To make appropriations for the Industrial Commission | 1 |
for the biennium beginning July 1, 2003, and | 2 |
ending June 30, 2005, and to provide authorization | 3 |
and conditions for the operation of Commission | 4 |
programs. | 5 |
Section 1. All items in this section are hereby appropriated | 6 |
out of any moneys in the state treasury to the credit of the | 7 |
designated fund. For all appropriations made in this section, | 8 |
those in the first column are for fiscal year 2004, and those in | 9 |
the second column are for fiscal year 2005. | 10 |

The foregoing appropriation item 845-402, Rent - William | 23 |
Green Building, shall be used for rent and operating expenses for | 24 |
the space occupied by the Industrial Commission in the William | 25 |
Green Building. | 26 |
SERVICE ACCOUNT | 27 |
The foregoing appropriation item 845-605, Service Account, | 28 |
shall be used for any expense related to revenues collected and | 29 |
deposited in Fund 821, such as the purchase of copiers, copier | 30 |
maintenance and related supplies, coin copier expense, coin | 31 |
changer purchases, expenses related to conferences that produce | 32 |
revenue, publications that produce revenue, and replacement of | 33 |
furniture and equipment. | 34 |
Section 2. Law contained in the main operating appropriations | 35 |
act of the 125th General Assembly that applies generally to the | 36 |
appropriations made in that act also applies generally to the | 37 |
appropriations made in this act. | 38 |
Section 3. The uncodified sections of law contained in this | 39 |
act, and the items of law of which the uncodified sections of law | 40 |
contained in this act are composed, are not subject to the | 41 |
referendum. Therefore, under Ohio Constitution, Article II, | 42 |
Section 1d and section 1.471 of the Revised Code, the uncodified | 43 |
sections of law contained in this act, and the items of law of | 44 |
which the uncodified sections of law contained in this act are | 45 |
composed, go into immediate effect when this act becomes law. | 46 |
Section 4. An item that composes the whole or part of an | 47 |
uncodified section of law contained in this act has no effect | 48 |
after June 30, 2005, unless the context clearly indicates | 49 |
otherwise. | 50 |
Section 5. If any item of law that constitutes the whole or | 51 |
part of an uncodified section of law contained in this act, or if | 52 |
any application of any item of law that constitutes the whole or | 53 |
part of an uncodified section of law contained in this act, is | 54 |
held invalid, the invalidity does not affect other items of law or | 55 |
applications of items of law that can be given effect without the | 56 |
invalid item of law or application. To this end, the items of law | 57 |
of which the uncodified sections of law contained in this act are | 58 |
composed, and their applications, are independent and severable. | 59 |
