A BILL
To enact section 4715.231 of the Revised Code to 1
allow a dental hygienist under the supervision of 2
a dentist to administer local anesthesia to a 3
patient.4


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 4715.231 of the Revised Code be 5
enacted to read as follows:6

       Sec. 4715.231. (A) Under the direct supervision of a dentist, 7
a dental hygienist may administer intraoral, block, and 8
infiltration anesthesia to a patient if the dental hygienist is in 9
compliance with division (C) of this section and has done both of 10
the following:11

        (1) Successfully completed a course in the administration of 12
local anesthesia offered by a dental or dental hygiene program 13
that is accredited by the commission on dental accreditation of 14
the American dental association and approved by the state dental 15
board;16

        (2) Within eighteen months of completion of the anesthesia 17
course, successfully passed a state or regional written 18
examination on local anesthesia approved by the board.19

        (B) To be approved by the board, a local anesthesia 20
administration course must contain not less than fifteen hours of 21
didactic instruction and not less than fourteen hours of clinical 22
experience and include instruction on each of the following 23
subjects:24

        (1) Theory of pain control;25

        (2) Selection of pain control modalities;26

        (3) Anatomy;27

        (4) Neurophysiology;28

        (5) Pharmacology of local anesthetics;29

        (6) Pharmacology of vasoconstrictors;30

        (7) Psychological aspects of pain control;31

        (8) Systemic complications;32

        (9) Techniques of maxillary and mandibular anesthesia;33

        (10) Infection control;34

        (11) Local anesthesia medical emergencies. 35

        (C) A dental hygienist may administer local anesthesia only 36
if the dental hygienist has obtained current certification to 37
perform basic cardiac life-support procedures as required by 38
section 4715.251 of the Revised Code.39
