A BILL
To create the Ohio Agriculture to Chemicals, 1
Polymers, and Advanced Materials Task Force.2


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. (A) There is herby created the Ohio Agriculture to 3
Chemicals, Polymers, and Advanced Materials Task Force, which 4
shall consist of thirteen members as follows:5

        (1) Three members of the House of Representatives appointed 6
by the Speaker of the House of Representatives, two of whom shall 7
be members of the majority party and one of whom shall be a member 8
of the minority party;9

        (2) Three members of the Senate appointed by the President of 10
the Senate, two of whom shall be members of the majority party and 11
one of whom shall be a member of the minority party;12

        (3) A representative of the Ohio Chemistry Technology Council 13
appointed by the Speaker of the House of Representatives;14

        (4) A representative of Polymer Ohio appointed by the Speaker 15
of the House of Representatives;16

        (5) A representative of the Ohio BioProducts Innovation 17
Center appointed by the President of the Senate;18

        (6) A representative of the Ohio Farm Bureau Federation 19
appointed by the President of the Senate;20

        (7) A representative of the Department of Agriculture 21
appointed by the Director of Agriculture;22

        (8) A representative of the Department of Development 23
appointed by the Director of Development;24

        (9) The energy advisor to the Governor appointed by the 25
Governor.26

       Appointments shall be made, and the Task Force shall hold its 27
first meeting, not later than August 1, 2007. The representative 28
of the Department of Agriculture shall appoint a chairperson, and 29
the Task Force shall elect from its members a vice-chairperson.30

        (B) Not later than December 1, 2007, the Ohio Agriculture to 31
Chemicals, Polymers, and Advanced Materials Task Force shall 32
submit a report to the General Assembly and the Governor. The 33
report shall do all of the following:34

        (1) Provide an overview of the agriculture industry and the 35
specialty chemicals and polymer industry in this state;36

        (2) Describe the conditions of and trends in those industries 37
in this state;38

        (3) Identify and describe potential alignments between the 39
agricultural industry and the specialty chemicals and polymer 40
industry in this state;41

        (4) Include recommendations to the General Assembly for 42
expanding the agriculture industry and the specialty chemicals and 43
polymer industry in this state and for providing methods to 44
increase alignments between those industries.45

        Following submission of the report, the Task Force shall 46
cease to exist.47
