A BILL
To enact section 3313.614 of the Revised Code to grant1
high school diplomas to World War II veterans, and2
to make an appropriation.3


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1.  That section 3313.614 of the Revised Code be4
enacted to read as follows:5

       Sec. 3313.614.  (A)(1) Notwithstanding the requirements of6
sections 3313.61, 3313.611, and 3313.612 of the Revised Code, the7
board of education of any city, exempted village, or local school8
district or the governing authority of any chartered nonpublic9
school may grant a high school diploma to any World War II veteran10
who is a resident of this state if all of the following apply:11

       (a) The veteran left a public or nonpublic school located in12
any state prior to graduation in order to serve in the armed13
forces of the United States.14

       (b) The veteran received an honorable discharge from the15
armed forces of the United States.16

       (c) The veteran has not been granted a diploma as provided17
in section 3313.61 or 3313.612 of the Revised Code, a diploma of18
adult education as provided in section 3313.611 of the Revised19
Code, or a diploma under this section.20

       (2) If a veteran who would otherwise qualify for a diploma21
under this section is deceased, the board of education of any22
school district or the governing authority of any chartered23
nonpublic school may award such diploma to the veteran24
posthumously and may present that diploma to a living relative of25
the veteran. 26

       (B) The governor's office of veterans' affairs, in27
accordance with section 111.15 of the Revised Code, and with the28
advice and consent of the veterans advisory committee established29
under division (K) of section 5902.02 of the Revised Code, shall30
develop and adopt rules to implement this section. Such rules31
shall include, but not be limited to, rules establishing32
procedures for application and verification of eligible veterans33
for a diploma under this section.34

       Section 2.  On July 1, 2001 or as soon as possible35
thereafter, the Director of the Department of Administrative36
Services shall certify to the Director of Budget and Management37
the unencumbered and unexpended balance for fiscal year 200138
within the GRF appropriation item 100-410, Veterans' Records39
Conversion. This amount is hereby appropriated for fisal year40
2002.41
