4507.232 of the Revised Code to provide that when

a temporary instruction permit is issued, the

Registrar of Motor Vehicles or deputy registrar

4

also issue a removable sticker or banner that

5

reads "student driver."

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

Section 1. That section 4507.23 be amended and section	7
4507.232 of the Revised Code be enacted to read as follows:	8

Sec. 4507.23.  (A) Except as provided in division (I) of this	9
section, each application for a temporary instruction permit and	10
examination shall be accompanied by a fee of fourfive dollars.	11

(B) Except as provided in division (I) of this section, each	12
application for a driver's license made by a person who previously	13
held such a license and whose license has expired not more than	14
two years prior to the date of application, and who is required	15
under this chapter to give an actual demonstration of the person's	16
ability to drive, shall be accompanied by a fee of three dollars	17
in addition to any other fees.	18

(C) Except as provided in divisions (E) and (I) of this	19
section, each application for a driver's license, or motorcycle	20
operator's endorsement, or renewal of a driver's license shall be	21
accompanied by a fee of six dollars. Except as provided in	22
division (I) of this section, each application for a duplicate	23
driver's license shall be accompanied by a fee of two dollars and	24
fifty cents. The duplicate driver's licenses issued under this	25
section shall be distributed by the deputy registrar in accordance	26
with rules adopted by the registrar of motor vehicles.	27

(D) Except as provided in division (I) of this section, each	28
application for a motorized bicycle license or duplicate thereof	29
shall be accompanied by a fee of two dollars and fifty cents.	30

(E) Except as provided in division (I) of this section, each	31
application for a driver's license or renewal of a driver's	32
license that will be issued to a person who is less than	33
twenty-one years of age shall be accompanied by whichever of the	34
following fees is applicable:	35

(1) If the person is sixteen years of age or older, but less	36
than seventeen years of age, a fee of seven dollars and	37
twenty-five cents;	38

(2) If the person is seventeen years of age or older, but	39
less than eighteen years of age, a fee of six dollars;	40

(3) If the person is eighteen years of age or older, but less	41
than nineteen years of age, a fee of four dollars and seventy-five	42
cents;	43

(4) If the person is nineteen years of age or older, but less	44
than twenty years of age, a fee of three dollars and fifty cents;	45

(5) If the person is twenty years of age or older, but less	46
than twenty-one years of age, a fee of two dollars and twenty-five	47
cents.	48

(F) Neither the registrar nor any deputy registrar shall	49
charge a fee in excess of one dollar and fifty cents for	50
laminating a driver's license, motorized bicycle license, or	51
temporary instruction permit identification cards as required by	52
sections 4507.13 and 4511.521 of the Revised Code. A deputy	53
registrar laminating a driver's license, motorized bicycle	54
license, or temporary instruction permit identification cards	55
shall retain the entire amount of the fee charged for lamination,	56
less the actual cost to the registrar of the laminating materials	57
used for that lamination, as specified in the contract executed by	58
the bureau for the laminating materials and laminating equipment.	59
The deputy registrar shall forward the amount of the cost of the	60
laminating materials to the registrar for deposit as provided in	61
this section.	62

(G) Except as provided in division (I) of this section and	63
except for the renewal of a driver's license, commencing on	64
October 1, 2003, each transaction described in divisions (A), (B),	65
(C), (D), and (E) of this section shall be accompanied by an	66
additional fee of twelve dollars. A transaction involving the	67
renewal of a driver's license with an expiration date on or after	68
that date shall be accompanied by an additional fee of twelve	69
dollars. The additional fee is for the purpose of defraying the	70
department of public safety's costs associated with the	71
administration and enforcement of the motor vehicle and traffic	72
laws of Ohio.	73

(H) At the time and in the manner provided by section 4503.10	74
of the Revised Code, the deputy registrar shall transmit the fees	75
collected under divisions (A), (B), (C), (D), and (E), those	76
portions of the fees specified in and collected under division	77
(F), and the additional fee under division (G) of this section to	78
the registrar. The registrar shall pay two dollars and fifty cents	79
of each fee collected under divisions (A), (B), (C), (D), and	80
(E)(1) to (4) of this section, and the entire fee collected under	81
division (E)(5) of this section, into the state highway safety	82
fund established in section 4501.06 of the Revised Code, and such	83
fees shall be used for the sole purpose of supporting driver	84
licensing activities. The registrar also shall pay the entire fee	85
collected under division (G) of this section into the state	86
highway safety fund created in section 4501.06 of the Revised	87
Code. The remaining fees collected by the registrar under this	88
section shall be paid into the state bureau of motor vehicles fund	89
established in section 4501.25 of the Revised Code.	90

(I) A disabled veteran who has a service-connected disability	91
rated at one hundred per cent by the veterans' administration may	92
apply to the registrar or a deputy registrar for the issuance to	93
that veteran, without the payment of any fee prescribed in this	94
section, of any of the following items:	95

(1) A temporary instruction permit and examination;

(2) A new, renewal, or duplicate driver's or commercial	97
driver's license;	98

(3) A motorcycle operator's endorsement;

(4) A motorized bicycle license or duplicate thereof;

(5) Lamination of a driver's license, motorized bicycle	101
license, or temporary instruction permit identification card as	102
provided in division (F) of this section, if the circumstances	103
specified in division (I)(5) of this section are met.	104

If the driver's license, motorized bicycle license, or	105
temporary instruction permit identification card of a disabled	106
veteran described in division (I) of this section is laminated by	107
a deputy registrar who is acting as a deputy registrar pursuant to	108
a contract with the registrar that is in effect on October 14,	109
1997, the disabled veteran shall be required to pay the deputy	110
registrar the lamination fee provided in division (F) of this	111
section. If the driver's license, motorized bicycle license, or	112
temporary instruction permit identification card of such a	113
disabled veteran is laminated by a deputy registrar who is acting	114
as a deputy registrar pursuant to a contract with the registrar	115
that is executed after October 14, 1997, the disabled veteran is	116
not required to pay the deputy registrar the lamination fee	117
provided in division (F) of this section.	118

A disabled veteran whose driver's license, motorized bicycle	119
license, or temporary instruction permit identification card is	120
laminated by the registrar is not required to pay the registrar	121
any lamination fee.	122

An application made under division (I) of this section shall	123
be accompanied by such documentary evidence of disability as the	124
registrar may require by rule.	125

Sec. 4507.232. When the registrar of motor vehicles or a	126
deputy registrar issues a temporary instruction permit under this	127
chapter, the registrar or deputy registrar also shall issue to the	128
applicant a sticker or banner that reads "student driver." When	129
the holder of the temporary instruction permit operates a motor	130
vehicle, the sticker or banner may be displayed on the motor	131
vehicle to inform other motor vehicle operators that the motor	132
vehicle is being operated by a holder of a temporary instruction	133
permit, but such display is not required.	134

The sticker or banner may be displayed on a side window or	135
the rear window of the motor vehicle notwithstanding section	136
4513.24 and division (F) of section 4513.241 of the Revised Code	137
or any rule adopted thereunder.	138

The registrar shall determine the size of the sticker or	139
banner, which shall not exceed four inches in height by twelve	140
inches in length, and the material and all other properties of the	141
sticker or banner, but shall select a material so that the sticker	142
or banner can be transferred readily from one motor vehicle to	143
another.	144

Section 2. That existing section 4507.23 of the Revised Code	145
is hereby repealed.	146
