A BILL
To create the Local Government Public Notice Task 1
Force to study local government public notice 2
requirements and to issue a report including 3
recommendations for meeting those requirements in 4
economic and efficient alternative ways.5


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. (A) There is hereby created the Local Government 6
Public Notice Task Force consisting of the following sixteen 7
members:8

       (1) Two members of the House of Representatives, one member 9
appointed by the Speaker of the House of Representatives and one 10
member appointed by the Minority Leader of the House of 11
Representatives;12

       (2) Two members of the Senate, one member appointed by the 13
President of the Senate and one member appointed by the Minority 14
Leader of the Senate;15

       (3) One member representing the Governor's office, appointed 16
by the Governor;17

       (4) One member from an organization representing municipal 18
government, one member from an organization representing county 19
government, and one member from an organization representing 20
township government, appointed by the Speaker of the House of 21
Representatives;22

       (5) One member representing county recorders, one member 23
representing prosecuting attorneys, one member representing county 24
sheriffs, one member representing county coroners, one member 25
representing county engineers, one member representing county 26
auditors, one member representing county treasurers, and one 27
member representing clerks of the courts of common pleas, 28
appointed by the Speaker of the House of Representatives from 29
groups that represent each of these county officials.30

       (B) Appointments to the Task Force shall be made not later 31
than thirty days after the effective date of this act. The member 32
of the House of Representatives appointed by the Speaker of the 33
House of Representatives shall be the chairperson of the Task 34
Force, and the member of the Senate appointed by the President of 35
the Senate shall serve as the vice-chairperson of the Task Force. 36
The members of the Task Force shall serve without compensation, 37
but may be reimbursed for their actual and necessary expenses 38
incurred in performing the official duties and responsibilities of 39
the Task Force. The Task Force shall meet as often as necessary to 40
carry out its official duties and responsibilities.41

       (C) The Task Force shall study the various public notice 42
requirements in existence for local governments and determine if 43
there are other ways to fulfill those requirements, such as by the 44
use of media or technology other than those currently mandated. 45
The Task Force shall determine if any changes would be more 46
efficient or economical, considering what is practical. Not later 47
than one year after the effective date of this act, the Task Force 48
shall prepare and submit a report of its findings and 49
recommendations on alternative ways to fulfill local government 50
public notice requirements to the Governor, the President and 51
Minority Leader of the Senate, and the Speaker and Minority Leader 52
of the House of Representatives. On submission of that report, the 53
Task Force shall cease to exist.54

       (D) Sections 101.82 to 101.87 of the Revised Code do not 55
apply to the Task Force.56
