A BILL
To enact section 4301.253 of the Revised Code to1
require the Liquor Control Commission, when2
considering enforcement actions against the holder3
of a permit authorizing the sale of beer or4
intoxicating liquor for consumption on the 5
premises, to take into consideration whether the 6
permit holder and the permit holder's employees 7
have successfully completed a training program on 8
specified topics.9


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 4301.253 of the Revised Code be10
enacted to read as follows:11

       Sec. 4301.253. (A) As used in this section, "individual" 12
means an individual who holds a liquor permit issued under Chapter 13
4303. of the Revised Code.14

       (B)(1) In considering whether to suspend or revoke a permit 15
issued under Chapter 4303. of the Revised Code or to issue an 16
order allowing a permit holder to elect to pay a forfeiture under 17
section 4301.252 of the Revised Code, the liquor control18
commission shall consider whether the permit holder, if the permit19
holder is an individual, and the permit holder's employees have20
successfully completed a training program that includes all of the21
following:22

        (a) Instruction on the statutes and rules that govern the23
sale of beer and intoxicating liquor;24

        (b) Instruction on the prevention of the illegal serving of25
beer and intoxicating liquor to persons under twenty-one years of26
age;27

        (c) Use of conflict management skills in alcohol-related28
situations.29

       (2) Division (B)(1) of this section applies only to permit 30
holders whose permit authorizes the sale of beer or intoxicating 31
liquor for consumption on the premises where sold.32
