A BILL
To create the Ohio Foster Care Oversight Committee to 1
produce recommendations relating to the reform of 2
Ohio's foster care system.3


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. (A) There is hereby created the Ohio Foster Care 4
Oversight Committee, which shall focus on reforming Ohio's foster 5
care system.6

        (B)(1) The Committee shall consist of four members of the 7
general assembly and other professionals or interested parties. 8
The Speaker of the House of Representatives shall appoint two 9
members of the House of Representatives, not more than one of whom 10
is a member of the same political party, and the President of the 11
Senate shall appoint two members of the Senate, not more than one 12
of whom is a member of the same political party. The Speaker of 13
the House of Representatives and the President of the Senate shall 14
appoint the general assembly members not later than thirty days 15
after the effective date of this act.16

        (2) The general assembly members appointed under division 17
(B)(1) of this section shall appoint, by majority vote, other 18
professionals or interested parties to the Committee not later 19
than thirty days after being appointed to the Committee by the 20
Speaker of the House of Representatives or President of the 21
Senate.22

        (3) The Committee shall elect a chairperson from among its 23
members.24

        (4) A simple majority of the members of the Committee 25
constitutes a quorum, and the Committee may then take official 26
action on the business of the Committee.27

        (5) Members of the Committee shall not be compensated.28

        (C) The Committee shall do all of the following:29

        (1) Meet at the call of its chairperson, and as often as 30
necessary, to carry out its official duties;31

        (2) Establish the goals and policies of the Committee, which 32
shall include making recommendations related to reforming Ohio's 33
foster care system;34

        (3) Not later than one year and two months after the 35
effective date of this act, submit a report to the general 36
assembly, Governor, and other relevant entities, that summarizes 37
the recommendations of the Committee related to reforming Ohio's 38
foster care system.39

        (D) The Department of Job and Family Services shall provide 40
any meeting space and clerical assistance the committee requires.41

       (E) Sections 101.82 to 101.87 of the Revised Code do not 42
apply to the Committee, and the Committee shall cease to exist 43
upon submission of the report under division (C)(3) of this 44
section.45
