A BILL
To amend sections 955.202, 4501.21, and 4501.27 and 1
to enact sections 4503.481, 4503.547, 4503.731, 2
4503.92, 5533.281, 5533.332, 5533.632, 5533.633, 3
5533.634, 5533.76, 5533.77, and 5533.871 of the 4
Revised Code to designate certain memorial 5
highways and to create certain special license 6
plates.7


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That sections 955.202, 4501.21, and 4501.27 be 8
amended and sections 4503.481, 4503.547, 4503.731, 4503.92, 9
5533.281, 5533.332, 5533.632, 5533.633, 5533.634, 5533.76, 10
5533.77, and 5533.871 of the Revised Code be enacted to read as 11
follows:12

       Sec. 955.202. (A) There is hereby created the pets program 13
funding board consisting of the following seven members to be14
appointed by the Ohio pet fund:15

       (1) One member who represents an animal control facility or 16
has been appointed an agent of a humane society under Chapter 17
1717. of the Revised Code;18

       (2) One member of the Ohio veterinary medical association who 19
is a resident of this state;20

       (3) One member of the general public;21

        (4) One member who represents an animal shelter or other 22
animal facility located in this state;23

       (5) One member who represents a foster pet organization or an 24
organization that is involved with the sterilization of dogs and 25
cats that does not operate an animal shelter;26

       (6) One member who is a breeder of dogs or cats and is a 27
member in good standing with a national breeders club or 28
association;29

       (7) One member from the Ohio pet fund.30

       (B) Of the initial appointees to the board, two members' 31
terms shall expire on the thirty-first day of January of the first32
even-numbered year following appointment, and five members' terms 33
shall expire on the thirty-first day of January of the second 34
odd-numbered year following appointment. Thereafter, terms of 35
office for all members shall be two years. Vacancies on the board 36
shall be filled in the manner provided for original appointments. 37
Members of the board shall not receive compensation or38
reimbursement for expenses.39

       Members of the board shall elect a chairperson and shall 40
establish rules for the meetings and procedures of the board. The 41
board shall meet at least four times per year unless determined 42
otherwise by a majority vote of the board members. If an eligible 43
organization that is applying for financial assistance from the 44
license plate contribution fund created in section 4501.21 of the 45
Revised Code is represented by a member on the board, that member 46
shall not participate in the decision regarding the approval or 47
disapproval of that application. A quorum consists of five board 48
members, except that if one member is not participating in a 49
decision regarding an application, a quorum consists of three 50
board members.51

       (C) The board shall disburse moneysMoneys received by the 52
Ohio pet fund from the license plate contribution fund shall be 53
used for the purpose of supporting programs for the sterilization 54
of dogs and cats and educational programs concerning the proper 55
veterinary care of those animals. MoneysThe moneys shall be 56
disburseddistributed by the Ohio pet fund to such organizations 57
meeting eligibility requirements established under division (B)(1) 58
of section 955.201 of the Revised Code in accordance with criteria 59
and procedures established under divisions (B)(2) to (4) of that 60
section and in such amounts as the board determines. The registrar 61
of motor vehicles shall not disbursepay money from the license 62
plate contribution fund to the pets program funding boarduntil63
Ohio pet fund whenever the amount in the license plate 64
contribution fund that is attributable to contributions paid by 65
motor vehicle registration applicants pursuant to section 4503.551 66
of the Revised Code and to money from any other source, including 67
donations, gifts, and grants, that is designated by the source to 68
be paid to the pets program funding boardOhio pet fund, equals at 69
leastreaches twenty-five thousand dollars or until two years 70
after the effective date of this section, whichever occurs first.71

       Sec. 4501.21.  (A) There is hereby created in the state 72
treasury the license plate contribution fund. The fund shall 73
consist of all contributions paid by motor vehicle registrants and 74
collected by the registrar of motor vehicles pursuant to sections 75
4503.491, 4503.493, 4503.50, 4503.501, 4503.502, 4503.51, 76
4503.522, 4503.545, 4503.55, 4503.551, 4503.552, 4503.561, 77
4503.562, 4503.591, 4503.67, 4503.68, 4503.69, 4503.71, 4503.711, 78
4503.72, 4503.73, 4503.74, 4503.75, and 4503.85, and 4503.92 of 79
the Revised Code.80

       (B) The registrar shall pay the contributions the registrar 81
collects in the fund as follows:82

       (1) The registrar shall pay the contributions received 83
pursuant to section 4503.491 of the Revised Code to the breast 84
cancer fund of Ohio, which shall use that money only to pay for 85
programs that provide assistance and education to Ohio breast 86
cancer patients and that improve access for such patients to 87
quality health care and clinical trials and shall not use any of 88
the money for abortion information, counseling, services, or other 89
abortion-related activities.90

       (2) The registrar shall pay the contributions received 91
pursuant to section 4503.493 of the Revised Code to the autism 92
society of Ohio, which shall use the contributions for programs 93
and autism awareness efforts throughout the state.94

       (3) The registrar shall pay the contributions the registrar 95
receives pursuant to section 4503.50 of the Revised Code to the 96
future farmers of America foundation, which shall deposit the 97
contributions into its general account to be used for educational 98
and scholarship purposes of the future farmers of America 99
foundation.100

       (4) The registrar shall pay the contributions the registrar 101
receives pursuant to section 4503.501 of the Revised Code to the 102
4-H youth development program of the Ohio state university 103
extension program, which shall use those contributions to pay the 104
expenses it incurs in conducting its educational activities.105

       (5) The registrar shall pay the contributions received 106
pursuant to section 4503.502 of the Revised Code to the Ohio 107
cattlemen's foundation, which shall use those contributions for 108
scholarships and other educational activities.109

       (6) The registrar shall pay each contribution the registrar 110
receives pursuant to section 4503.51 of the Revised Code to the 111
university or college whose name or marking or design appears on 112
collegiate license plates that are issued to a person under that 113
section. A university or college that receives contributions from 114
the fund shall deposit the contributions into its general 115
scholarship fund.116

       (7) The registrar shall pay the contributions the registrar 117
receives pursuant to section 4503.522 of the Revised Code to the 118
"friends of Perry's victory and international peace memorial, 119
incorporated," a nonprofit corporation organized under the laws of 120
this state, to assist that organization in paying the expenses it 121
incurs in sponsoring or holding charitable, educational, and 122
cultural events at the monument.123

       (8) The registrar shall pay the contributions the registrar 124
receives pursuant to section 4503.55 of the Revised Code to the 125
pro football hall of fame, which shall deposit the contributions 126
into a special bank account that it establishes and which shall be 127
separate and distinct from any other account the pro football hall 128
of fame maintains, to be used exclusively for the purpose of 129
promoting the pro football hall of fame as a travel destination.130

       (9) The registrar shall pay the contributions that are paid 131
to the registrar pursuant to section 4503.545 of the Revised Code 132
to the national rifle association foundation, which shall use the 133
money to pay the costs of the educational activities and programs 134
the foundation holds or sponsors in this state.135

       (10) In accordance with section 955.202 of the Revised Code, 136
the registrar shall pay to the pets program funding board created 137
by that sectionOhio pet fund the contributions the registrar 138
receives pursuant to section 4503.551 of the Revised Code and any 139
other money from any other source, including donations, gifts, and 140
grants, that is designated by the source to be paid to the pets 141
program funding boardOhio pet fund. The boardOhio pet fund shall 142
use the moneys it receives under this section only to support 143
programs for the sterilization of dogs and cats and for 144
educational programs concerning the proper veterinary care of 145
those animals.146

       (11) The registrar shall pay the contributions the registrar 147
receives pursuant to section 4503.552 of the Revised Code to the 148
rock and roll hall of fame and museum, incorporated.149

       (12) The registrar shall pay the contributions the registrar 150
receives pursuant to section 4503.561 of the Revised Code to the 151
state of Ohio chapter of ducks unlimited, inc., which shall 152
deposit the contributions into a special bank account that it 153
establishes. The special bank account shall be separate and 154
distinct from any other account the state of Ohio chapter of ducks 155
unlimited, inc., maintains and shall be used exclusively for the 156
purpose of protecting, enhancing, restoring, and managing wetlands 157
and conserving wildlife habitat. The state of Ohio chapter of 158
ducks unlimited, inc., annually shall notify the registrar in 159
writing of the name, address, and account to which payments are to 160
be made under division (B)(12) of this section.161

       (13) The registrar shall pay the contributions the registrar 162
receives pursuant to section 4503.562 of the Revised Code to the 163
Mahoning river consortium, which shall use the money to pay the 164
expenses it incurs in restoring and maintaining the Mahoning river 165
watershed.166

       (14)(a) The registrar shall pay to a sports commission 167
created pursuant to section 4503.591 of the Revised Code each 168
contribution the registrar receives under that section that an 169
applicant pays to obtain license plates that bear the logo of a 170
professional sports team located in the county of that sports 171
commission and that is participating in the license plate program 172
pursuant to division (E) of that section, irrespective of the 173
county of residence of an applicant.174

       (b) The registrar shall pay to a community charity each 175
contribution the registrar receives under section 4503.591 of the 176
Revised Code that an applicant pays to obtain license plates that 177
bear the logo of a professional sports team that is participating 178
in the license plate program pursuant to division (G) of that 179
section.180

       (15) The registrar shall pay the contributions the registrar 181
receives pursuant to section 4503.67 of the Revised Code to the 182
Dan Beard council of the boy scouts of America. The council shall 183
distribute all contributions in an equitable manner throughout the 184
state to regional councils of the boy scouts.185

       (16) The registrar shall pay the contributions the registrar 186
receives pursuant to section 4503.68 of the Revised Code to the 187
great river council of the girl scouts of the United States of 188
America. The council shall distribute all contributions in an 189
equitable manner throughout the state to regional councils of the 190
girl scouts.191

       (17) The registrar shall pay the contributions the registrar 192
receives pursuant to section 4503.69 of the Revised Code to the 193
Dan Beard council of the boy scouts of America. The council shall 194
distribute all contributions in an equitable manner throughout the 195
state to regional councils of the boy scouts.196

       (18) The registrar shall pay the contributions the registrar 197
receives pursuant to section 4503.71 of the Revised Code to the 198
fraternal order of police of Ohio, incorporated, which shall 199
deposit the fees into its general account to be used for purposes 200
of the fraternal order of police of Ohio, incorporated.201

       (19) The registrar shall pay the contributions the registrar 202
receives pursuant to section 4503.711 of the Revised Code to the 203
fraternal order of police of Ohio, incorporated, which shall 204
deposit the contributions into an account that it creates to be 205
used for the purpose of advancing and protecting the law 206
enforcement profession, promoting improved law enforcement 207
methods, and teaching respect for law and order.208

       (20) The registrar shall pay the contributions the registrar 209
receives pursuant to section 4503.72 of the Revised Code to the 210
organization known on March 31, 2003, as the Ohio CASA/GAL 211
association, a private, nonprofit corporation organized under 212
Chapter 1702. of the Revised Code. The Ohio CASA/GAL association 213
shall use these contributions to pay the expenses it incurs in 214
administering a program to secure the proper representation in the 215
courts of this state of abused, neglected, and dependent children, 216
and for the training and supervision of persons participating in 217
that program.218

       (21) The registrar shall pay the contributions the registrar 219
receives pursuant to section 4503.73 of the Revised Code to Wright 220
B. Flyer, incorporated, which shall deposit the contributions into 221
its general account to be used for purposes of Wright B. Flyer, 222
incorporated.223

       (22) The registrar shall pay the contributions the registrar 224
receives pursuant to section 4503.74 of the Revised Code to the 225
Columbus zoological park association, which shall disburse the 226
moneys to Ohio's major metropolitan zoos, as defined in section 227
4503.74 of the Revised Code, in accordance with a written 228
agreement entered into by the major metropolitan zoos.229

       (23) The registrar shall pay the contributions the registrar 230
receives pursuant to section 4503.75 of the Revised Code to the 231
rotary foundation, located on March 31, 2003, in Evanston, 232
Illinois, to be placed in a fund known as the permanent fund and 233
used to endow educational and humanitarian programs of the rotary 234
foundation.235

        (24) The registrar shall pay the contributions the registrar 236
receives pursuant to section 4503.85 of the Revised Code to the 237
Ohio sea grant college program to be used for Lake Erie area 238
research projects.239

       (25) The registrar shall pay the contributions received 240
pursuant to section 4503.92 of the Revised Code to support our 241
troops, incorporated, a national nonprofit corporation, which 242
shall use those contributions in accordance with its articles of 243
incorporation and for the benefit of servicemembers of the armed 244
forces of the United States and their families when they are in 245
financial need.246

       (C) All investment earnings of the license plate contribution 247
fund shall be credited to the fund. Not later than the first day 248
of May of every year, the registrar shall distribute to each 249
entity described in divisions (B)(1) to (24)(25) of this section 250
the investment income the fund earned the previous calendar year. 251
The amount of such a distribution paid to an entity shall be 252
proportionate to the amount of money the entity received from the 253
fund during the previous calendar year.254

       Sec. 4501.27.  (A) Except as provided in division (B) of this 255
section, on and after September 13, 1997, the registrar of motor256
vehicles, and any employee or contractor of the bureau of motor 257
vehicles, shall not knowingly disclose or otherwise make available 258
to any person or entity any personal information about an 259
individual that the bureau obtained in connection with a motor 260
vehicle record. 261

       (B)(1) On and after September 13, 1997, the registrar, or an 262
employee or contractor of the bureau of motor vehicles, shall 263
disclose personal information, other than sensitive personal 264
information, about an individual that the bureau obtained in265
connection with a motor vehicle record, for use in connection with 266
any of the following matters to carry out the purposes of any 267
specified federal automobile-related act:268

       (a) Motor vehicle or driver safety and theft;269

       (b) Motor vehicle emissions;270

       (c) Motor vehicle product alterations, recalls, or271
advisories;272

       (d) Performance monitoring of motor vehicles and dealers by 273
motor vehicle manufacturers;274

       (e) Removal of non-owner records from the original owner 275
records of motor vehicle manufacturers.276

       (2) In addition to the disclosure required under division277
(B)(1) of this section, on and after September 13, 1997, the 278
registrar, or an employee or contractor of the bureau of motor 279
vehicles, may disclose personal information, other than sensitive 280
personal information, about an individual that the bureau obtained 281
in connection with a motor vehicle record, as follows:282

       (a) For the use of a government agency, including, but not 283
limited to, a court or law enforcement agency, in carrying out its284
functions, or for the use of a private person or entity acting on 285
behalf of an agency of this state, another state, the United 286
States, or a political subdivision of this state or another state 287
in carrying out its functions;288

       (b) For use in connection with matters regarding motor 289
vehicle or driver safety and theft; motor vehicle emissions; motor290
vehicle product alterations, recalls, or advisories; performance 291
monitoring of motor vehicles, motor vehicle parts, and dealers; 292
motor vehicle market research activities, including, but not 293
limited to, survey research; and removal of non-owner records from 294
the original owner records of motor vehicle manufacturers;295

       (c) For use in the normal course of business by a legitimate 296
business or an agent, employee, or contractor of a legitimate297
business, but only for one of the following purposes:298

       (i) To verify the accuracy of personal information submitted 299
to the business, agent, employee, or contractor by an individual;300

       (ii) If personal information submitted to the business, 301
agent, employee, or contractor by an individual is incorrect or no302
longer is correct, to obtain the correct information, but only for 303
the purpose of preventing fraud, by pursuing legal remedies 304
against, or recovering on a debt or security interest against, the 305
individual.306

       (d) For use in connection with a civil, criminal,307
administrative, or arbitral proceeding in a court or agency of 308
this state, another state, the United States, or a political 309
subdivision of this state or another state or before a 310
self-regulatory body, including, but not limited to, use in 311
connection with the service of process, investigation in312
anticipation of litigation, or the execution or enforcement of a 313
judgment or order;314

       (e) Pursuant to an order of a court of this state, another 315
state, the United States, or a political subdivision of this state 316
or another state;317

       (f) For use in research activities or in producing318
statistical reports, provided the personal information is not 319
published, redisclosed, or used to contact an individual;320

       (g) For use by an insurer, insurance support organization, or 321
self-insured entity, or by an agent, employee, or contractor of 322
that type of entity, in connection with any claims investigation 323
activity, anti-fraud activity, rating, or underwriting;324

       (h) For use in providing notice to the owner of a towed, 325
impounded, immobilized, or forfeited vehicle;326

       (i) For use by any licensed private investigative agency or 327
licensed security service for any purpose permitted under division328
(B)(2) of this section;329

       (j) For use by an employer or by the agent or insurer of an 330
employer to obtain or verify information relating to the holder of 331
a commercial driver's license or permit that is required under the332
"Commercial Motor Vehicle Safety Act of 1986," 100 Stat. 3207-170, 333
49 U.S.C. 2701, et seq., as now or hereafter amended;334

       (k) For use in connection with the operation of a private 335
toll transportation facility;336

       (l) For any use not otherwise identified in division (B)(2) 337
of this section that is in response to a request for individual 338
motor vehicle records, if the individual whose personal339
information is requested completes and submits to the registrar or 340
deputy registrar a form prescribed by the registrar by rule giving 341
express consent to such disclosures.342

       (m) For bulk distribution for surveys, marketing, or343
solicitations, if the individual whose personal information is 344
requested completes and submits to the registrar or a deputy345
registrar a form prescribed by the registrar by rule giving 346
express consent to such disclosures.347

       (n) For use by a person, state, or state agency that requests 348
the information, if the person, state, or state agency 349
demonstrates that it has obtained the written consent of the 350
individual to whom the information pertains;351

       (o) For use by an organization that receives a contribution 352
specified in the Revised Code that the person paid to the 353
registrar or deputy registrar when the person obtained a special 354
license plate for display on the person's motor vehicle;355

       (p) For any other use specifically authorized by law that is 356
related to the operation of a motor vehicle or to public safety.357

       (3)(a) Except as provided in division (B)(3)(b) of this 358
section, the registrar, or an employee or contractor of the bureau 359
of motor vehicles, may disclose sensitive personal information 360
about an individual that the bureau obtained in connection with a 361
motor vehicle record, only if either of the following conditions 362
are satisfied:363

       (i) The individual whose personal information is requested364
completes and submits to the registrar or deputy registrar a form 365
prescribed by the registrar by rule giving express consent to such366
disclosure;367

       (ii) The disclosure is for one or more of the purposes 368
described in division (B)(2)(a), (d), (g), or (j) of this section.369

       (b) Division (B)(3)(a) of this section does not apply to the370
disclosure of sensitive personal information that is subject to 371
section 4501.15 or 4507.53 of the Revised Code.372

       (C) On and after September 13, 1997, an authorized recipient 373
of personal information about an individual that the bureau of 374
motor vehicles obtained in connection with a motor vehicle record, 375
other than a recipient under division (B)(2)(l) or (m) of this 376
section, may resell or redisclose the personal information only 377
for a use permitted under division (B)(1), (B)(2)(a) to (k), 378
(B)(2)(n), or (B)(2)(o)(p) of this section. On and after September 379
13, 1997, an authorized recipient of personal information about an 380
individual under division (B)(2)(l) of this section may resell or 381
redisclose the information for any purpose. On and after September 382
13, 1997, an authorized recipient of personal information under 383
division (B)(2)(m) of this section may resell or redisclose the 384
information as specified pursuant to that division. On and after 385
September 13, 1997, an authorized recipient of personal 386
information about an individual under division (B) of this 387
section, other than a recipient under division (B)(2)(l) of this 388
section, that resells or rediscloses any personal information 389
covered by this section must keep for a period of five years a 390
record that identifies each person or entity that receives any of 391
the personal information and the permitted purpose for which the 392
information is to be used, and must make all such records 393
available to the registrar of motor vehicles upon the registrar's394
request.395

       (D) The registrar may establish and carry out procedures 396
under which the registrar or the registrar's agents, upon receipt 397
of a request for personal information on or after September 13, 398
1997, that does not satisfy any of the criteria for disclosure of 399
the information that are set forth in division (B)(1) or (2) of 400
this section, may notify the individual about whom the information 401
was requested, by regular mail, that the request was made. Any 402
procedures so adopted shall provide that, if the registrar or an 403
agent of the registrar mails the notice to the individual, the 404
registrar or agent shall include with the notice a copy of the405
request and conspicuously shall include in the notice a statement 406
that the information will not be released unless the individual 407
waives the individual's right to privacy regarding the information 408
that is granted under this section.409

       (E) The registrar of motor vehicles may adopt any forms and 410
rules, consistent with but no more restrictive than the411
requirements of Public Law No. 130-322, Title XXX, 18 U.S.C.412
2721-2725, that are necessary to carry out the registrar's duties 413
under this section on and after September 13, 1997.414

       (F) As used in this section:415

       (1) "Motor vehicle record" means a record that pertains to a416
motor vehicle driver's or commercial driver's license or permit, a 417
motor vehicle certificate of title, a motor vehicle registration 418
or motor vehicle identification license plates, or an 419
identification card issued by the bureau of motor vehicles.420

       (2) "Person" has the same meaning as in section 1.59 of the421
Revised Code and does not include this state, another state, or an 422
agency of this state or another state.423

       (3) "Personal information" means information that identifies 424
an individual, including, but not limited to, an individual's 425
photograph or digital image, social security number, driver or 426
driver's license identification number, name, telephone number, or 427
medical or disability information, or an individual's address 428
other than the five-digit zip code number. "Personal information" 429
does not include information pertaining to a vehicular accident, 430
driving or traffic violation, or driver's status.431

       (4) "Specified federal automobile-related act" means the432
"automobile information disclosure actAutomobile Information 433
Disclosure Act," 72 Stat. 325, 15 U.S.C. 1231-1233, the "Motor 434
Vehicle Information and Cost Saving Act," 86 Stat. 947, 15 U.S.C. 435
1901, et seq., the "National Traffic and Motor Vehicle Safety Act 436
of 1966," 80 Stat. 718, 15 U.S.C. 1381, et seq., the "Anti-car 437
Theft Act of 1992," 106 Stat. 3384, 15 U.S.C. 2021, et seq., and 438
the "Clean Air Act," 69 Stat. 322, 42 U.S.C. 7401, et seq., all as 439
now or hereafter amended.440

       (5) "Sensitive personal information" means an individual's441
photograph or digital image, social security number, or medical or442
disability information.443

       Sec. 4503.481. (A) Any person who is a retired veteran of the 444
Ohio national guard may apply to the registrar of motor vehicles 445
for the registration of any passenger car, noncommercial motor 446
vehicle, recreational vehicle, or other vehicle of a class 447
approved by the registrar the person owns or leases. The 448
application shall be accompanied by such written evidence that the 449
applicant is a retired veteran of the Ohio national guard as the 450
registrar shall require by rule.451

        Upon receipt of an application for registration of a motor 452
vehicle under this section, presentation of satisfactory evidence 453
documenting that the applicant is a retired veteran of the Ohio 454
national guard, and payment of the regular license fee as 455
prescribed under section 4503.04 of the Revised Code and any local 456
motor vehicle license tax levied under Chapter 4504. of the 457
Revised Code, the registrar shall issue to the applicant the 458
appropriate motor vehicle registration and a set of license plates 459
and a validation sticker, or a validation sticker alone when 460
required by section 4503.191 of the Revised Code. In addition to 461
the letters and numbers ordinarily inscribed thereon, the license 462
plates shall contain one of the following inscriptions, as 463
appropriate: "OHIO ARMY NATIONAL GUARD RETIRED," or "OHIO AIR 464
NATIONAL GUARD RETIRED." The license plates shall bear county 465
identification stickers that identify the county of registration 466
by name or number.467

        (B) Sections 4503.77 and 4503.78 of the Revised Code do not 468
apply to license plates issued under this section.469

       Sec. 4503.547. (A) Any person who served in the armed forces 470
of the United States as a paratrooper may apply to the registrar 471
of motor vehicles for the registration of any passenger car, 472
noncommercial motor vehicle, recreational vehicle, or other 473
vehicle of a class approved by the registrar the person owns or 474
leases and for issuance of U.S. paratrooper license plates. The 475
application for U.S. paratrooper license plates may be combined 476
with a request for a special reserved license plate under section 477
4503.40 or 4503.42 of the Revised Code. The application shall be 478
accompanied by such written evidence of the applicant's service in 479
the armed forces of the United States as a paratrooper as the 480
registrar requires by rule, which may include requiring the 481
submission of a copy of the applicant's DD-214 form or an 482
equivalent document.483

       Upon receipt of the completed application for registration of 484
a motor vehicle under this section, presentation by the applicant 485
of evidence of service in the armed forces of the United States as 486
a paratrooper, and compliance by the applicant with this section, 487
the registrar shall issue to the applicant the appropriate motor 488
vehicle registration and a set of U.S. paratrooper license plates 489
and a validation sticker, or a validation sticker alone when 490
required by section 4503.191 of the Revised Code.491

       In addition to the letters and numbers ordinarily inscribed 492
thereon, U.S. paratrooper license plates shall be inscribed with 493
the words "U.S. paratrooper" and an appropriate symbol approved by 494
the registrar.495

       U.S. paratrooper license plates and validation stickers shall 496
be issued upon payment of the regular license fees required by 497
section 4503.04 of the Revised Code, payment of any local motor 498
vehicle license tax levied under Chapter 4504. of the Revised 499
Code, and compliance with all other applicable laws relating to 500
the registration of motor vehicles. If the application is combined 501
with a request for a special reserved license plate under section 502
4503.40 or 4503.42 of the Revised Code, the license plates and 503
validation sticker shall be issued upon payment of the fees and 504
taxes contained in this section and the additional fee prescribed 505
under section 4503.40 or 4503.42 of the Revised Code.506

       (B) Sections 4503.77 and 4503.78 of the Revised Code do not 507
apply to license plates issued under this section.508

       Sec. 4503.731. (A) The owner or lessee of any passenger car, 509
noncommercial motor vehicle, recreational vehicle, or vehicle of a 510
class approved by the registrar of motor vehicles who is a member 511
in good standing of the civil air patrol may apply to the 512
registrar for the registration of the vehicle and issuance of 513
civil air patrol license plates. The request for the license 514
plates may be combined with a request for a special reserved 515
license plate under section 4503.40 or 4503.42 of the Revised 516
Code. Upon receipt of the completed application, presentation by 517
the applicant of the required evidence that the applicant is a 518
member in good standing of the civil air patrol, and compliance 519
with division (B) of this section, the registrar shall issue to 520
the applicant appropriate vehicle registration and a set of civil 521
air patrol license plates and a validation sticker, or a 522
validation sticker alone when required by section 4503.191 of the 523
Revised Code.524

        In addition to the letters and numbers ordinarily inscribed 525
thereon, civil air patrol license plates shall be inscribed with 526
identifying words and a symbol or logo designed by the civil air 527
patrol and approved by the registrar. Civil air patrol license 528
plates shall bear county identification stickers that identify the 529
county of registration by name or number.530

        (B) Civil air patrol license plates and validation stickers 531
shall be issued upon payment of the regular license tax as 532
prescribed under section 4503.04 of the Revised Code, any 533
applicable motor vehicle tax levied under Chapter 4504. of the 534
Revised Code, any applicable additional fee prescribed by section 535
4503.40 or 4503.42 of the Revised Code, and a bureau of motor 536
vehicles fee of ten dollars, and compliance with all other 537
applicable laws relating to the registration of motor vehicles.538

        (C) The registrar shall deposit the bureau of motor vehicles 539
fee, which shall be for the purpose of compensating the bureau for 540
additional services required in the issuing of civil air patrol 541
license plates, into the state treasury to the credit of the state 542
bureau of motor vehicles fund created in section 4501.25 of the 543
Revised Code.544

       Sec. 4503.92.  (A) The owner or lessee of any passenger car, 545
noncommercial motor vehicle, recreational vehicle, motorcycle, or 546
other vehicle of a class approved by the registrar of motor 547
vehicles may apply to the registrar for the registration of the 548
vehicle and issuance of "support our troops" license plates. The 549
application may be combined with a request for a special reserved 550
license plate under section 4503.40 or 4503.42 of the Revised 551
Code. Upon receipt of the completed application and compliance by 552
the applicant with divisions (B) and (C) of this section, the 553
registrar shall issue to the applicant the appropriate vehicle 554
registration and a set of "support our troops" license plates and 555
a validation sticker, or a validation sticker alone when required 556
by section 4503.191 of the Revised Code.557

       In addition to the letters and numbers ordinarily inscribed 558
on the license plates, "support our troops" license plates shall 559
bear an appropriate logo and the words "support our troops." The 560
bureau of motor vehicles shall design "support our troops" license 561
plates, and they shall display county identification stickers that 562
identify the county of registration by name or number.563

       (B) "Support our troops" license plates and a validation 564
sticker, or validation sticker alone, shall be issued upon receipt 565
of an application for registration of a motor vehicle under this 566
section; payment of the regular license tax as prescribed under 567
section 4503.04 of the Revised Code, any applicable motor vehicle 568
license tax levied under Chapter 4504. of the Revised Code, any 569
applicable additional fee prescribed by section 4503.40 or 4503.42 570
of the Revised Code, an additional fee of ten dollars, and a 571
contribution as provided in division (C) of this section; and 572
compliance with all other applicable laws relating to the 573
registration of motor vehicles.574

       (C) For each application for registration and registration 575
renewal notice the registrar receives under this section, the 576
registrar shall collect a contribution of twenty-five dollars. The 577
registrar shall transmit this contribution to the treasurer of 578
state for deposit into the state treasury to the credit of the 579
license plate contribution fund created by section 4501.21 of the 580
Revised Code.581

       The registrar shall transmit the additional fee of ten 582
dollars, which is to compensate the bureau of motor vehicles for 583
the additional services required in the issuing of "support our 584
troops" license plates, to the treasurer of state for deposit into 585
the state treasury to the credit of the state bureau of motor 586
vehicles fund created by section 4501.25 of the Revised Code.587

       Sec. 5533.281. In addition to the designation contained in 588
section 5533.28 of the Revised Code, that portion of the road 589
known as state route eleven, located only within Ashtabula county 590
and running in a northerly and southerly direction, shall be known 591
as the "Marine Private Henry Kalinowski Memorial Highway."592

        The director of transportation may erect suitable markers 593
along the highway indicating its name.594

       Sec. 5533.332. In addition to the name prescribed by section 595
5533.32 of the Revised Code, that portion of the highway known as 596
interstate number seventy-one, running in a northerly and 597
southerly direction within the municipal corporation of Middleburg 598
Heights only, shall be known as the "Corporal Brad D. Squires 599
Memorial Highway."600

        The director of transportation may erect suitable markers 601
along the highway indicating its name.602

       Sec. 5533.632.  The road known as state route number two, 603
running in an easterly and westerly direction, within the 604
municipal corporation of Willoughby only, shall be known as the 605
"Brian Montgomery Memorial Highway."606

        The director of transportation may erect suitable markers 607
along the highway indicating its name.608

       Sec. 5533.633. The northbound portion of the road known as 609
state route number eight, located within the municipal corporation 610
of Cuyahoga Falls between the intersection of that state route and 611
Howe avenue and the intersection of that state route and broad 612
boulevard, shall be known as the "Sergeant Bryan W. Large U.S. 613
Army 82nd Airborne Memorial Highway."614

       The director of transportation may erect suitable markers 615
along that portion of the highway indicating its name.616

       Sec. 5533.634. The southbound portion of the road known as 617
state route number eight, located within the municipal corporation 618
of Cuyahoga Falls between the intersection of that state route and 619
broad boulevard and the intersection of that state route and Howe 620
boulevard, shall be known as the "Sergeant Justin T. Walsh U.S. 621
Marines Memorial Highway."622

       The director of transportation may erect suitable markers 623
along that portion of the highway indicating its name.624

       Sec. 5533.76. That portion of the road known as United States 625
route number thirty, running in an easterly and westerly direction 626
between state route number five hundred ninety-eight and state 627
route number sixty-one, shall be known as the "Pfc. David C. 628
Armstrong Memorial Highway."629

       The director of transportation may erect suitable markers 630
along the highway indicating its name.631

       Sec. 5533.77. That portion of the road known as United States 632
route number thirty, running in an easterly and westerly direction 633
between state route number six hundred two and state route number 634
five hundred ninety-eight, shall be known as the "Staff Sgt. 635
Kendall H. Ivy II Memorial Highway."636

        The director of transportation may erect suitable markers 637
along the highway indicating its name.638

       Sec. 5533.871.  The road known as state route number six 639
hundred sixty, located within Guernsey county, shall be known as 640
the "Major James W. Reed Memorial Highway."641

       The director of transportation may erect suitable markers 642
along the highway indicating its name.643

       Section 2. That existing sections 955.202, 4501.21, and 644
4501.27 of the Revised Code are hereby repealed.645

       Section 3.  Section 4501.21 of the Revised Code is presented 646
in this act as a composite of the section as amended by both Am. 647
Sub. H.B. 68 and Sub. H.B. 298 of the 126th General Assembly. The 648
General Assembly, applying the principle stated in division (B) of 649
section 1.52 of the Revised Code that amendments are to be 650
harmonized if reasonably capable of simultaneous operation, finds 651
that the composite is the resulting version of the section in 652
effect prior to the effective date of the section as presented in 653
this act.654
