whom shall be from the 19
legislative black caucus. The Speaker of the House of 20
Representatives shall consult with the president of the 21
legislative black caucus in making the legislative black caucus 22
member appointment. The President of the Senate shall appoint to 23
the Task Force two members of the Senate, not more than one of 24
whom shall be from the same political party.25

       (4) The Governor, Speaker of the House of Representatives,26
and President of the Senate shall each appoint to the Task Force27
three representatives of the nonprofit, faith-based and other28
nonprofit community.29

       (B) The appointments to the Task Force shall be made within30
thirty days after the effective date of this section. Any vacancy31
that occurs on the Task Force shall be filled in the same manner32
as the original appointment. The members of the Task Force shall33
serve without compensation.34

       (C) At its initial meeting, the Task Force shall elect a35
chairperson and other officers it considers necessary. The36
chairperson shall be a member of the Task Force who is a member of37
the House of Representatives.38

       (D) The Department of Job and Family Services shall provide39
office space, staff, supplies, services, and other support to the40
Task Force.41

       (E) The Task Force shall do both of the following:42

       (1) Recommend the best means to provide state and federal43
funds to nonprofit, faith-based and other nonprofit organizations44
so that they may provide public services in a manner that complies45
with both the United States Constitution and the Ohio46
Constitution;47

       (2) Recommend the best means to remove any barriers that may48
exist to nonprofit, faith-based and other nonprofit organizations49
cooperating with public agencies in assisting those who receive50
public services.51

       (F) This section does not prevent, and shall not be construed52
to prevent, any nonprofit, faith-based or other nonprofit53
organization from providing public services, or from cooperating54
with public agencies in assisting those who receive public55
services, in any manner authorized under current law.56

       (G) The Task Force shall issue a report of its57
recommendations by not later than eight months after the effective58
date of this section. The Task Force shall provide a copy of the59
report to the Governor, Speaker of the House of Representatives,60
and President of the Senate.61

       Section 2. Upon the issuance of its report or twelve months62
after the effective date of this section, whichever occurs first,63
the Task Force on Nonprofit, Faith-Based and Other Nonprofit64
Organizations shall cease to exist.65
