A BILL
To enact sections 5120.034 and 5139.14 of the Revised 1
Code to allow representatives of faith-based and 2
other community organizations to provide reentry 3
services to persons in the custody of the 4
Department of Rehabilitation and Correction or the 5
Department of Youth Services.6


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That sections 5120.034 and 5139.14 of the Revised 7
Code be enacted to read as follows:8

       Sec. 5120.034.  (A)(1) The department of rehabilitation and 9
correction shall permit representatives of all nonprofit 10
faith-based, business, professional, civic, educational, and 11
community organizations that are registered with the department to 12
enter institutions under the control of the department for the 13
purpose of providing reentry services to inmates. Reentry services 14
may include, but are not limited to, counseling, housing, 15
job-placement, and money-management assistance.16

       (2) The department shall adopt rules pursuant to Chapter 119. 17
of the Revised Code for the screening and registration of 18
nonprofit faith-based, business, professional, civic, educational, 19
and community organizations that apply to provide reentry services 20
in institutions under the department's control.21

       (B)(1) The department shall post a department telephone 22
number on the department's official internet web site that 23
nonprofit faith-based, business, professional, civic, educational, 24
and community organizations that wish to provide reentry services 25
to inmates may call to obtain information. The internet web site 26
also shall list all of the nonprofit faith-based, business, 27
professional, civic, educational, and community organizations that 28
are registered with the department under this section. 29

       (2) The department shall actively recruit nonprofit 30
faith-based, business, professional, civic, educational, and 31
community organizations to provide reentry services in 32
institutions under the department's control. The department shall 33
recruit nonprofit organizations from all faiths and beliefs.34

       (C) Annually, the department shall issue a written report on 35
the department's progress in implementing the recommendations of 36
the correctional faith-based initiatives task force. The 37
department shall provide a copy of the written report to each 38
member of the correctional institution inspection committee 39
created under section 103.71 of the Revised Code.40

       (D) The department shall not endorse or sponsor any 41
faith-based reentry program or endorse any specific religious 42
message. The department may not require an inmate to participate 43
in a faith-based program.44

       Sec. 5139.14.  (A)(1) The department of youth services shall 45
permit representatives of all nonprofit faith-based, business, 46
professional, civic, educational, and community organizations that 47
are registered with the department to enter institutions that are 48
under the department's control and management for the purpose of 49
providing reentry services to delinquent children in the 50
department's custody. Reentry services may include, but are not 51
limited to, counseling, housing, job-placement, and 52
