A BILL
To enact new section 3521.01 and to repeal section1
3521.01 of the Revised Code to establish2
Congressional district boundaries for the state3
based on the 2000 decennial census of Ohio, and to4
declare an emergency.5


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That new section 3521.01 of the Revised Code be6
enacted to read as follows:7

       Sec. 3521.01. (A) For the purpose of election of8
representatives to congress, the state is apportioned as follows:9

       (B) Any county or part of a county of the state that has not1700

this section is included within the district that contains the1702

        (C) As used in this section, "counties," "census tracts,"1706
"census block groups," and "census blocks" have the same meanings1707
and describe the same geographical boundaries as used by the1708
United States department of commerce, bureau of the census, in1709
reporting the 2000 decennial census of Ohio. The official report1710
of the 2000 decennial census of Ohio and all official documents1711
relating to that report of that census are hereby incorporated by1712
reference into this section.1713

       Section 2. That section 3521.01 of the Revised Code is hereby1714
repealed.1715

       Section 3. This act is hereby declared to be an emergency1716
measure necessary for the immediate preservation of the public1717
peace, health, and safety. The reason for that necessity is to1718
ensure that new Congressional districts are established prior to1719
the primary election for nomination for the office of member of1720
the House of Representatives of the Congress of the United States.1721
Therefore, this act shall go into immediate effect.1722
