To amend sections 121.403, 955.202, 4501.21, 4503.18, 1
4503.46, 4503.53, and 5533.52 and to enact 2
sections 4501.272, 4503.481, 4503.523, 4503.531, 3
4503.547, 4503.92, 4503.93, 5533.091, 5533.281, 4
5533.332, 5533.371, 5533.633, 5533.634, 5
5533.635, 5533.751, 5533.76, 5533.761, 5533.762, 6
5533.77, 5533.771, 5533.772, 5533.773, 5533.774, 7
5533.775, and 5533.78 of the Revised Code to 8
designate certain memorial highways, to create 9
certain special license plates, and to modify 10
the terms for issuance of certain special license 11
plates.12


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That sections 121.403, 955.202, 4501.21, 4503.18, 13
4503.46, 4503.53, and 5533.52 be amended and sections 4501.272, 14
4503.481, 4503.523, 4503.531, 4503.547, 4503.92, 4503.93, 15
5533.091, 5533.281, 5533.332, 5533.371, 5533.633, 5533.634, 16
5533.635, 5533.751, 5533.76, 5533.761, 5533.762, 5533.77, 17
5533.771, 5533.772, 5533.773, 5533.774, 5533.775, and 5533.78 of 18
the Revised Code be enacted to read as follows:19

       Sec. 121.403. (A) The Ohio community service council may do 20
any of the following:21

        (1) Accept monetary gifts or donations;22

        (2) Sponsor conferences, meetings, or events in furtherance 23
of the council's purpose described in section 121.40 of the 24
Revised Code and charge fees for participation or involvement in 25
the conferences, meetings, or events;26

        (3) Sell promotional items in furtherance of the council's 27
purpose described in section 121.40 of the Revised Code.28

        (B) All monetary gifts and donations, funds from the sale of 29
promotional items, contributions received from the issuance of 30
Ohio "volunteer" license plates pursuant to section 4503.93 of the 31
Revised Code, and any fees paid to the council for conferences, 32
meetings, or events sponsored by the council shall be deposited 33
into the Ohio community service council gifts and donations fund, 34
which is hereby created in the state treasury. Moneys in the fund 35
may be used only as follows:36

        (1) To pay operating expenses of the council, including 37
payroll, personal services, maintenance, equipment, and subsidy 38
payments;39

        (2) To support council programs promoting volunteerism and 40
community service in the state;41

        (3) As matching funds for federal grants.42

       Sec. 955.202. (A) There is hereby created the pets program 43
funding board consisting of the following seven members to be44
appointed by the Ohio pet fund:45

       (1) One member who represents an animal control facility or 46
has been appointed an agent of a humane society under Chapter 47
1717. of the Revised Code;48

       (2) One member of the Ohio veterinary medical association who 49
is a resident of this state;50

       (3) One member of the general public;51

        (4) One member who represents an animal shelter or other 52
animal facility located in this state;53

       (5) One member who represents a foster pet organization or an 54
organization that is involved with the sterilization of dogs and 55
cats that does not operate an animal shelter;56

       (6) One member who is a breeder of dogs or cats and is a 57
member in good standing with a national breeders club or 58
association;59

       (7) One member from the Ohio pet fund.60

       (B) Of the initial appointees to the board, two members' 61
terms shall expire on the thirty-first day of January of the first62
even-numbered year following appointment, and five members' terms 63
shall expire on the thirty-first day of January of the second 64
odd-numbered year following appointment. Thereafter, terms of 65
office for all members shall be two years. Vacancies on the board 66
shall be filled in the manner provided for original appointments. 67
Members of the board shall not receive compensation or68
reimbursement for expenses.69

       Members of the board shall elect a chairperson and shall 70
establish rules for the meetings and procedures of the board. The 71
board shall meet at least four times per year unless determined 72
otherwise by a majority vote of the board members. If an eligible 73
organization that is applying for financial assistance from the 74
license plate contribution fund created in section 4501.21 of the 75
Revised Code is represented by a member on the board, that member 76
shall not participate in the decision regarding the approval or 77
disapproval of that application. A quorum consists of five board 78
members, except that if one member is not participating in a 79
decision regarding an application, a quorum consists of three 80
board members.81

       (C) The board shall disburse moneysMoneys received by the 82
Ohio pet fund from the license plate contribution fund shall be 83
used for the purpose of supporting programs for the sterilization 84
of dogs and cats and educational programs concerning the proper 85
veterinary care of those animals. MoneysThe moneys shall be 86
disburseddistributed by the Ohio pet fund to such organizations 87
meeting eligibility requirements established under division (B)(1) 88
of section 955.201 of the Revised Code in accordance with criteria 89
and procedures established under divisions (B)(2) to (4) of that 90
section and in such amounts as the board determines. The registrar 91
of motor vehicles shall not disbursepay money from the license 92
plate contribution fund to the pets program funding boarduntil93
Ohio pet fund whenever the amount in the license plate 94
contribution fund that is attributable to contributions paid by 95
motor vehicle registration applicants pursuant to section 4503.551 96
of the Revised Code and to money from any other source, including 97
donations, gifts, and grants, that is designated by the source to 98
be paid to the pets program funding boardOhio pet fund, equals at 99
leastreaches twenty-five thousand dollars or until two years 100
after the effective date of this section, whichever occurs first.101

       Sec. 4501.21.  (A) There is hereby created in the state 102
treasury the license plate contribution fund. The fund shall 103
consist of all contributions paid by motor vehicle registrants and 104
collected by the registrar of motor vehicles pursuant to sections 105
4503.491, 4503.493, 4503.50, 4503.501, 4503.502, 4503.51, 106
4503.522, 4503.523, 4503.545, 4503.55, 4503.551, 4503.552, 107
4503.553, 4503.561, 4503.562, 4503.591, 4503.67, 4503.68, 108
4503.69, 4503.71, 4503.711, 4503.72, 4503.73, 4503.74, 4503.75, 109
and 4503.85, and 4503.92 of the Revised Code.110

       (B) The registrar shall pay the contributions the registrar 111
collects in the fund as follows:112

       (1) The registrar shall pay the contributions received 113
pursuant to section 4503.491 of the Revised Code to the breast 114
cancer fund of Ohio, which shall use that money only to pay for 115
programs that provide assistance and education to Ohio breast 116
cancer patients and that improve access for such patients to 117
quality health care and clinical trials and shall not use any of 118
the money for abortion information, counseling, services, or other 119
abortion-related activities.120

       (2) The registrar shall pay the contributions received 121
pursuant to section 4503.493 of the Revised Code to the autism 122
society of Ohio, which shall use the contributions for programs 123
and autism awareness efforts throughout the state.124

       (3) The registrar shall pay the contributions the registrar 125
receives pursuant to section 4503.50 of the Revised Code to the 126
future farmers of America foundation, which shall deposit the 127
contributions into its general account to be used for educational 128
and scholarship purposes of the future farmers of America 129
foundation.130

       (4) The registrar shall pay the contributions the registrar 131
receives pursuant to section 4503.501 of the Revised Code to the 132
4-H youth development program of the Ohio state university 133
extension program, which shall use those contributions to pay the 134
expenses it incurs in conducting its educational activities.135

       (5) The registrar shall pay the contributions received 136
pursuant to section 4503.502 of the Revised Code to the Ohio 137
cattlemen's foundation, which shall use those contributions for 138
scholarships and other educational activities.139

       (6) The registrar shall pay each contribution the registrar 140
receives pursuant to section 4503.51 of the Revised Code to the 141
university or college whose name or marking or design appears on 142
collegiate license plates that are issued to a person under that 143
section. A university or college that receives contributions from 144
the fund shall deposit the contributions into its general 145
scholarship fund.146

       (7) The registrar shall pay the contributions the registrar 147
receives pursuant to section 4503.522 of the Revised Code to the 148
"friends of Perry's victory and international peace memorial, 149
incorporated," a nonprofit corporation organized under the laws of 150
this state, to assist that organization in paying the expenses it 151
incurs in sponsoring or holding charitable, educational, and 152
cultural events at the monument.153

       The registrar shall pay the contributions the registrar 154
receives pursuant to section 4503.523 of the Revised Code to the 155
fairport lights foundation, which shall use the money to pay for 156
the restoration, maintenance, and preservation of the lighthouses 157
of fairport harbor.158

       (8) The registrar shall pay the contributions the registrar 159
receives pursuant to section 4503.55 of the Revised Code to the 160
pro football hall of fame, which shall deposit the contributions 161
into a special bank account that it establishes and which shall be 162
separate and distinct from any other account the pro football hall 163
of fame maintains, to be used exclusively for the purpose of 164
promoting the pro football hall of fame as a travel destination.165

       (9) The registrar shall pay the contributions that are paid 166
to the registrar pursuant to section 4503.545 of the Revised Code 167
to the national rifle association foundation, which shall use the 168
money to pay the costs of the educational activities and programs 169
the foundation holds or sponsors in this state.170

       (10) In accordance with section 955.202 of the Revised Code, 171
the registrar shall pay to the pets program funding board created 172
by that sectionOhio pet fund the contributions the registrar 173
receives pursuant to section 4503.551 of the Revised Code and any 174
other money from any other source, including donations, gifts, 175
and grants, that is designated by the source to be paid to the 176
pets program funding boardOhio pet fund. The boardOhio pet fund177
shall use the moneys it receives under this section only to 178
support programs for the sterilization of dogs and cats and for 179
educational programs concerning the proper veterinary care of 180
those animals.181

       (11) The registrar shall pay the contributions the registrar 182
receives pursuant to section 4503.552 of the Revised Code to the 183
rock and roll hall of fame and museum, incorporated.184

       (12) The registrar shall pay the contributions the registrar 185
receives pursuant to section 4503.553 of the Revised Code to the 186
Ohio coalition for animals, incorporated, a nonprofit corporation. 187
Except as provided in division (B)(12) of this section, the 188
coalition shall distribute the money to its members, and the 189
members shall use the money only to pay for educational, 190
charitable, and other programs of each coalition member that 191
provide care for unwanted, abused, and neglected horses. The Ohio 192
coalition for animals may use a portion of the money to pay for 193
reasonable marketing costs incurred in the design and promotion 194
of the license plate and for administrative costs incurred in the 195
disbursement and management of funds received under this section.196

       (13) The registrar shall pay the contributions the registrar 197
receives pursuant to section 4503.561 of the Revised Code to the 198
state of Ohio chapter of ducks unlimited, inc., which shall 199
deposit the contributions into a special bank account that it 200
establishes. The special bank account shall be separate and 201
distinct from any other account the state of Ohio chapter of ducks 202
unlimited, inc., maintains and shall be used exclusively for the 203
purpose of protecting, enhancing, restoring, and managing wetlands 204
and conserving wildlife habitat. The state of Ohio chapter of 205
ducks unlimited, inc., annually shall notify the registrar in 206
writing of the name, address, and account to which such payments 207
are to be made.208

       (14) The registrar shall pay the contributions the registrar 209
receives pursuant to section 4503.562 of the Revised Code to the 210
Mahoning river consortium, which shall use the money to pay the 211
expenses it incurs in restoring and maintaining the Mahoning 212
river watershed.213

       (15)(a) The registrar shall pay to a sports commission 214
created pursuant to section 4503.591 of the Revised Code each 215
contribution the registrar receives under that section that an 216
applicant pays to obtain license plates that bear the logo of a 217
professional sports team located in the county of that sports 218
commission and that is participating in the license plate program 219
pursuant to division (E) of that section, irrespective of the 220
county of residence of an applicant.221

       (b) The registrar shall pay to a community charity each 222
contribution the registrar receives under section 4503.591 of the 223
Revised Code that an applicant pays to obtain license plates that 224
bear the logo of a professional sports team that is participating 225
in the license plate program pursuant to division (G) of that 226
section.227

       (16) The registrar shall pay the contributions the registrar 228
receives pursuant to section 4503.67 of the Revised Code to the 229
Dan Beard council of the boy scouts of America. The council shall 230
distribute all contributions in an equitable manner throughout 231
the state to regional councils of the boy scouts.232

       (17) The registrar shall pay the contributions the registrar 233
receives pursuant to section 4503.68 of the Revised Code to the 234
great river council of the girl scouts of the United States of 235
America. The council shall distribute all contributions in an 236
equitable manner throughout the state to regional councils of the 237
girl scouts.238

       (18) The registrar shall pay the contributions the registrar 239
receives pursuant to section 4503.69 of the Revised Code to the 240
Dan Beard council of the boy scouts of America. The council shall 241
distribute all contributions in an equitable manner throughout 242
the state to regional councils of the boy scouts.243

       (19) The registrar shall pay the contributions the registrar 244
receives pursuant to section 4503.71 of the Revised Code to the 245
fraternal order of police of Ohio, incorporated, which shall 246
deposit the fees into its general account to be used for purposes 247
of the fraternal order of police of Ohio, incorporated.248

       (20) The registrar shall pay the contributions the registrar 249
receives pursuant to section 4503.711 of the Revised Code to the 250
fraternal order of police of Ohio, incorporated, which shall 251
deposit the contributions into an account that it creates to be 252
used for the purpose of advancing and protecting the law 253
enforcement profession, promoting improved law enforcement 254
methods, and teaching respect for law and order.255

       (21) The registrar shall pay the contributions the registrar 256
receives pursuant to section 4503.72 of the Revised Code to the 257
organization known on March 31, 2003, as the Ohio CASA/GAL 258
association, a private, nonprofit corporation organized under 259
Chapter 1702. of the Revised Code. The Ohio CASA/GAL association 260
shall use these contributions to pay the expenses it incurs in 261
administering a program to secure the proper representation in the 262
courts of this state of abused, neglected, and dependent children, 263
and for the training and supervision of persons participating in 264
that program.265

       (22) The registrar shall pay the contributions the registrar 266
receives pursuant to section 4503.73 of the Revised Code to 267
Wright B. Flyer, incorporated, which shall deposit the 268
contributions into its general account to be used for purposes of 269
Wright B. Flyer, incorporated.270

       (23) The registrar shall pay the contributions the registrar 271
receives pursuant to section 4503.74 of the Revised Code to the 272
Columbus zoological park association, which shall disburse the 273
moneys to Ohio's major metropolitan zoos, as defined in section 274
4503.74 of the Revised Code, in accordance with a written 275
agreement entered into by the major metropolitan zoos.276

       (24) The registrar shall pay the contributions the registrar 277
receives pursuant to section 4503.75 of the Revised Code to the 278
rotary foundation, located on March 31, 2003, in Evanston, 279
Illinois, to be placed in a fund known as the permanent fund and 280
used to endow educational and humanitarian programs of the rotary 281
foundation.282

       (25) The registrar shall pay the contributions the registrar 283
receives pursuant to section 4503.85 of the Revised Code to the 284
Ohio sea grant college program to be used for Lake Erie area 285
research projects.286

       The registrar shall pay the contributions received pursuant 287
to section 4503.92 of the Revised Code to support our troops, 288
incorporated, a national nonprofit corporation, which shall use 289
those contributions in accordance with its articles of 290
incorporation and for the benefit of servicemembers of the armed 291
forces of the United States and their families when they are in 292
financial need.293

       (C) All investment earnings of the license plate contribution 294
fund shall be credited to the fund. Not later than the first day 295
of May of every year, the registrar shall distribute to each 296
entity described in division (B) of this section the investment 297
income the fund earned the previous calendar year. The amount of 298
such a distribution paid to an entity shall be proportionate to 299
the amount of money the entity received from the fund during the 300
previous calendar year.301

       Sec. 4501.272.  The registrar of motor vehicles or deputy 302
registrar shall ask each person applying for or renewing a special 303
license plate after July 1, 2009, under Chapter 4503. of the 304
Revised Code and paying a contribution to an organization for 305
issuance of the special license plate, whether the person consents 306
to contact from the organization sponsoring the special license 307
plate. The applicant shall sign a form provided by the registrar 308
granting or withholding such consent to contact. Pursuant to 309
division (B)(2)(n) of section 4501.27 of the Revised Code, the 310
registrar, upon request from the organization, may provide to the 311
organization a list of the names and addresses of those applicants 312
who have consented to contact. The registrar shall not disclose 313
sensitive personal information as defined in section 4501.27 of 314
the Revised Code.315

       Sec. 4503.18. Upon application of any United States service316
organization chartered by congress the registar of motor vehicles317
may issue a special license covering the operation for parade and318
exhibition purposes of especially equipped motor vehicles. Such319
license shall display the voiture or post number and shall320
authorize the operation of such motor vehicle for not more than321
twelve times per year. The annual fee for said license shall be322
two dollars.323

       (A) As used in this section, "United States veterans service 324
organization" means any organization chartered by congress or 325
recognized by the United States department of veterans affairs for 326
purposes of representing veterans affairs claimants.327

        (B) A motor vehicle titled in the name of a United States 328
veterans service organization and used solely for participation in 329
organizational activities, exhibitions, parades, and similar 330
purposes, may be registered without the payment of any 331
registration tax and service fee required by sections 4503.02 and 332
4503.10 of the Revised Code, and without the payment of any local 333
motor vehicle tax levied under Chapter 4504. of the Revised Code. 334
In applying for registration of such a motor vehicle, a member of 335
the service organization shall sign an affidavit, prescribed by 336
the registrar of motor vehicles, stating that the vehicle is to 337
be used solely for such purposes, and shall present satisfactory 338
evidence of the organization's status as a United States veterans 339
service organization. Upon receipt of such evidence, affidavit, 340
and application for registration, the registrar shall issue the 341
applicant permanent license plates.342

       (C) Upon presentation of a paid valid current year 343
registration, the president, commander, or adjutant of a United 344
States veterans service organization chartered by congress may 345
apply for an honorary license designating the organization with346
which the applicant is affiliated. This honorary plate shall be 347
displayed in lieu of the regular license plate. The orginal348
original registration card shall be in the vehicle at all times 349
and shall be submitted for inspection upon the demand of any 350
police officer. The annual fee for such license shall be five 351
dollars.352

       Sec. 4503.46.  (A) For the purposes of this section,353
"prisoner of war" means any regularly appointed, enrolled,354
enlisted, or inducted member of the military forces of the United355
States who was captured, separated, and incarcerated by an enemy356
of the United States at any time, and any regularly appointed,357
enrolled, or enlisted member of the military forces of Great358
Britain, France, any of the countries that comprised the former359
Union of Soviet Socialist Republics, Australia, Belgium, Brazil,360
Canada, China, Denmark, Greece, the Netherlands, New Zealand,361
Norway, Poland, South Africa, or any of the countries that362
comprised the former Yugoslavia who was a citizen of the United363
States at the time of such appointment, enrollment, or enlistment,364
and was captured, separated, and incarcerated by an enemy of this365
country during World War II.366

       (B) Any person who has been a prisoner of war, or the spouse 367
of such person, may apply to the registrar of motor vehicles for 368
the registration of one passenger car, noncommercial motor 369
vehicle, or other vehicle of a class approved by the registrar the 370
person or spouse owns or leases. The application shall be 371
accompanied by written evidence in the form of a record of 372
separation, a letter from one of the armed forces of the United 373
States or other country as provided in division (A) of this 374
section, or other evidence as the registrar may require by rule, 375
that such a personthe applicant or the applicant's spouse was a 376
prisoner of war and was honorably discharged or is presently 377
residing in this state on active duty with one of the branches of 378
the armed forces of the United States, or was a prisoner of war 379
and was honorably discharged or received an equivalent discharge 380
or release from one of the armed forces of such other country. No 381
person is eligible to receive special license plates under this 382
section if the person or the person's spouse currently has 383
registered one vehicle and obtained license plates under this 384
section.385

       Upon receipt of an application for registration of a motor386
vehicle under this section, and presentation of satisfactory387
evidence of such prisoner-of-war status, the registrar shall issue388
to the applicant the appropriate vehicle registration and a set of389
license plates. In addition to the letters and numbers ordinarily390
inscribed thereon, the license plates shall be inscribed with the391
words "FORMER POW." The license plates shall be issued without392
payment of any registration fee or service fee as required by393
division (B) of section 4503.04 and sections 4503.10 and 4503.102394
of the Revised Code, and without payment of any applicable county,395
township, or municipal motor vehicle tax levied under Chapter396
4504. of the Revised Code.397

       (C) The spouse of a deceased former prisoner of war who has398
not remarried, if the deceased person received or was eligible to399
receive special license plates issued under division (B) of this400
section, may apply to the registrar for the registration of the401
spouse's personal motor vehicle without the payment of any fee or402
tax as provided by division (B) of this section. The application403
for registration shall be accompanied by documentary evidence of404
the deceased person's status as a former prisoner of war and by405
any other evidence that the registrar requires by rule.406

       Upon receipt of an application for registration under this407
division and presentation of satisfactory evidence as required by408
this division and by the registrar, the registrar shall issue to409
the spouse the appropriate vehicle registration and a set of410
license plates as provided in division (B) of this section.411

       (D) No person who is not a former prisoner of war, or the 412
spouse of such person, or the spouse of a deceased former prisoner 413
of war who has not remarried shall willfully and falsely represent 414
that the person is such a former prisoner of war or spouse, for 415
the purpose of obtaining license plates under this section.416

       (E) No person shall own or lease a motor vehicle bearing417
license plates issued under this section unless the person is418
eligible to be issued the license plates.419

       (F) Whoever violates this section is guilty of a misdemeanor420
of the fourth degree.421

       Sec. 4503.481. (A) Any person who is a retired veteran of the 422
Ohio national guard may apply to the registrar of motor vehicles 423
for the registration of any passenger car, noncommercial motor 424
vehicle, recreational vehicle, or other vehicle of a class 425
approved by the registrar the person owns or leases. The 426
application shall be accompanied by such written evidence that the 427
applicant is a retired veteran of the Ohio national guard as the 428
registrar shall require by rule.429

        Upon receipt of an application for registration of a motor 430
vehicle under this section, presentation of satisfactory evidence 431
documenting that the applicant is a retired veteran of the Ohio 432
national guard, and payment of the regular license fee as 433
prescribed under section 4503.04 of the Revised Code and any local 434
motor vehicle license tax levied under Chapter 4504. of the 435
Revised Code, the registrar shall issue to the applicant the 436
appropriate motor vehicle registration and a set of license plates 437
and a validation sticker, or a validation sticker alone when 438
required by section 4503.191 of the Revised Code. In addition to 439
the letters and numbers ordinarily inscribed thereon, the license 440
plates shall contain one of the following inscriptions, as 441
appropriate: "OHIO ARMY NATIONAL GUARD RETIRED," or "OHIO AIR 442
NATIONAL GUARD RETIRED." The license plates shall bear county 443
identification stickers that identify the county of registration 444
by name or number.445

        (B) Sections 4503.77 and 4503.78 of the Revised Code do not 446
apply to license plates issued under this section.447

       Sec. 4503.523. (A) The owner or lessee of any passenger car, 448
noncommercial motor vehicle, recreational vehicle, or other 449
vehicle of a class approved by the registrar of motor vehicles may 450
apply to the registrar for the registration of the vehicle and 451
issuance of "fairport harbor breakwall lighthouse" license plates. 452
The application for fairport harbor breakwall lighthouse license 453
plates may be combined with a request for a special reserved 454
license plate under section 4503.40 or 4503.42 of the Revised 455
Code. Upon receipt of the completed application and compliance 456
with division (B) of this section, the registrar shall issue to 457
the applicant the appropriate vehicle registration, a set of 458
fairport harbor breakwall lighthouse license plates with a 459
validation sticker, or a validation sticker alone when required by 460
section 4503.191 of the Revised Code.461

       In addition to the letters and numbers ordinarily inscribed 462
on the license plates, fairport harbor breakwall lighthouse 463
license plates shall be inscribed with identifying words or 464
markings selected by the fairport lights foundation and approved 465
by the registrar. Fairport harbor breakwall lighthouse license 466
plates shall bear county identification stickers that identify 467
the county of registration by name or number.468

        (B) Fairport harbor breakwall lighthouse license plates and a 469
validation sticker or, when applicable, a validation sticker alone 470
shall be issued upon submission by the applicant of an application 471
for registration of a motor vehicle under this section and a 472
contribution as provided in division (C) of this section; payment 473
of the regular license tax as prescribed under section 4503.04 of 474
the Revised Code, any applicable motor vehicle tax levied under 475
Chapter 4504. of the Revised Code, any applicable additional fee 476
prescribed by section 4503.40 or 4503.42 of the Revised Code, and 477
an additional fee of ten dollars; and compliance with all other 478
applicable laws relating to the registration of motor vehicles.479

        (C) For each application for registration and registration 480
renewal that the registrar receives under this section, the 481
registrar shall collect a contribution of fifteen dollars. The 482
registrar shall transmit this contribution to the treasurer of 483
state for deposit in the license plate contribution fund created 484
by section 4501.21 of the Revised Code.485

        The additional fee of ten dollars described in division (B) 486
of this section shall be for the purpose of compensating the 487
bureau of motor vehicles for additional services required in 488
issuing license plates under this section. The registrar shall 489
transmit that fee to the treasurer of state for deposit into the 490
state treasury to the credit of the bureau of motor vehicles fund 491
created by section 4501.25 of the Revised Code.492

       Sec. 4503.53.  Any person who served in the armed forces of 493
the United States during the global war on terrorism, in Saudi494
Arabia or Kuwait during Operation Desert Storm or Operation Desert 495
Shield, in Panama during the invasion, in Grenada during the 496
invasion, in Lebanon during the invasion, during the Vietnam 497
conflict, during the Korean conflict, during World War II, or 498
during World War I, and who is on active duty or is an honorably 499
discharged veteran may apply to the registrar of motor vehicles 500
for the registration of any passenger car, noncommercial motor 501
vehicle, recreational vehicle, or other vehicle of a class 502
approved by the registrar the person owns or leases. The 503
application shall be accompanied by such written evidence of the 504
applicant's service as the registrar requires by rule. In the case 505
of an honorably discharged veteran, the written evidence shall 506
include a copy of the applicant's DD-214 form or an equivalent 507
document.508

       Upon receipt of an application for registration of a motor509
vehicle under this section, presentation of satisfactory evidence510
of military service during the global war on terrorism, in Saudi 511
Arabia or Kuwait during Operation Desert Storm or Operation Desert 512
Shield, in Panama during the invasion, in Grenada during the 513
invasion, in Lebanon during the invasion, during the Vietnam 514
conflict, during the Korean conflict, during World War II, or 515
during World War I, and payment of the regular license tax as 516
prescribed under section 4503.04 of the Revised Code and any 517
applicable local tax levied under Chapter 4504. of the Revised 518
Code, the registrar shall issue to the applicant the appropriate 519
motor vehicle registration and a set of license plates and a 520
validation sticker, or a validation sticker alone when required by 521
section 4503.191 of the Revised Code. In accordance with rules 522
adopted by the registrar, each license plate shall be inscribed 523
with identifying letters or numerals and, in the case of an 524
honorably discharged veteran, the word "VETERAN"; in addition, 525
each license plate shall be inscribed with a design and words 526
indicating service during the global war on terrorism, or in Saudi527
Arabia, Kuwait, Panama, Grenada, or Lebanon, or during the Vietnam 528
conflict, the Korean conflict, World War II, or World War I.529

       Sec. 4503.531. (A) Any person who has been awarded the global 530
war on terrorism expeditionary medal, global war on terrorism 531
service medal, Afghanistan campaign medal, or Iraq campaign medal 532
may apply to the registrar of motor vehicles for the registration 533
of any passenger car, noncommercial motor vehicle, recreational 534
vehicle, or other vehicle of a class approved by the registrar 535
that the person owns or leases. The application shall be 536
accompanied by such documentary evidence in support of the 537
applicable award as the registrar may require. The application may 538
be combined with a request for a special reserved license plate 539
under section 4503.40 or 4503.42 of the Revised Code.540

       Upon receipt of an application for registration of a motor 541
vehicle under this section and the required taxes and fees, and 542
upon presentation of the required supporting evidence of the award 543
of the global war on terrorism expeditionary medal, global war on 544
terrorism service medal, Afghanistan campaign medal, or Iraq 545
campaign medal, the registrar shall issue to the applicant the 546
appropriate motor vehicle registration and a set of license plates 547
and a validation sticker, or a validation sticker alone when 548
required by section 4503.191 of the Revised Code.549

       In addition to the letters and numbers ordinarily inscribed 550
on license plates, the license plates shall be inscribed with 551
appropriate words indicating the applicable award and bear a 552
reproduction of the global war on terrorism expeditionary medal, 553
global war on terrorism service medal, Afghanistan campaign medal, 554
or Iraq campaign medal, as applicable. The license plates shall 555
bear county identification stickers that identify the county of 556
registration by name or number.557

       The license plates and a validation sticker or, when 558
applicable, a validation sticker alone shall be issued upon 559
payment of the regular license tax required by section 4503.04 of 560
the Revised Code, payment of any local motor vehicle license tax 561
levied under Chapter 4504. of the Revised Code, payment of any 562
applicable additional fee prescribed by section 4503.40 or 4503.42 563
of the Revised Code, and compliance with all other applicable laws 564
relating to the registration of motor vehicles.565

       The registrar shall not issue license plates under this 566
section unless the registrar first receives written permission 567
from the United States department of defense allowing the 568
registrar to place the image of the global war on terrorism 569
expeditionary medal, global war on terrorism service medal, 570
Afghanistan campaign medal, or Iraq campaign medal on the license 571
plates.572

        (B) No person who is not a recipient of the global war on 573
terrorism expeditionary medal, global war on terrorism service 574
medal, Afghanistan campaign medal, or Iraq campaign medal shall 575
willfully and falsely represent that the person is a recipient of 576
any such medal for the purpose of obtaining license plates under 577
this section. No person shall own a motor vehicle bearing license 578
plates issued under this section unless the person is eligible to 579
be issued those license plates.580

        (C) Sections 4503.77 and 4503.78 of the Revised Code do not 581
apply to license plates issued under this section.582

       Sec. 4503.547. (A) Any person who served in the armed forces 583
of the United States as a paratrooper may apply to the registrar 584
of motor vehicles for the registration of any passenger car, 585
noncommercial motor vehicle, recreational vehicle, or other 586
vehicle of a class approved by the registrar the person owns or 587
leases and for issuance of U.S. paratrooper license plates. The 588
application for U.S. paratrooper license plates may be combined 589
with a request for a special reserved license plate under section 590
4503.40 or 4503.42 of the Revised Code. The application shall be 591
accompanied by such written evidence of the applicant's service in 592
the armed forces of the United States as a paratrooper as the 593
registrar requires by rule, which may include requiring the 594
submission of a copy of the applicant's DD-214 form or an 595
equivalent document.596

       Upon receipt of the completed application for registration of 597
a motor vehicle under this section, presentation by the applicant 598
of evidence of service in the armed forces of the United States as 599
a paratrooper, and compliance by the applicant with this section, 600
the registrar shall issue to the applicant the appropriate motor 601
vehicle registration and a set of U.S. paratrooper license plates 602
and a validation sticker, or a validation sticker alone when 603
required by section 4503.191 of the Revised Code.604

       In addition to the letters and numbers ordinarily inscribed 605
thereon, U.S. paratrooper license plates shall be inscribed with 606
the words "U.S. paratrooper" and an appropriate symbol approved by 607
the registrar.608

       U.S. paratrooper license plates and validation stickers shall 609
be issued upon payment of the regular license fees required by 610
section 4503.04 of the Revised Code, payment of any local motor 611
vehicle license tax levied under Chapter 4504. of the Revised 612
Code, and compliance with all other applicable laws relating to 613
the registration of motor vehicles. If the application is combined 614
with a request for a special reserved license plate under section 615
4503.40 or 4503.42 of the Revised Code, the license plates and 616
validation sticker shall be issued upon payment of the fees and 617
taxes contained in this section and the additional fee prescribed 618
under section 4503.40 or 4503.42 of the Revised Code.619

       (B) Sections 4503.77 and 4503.78 of the Revised Code do not 620
apply to license plates issued under this section.621

       Sec. 4503.92.  (A) The owner or lessee of any passenger car, 622
noncommercial motor vehicle, recreational vehicle, or other 623
vehicle of a class approved by the registrar of motor vehicles 624
may apply to the registrar for the registration of the vehicle 625
and issuance of "support our troops" license plates. The 626
application may be combined with a request for a special reserved 627
license plate under section 4503.40 or 4503.42 of the Revised 628
Code. Upon receipt of the completed application and compliance by 629
the applicant with divisions (B) and (C) of this section, the 630
registrar shall issue to the applicant the appropriate vehicle 631
registration and a set of "support our troops" license plates and 632
a validation sticker, or a validation sticker alone when required 633
by section 4503.191 of the Revised Code.634

       In addition to the letters and numbers ordinarily inscribed 635
on the license plates, "support our troops" license plates shall 636
bear an appropriate logo and the words "support our troops." The 637
bureau of motor vehicles shall design "support our troops" license 638
plates, and they shall display county identification stickers that 639
identify the county of registration by name or number.640

       (B) "Support our troops" license plates and a validation 641
sticker, or validation sticker alone, shall be issued upon receipt 642
of an application for registration of a motor vehicle under this 643
section; payment of the regular license tax as prescribed under 644
section 4503.04 of the Revised Code, any applicable motor vehicle 645
license tax levied under Chapter 4504. of the Revised Code, any 646
applicable additional fee prescribed by section 4503.40 or 4503.42 647
of the Revised Code, an additional fee of ten dollars, and a 648
contribution as provided in division (C) of this section; and 649
compliance with all other applicable laws relating to the 650
registration of motor vehicles.651

       (C) For each application for registration and registration 652
renewal notice the registrar receives under this section, the 653
registrar shall collect a contribution of twenty-five dollars. The 654
registrar shall transmit this contribution to the treasurer of 655
state for deposit into the state treasury to the credit of the 656
license plate contribution fund created by section 4501.21 of the 657
Revised Code.658

       The registrar shall transmit the additional fee of ten 659
dollars, which is to compensate the bureau of motor vehicles for 660
the additional services required in the issuing of "support our 661
troops" license plates, to the treasurer of state for deposit into 662
the state treasury to the credit of the state bureau of motor 663
vehicles fund created by section 4501.25 of the Revised Code.664

       Sec. 4503.93.  (A) The owner or lessee of any passenger car, 665
noncommercial motor vehicle, recreational vehicle, or other 666
vehicle of a class approved by the registrar of motor vehicles may 667
apply to the registrar for the registration of the vehicle and 668
issuance of Ohio "volunteer" license plates. The application for 669
Ohio "volunteer" license plates may be combined with a request for 670
a special reserved license plate under section 4503.40 or 4503.42 671
of the Revised Code. Upon receipt of the completed application and 672
compliance with divisions (B) and (C) of this section, the 673
registrar shall issue to the applicant the appropriate vehicle 674
registration and a set of Ohio "volunteer" license plates with a 675
validation sticker or a validation sticker alone when required by 676
section 4503.191 of the Revised Code.677

       In addition to the letters and numbers ordinarily inscribed 678
on license plates, Ohio "volunteer" license plates shall be 679
inscribed with words and markings designed by the Ohio community 680
service council created by section 121.40 of the Revised Code and 681
approved by the registrar. Ohio "volunteer" license plates shall 682
bear county identification stickers that identify the county of 683
registration by name or number.684

       (B) Ohio "volunteer" license plates and a validation sticker, 685
or a validation sticker alone, shall be issued upon receipt of a 686
contribution as provided in division (C) of this section and upon 687
payment of the regular license tax prescribed in section 4503.04 688
of the Revised Code, any applicable motor vehicle tax levied under 689
Chapter 4504. of the Revised Code, any applicable additional fee 690
prescribed by section 4503.40 or 4503.42 of the Revised Code, a 691
bureau of motor vehicles fee of ten dollars, and compliance with 692
all other applicable laws relating to the registration of motor 693
vehicles.694

       (C)(1) For each application for registration and registration 695
renewal received under this section, the registrar shall collect a 696
contribution of fifteen dollars. The registrar shall transmit this 697
contribution to the treasurer of state for deposit in the Ohio 698
community service council gifts and donations fund created by 699
section 121.403 of the Revised Code. The council shall use all 700
such contributions for the purposes described in divisions (B)(2) 701
and (3) of that section.702

       (2) The registrar shall deposit the bureau of motor vehicles 703
fee of ten dollars specified in division (B) of this section, 704
which is for the purpose of compensating the bureau for the 705
additional services required in issuing Ohio "volunteer" license 706
plates, in the state bureau of motor vehicles fund created in 707
section 4501.25 of the Revised Code.708

       Sec. 5533.091. In addition to the designation in section 709
5533.09 of the Revised Code, that portion of the road known as 710
interstate route seventy-six, running in an easterly and westerly 711
direction, within Brimfield township, in Portage county, shall be 712
known as "The Luke 'Doc' Emch and Matt 'Doc' Conte Corpsmen 713
Memorial Highway."714

        The director of transportation may erect suitable markers 715
along the highway indicating its name.716

       Sec. 5533.281. In addition to the designation contained in 717
section 5533.28 of the Revised Code, that portion of the road 718
known as state route eleven, located only within Ashtabula county 719
and running in a northerly and southerly direction, shall be known 720
as the "Marine Private Henry Kalinowski Memorial Highway."721

        The director of transportation may erect suitable markers 722
along the highway indicating its name.723

       Sec. 5533.332. In addition to the name prescribed by section 724
5533.32 of the Revised Code, that portion of the highway known as 725
interstate number seventy-one, running in a northerly and 726
southerly direction within the municipal corporation of Middleburg 727
Heights only, shall be known as the "Corporal Brad D. Squires 728
Memorial Highway."729

        The director of transportation may erect suitable markers 730
along the highway indicating its name.731

       Sec. 5533.371. That portion of the road known as state route 732
three hundred forty-four commencing at the western boundary of the 733
municipal corporation of Leetonia and extending eastward to state 734
route eleven shall be known as the "Pfc. Ralph Dias Memorial 735
Highway."736

        The director of transportation may erect suitable markers 737
along the highway indicating its name.738

       Sec. 5533.52. (A) Each of the following roads shall be known739
as the "Korean War Veterans' Memorial Highway":740

       (1) That portion of the road known as United States route741
thirty-six commencing at the boundary of Coshocton and Tuscarawas742
counties and extending to interstate seventy-seven;743

       (2) That portion of the road known as United States route744
thirty-six commencing at the boundary of Champaign and Miami745
counties and extending through Darke county to the Indiana border;746

       (3) That portion of the road known as interstate route two747
hundred eighty commencing at the point of interchange with748
interstate eighty-ninety and extending to the boundary of Wood and749
Lucas counties;750

       (4) That portion of the road known as state route eight, 751
located within Summit county only.752

       (B) The director of transportation may erect suitable markers 753
upon the designated portion of each highway indicating its name.754

       Sec. 5533.633. The northbound portion of the road known as 755
state route number fifty-nine, between the Kent road exit and the 756
border of Cuyahoga Falls and Silver Lake, shall be known as the 757
"Sergeant Bryan W. Large Memorial Highway."758

       The director of transportation may erect suitable markers 759
along that portion of the highway indicating its name.760

       Sec. 5533.634. The southbound portion of the road known as 761
state route number fifty-nine, between the border of Cuyahoga 762
Falls and Silver Lake and the route eight entrance ramp, shall be 763
known as the "Sergeant Justin T. Walsh Memorial Highway."764

       The director of transportation may erect suitable markers 765
along that portion of the highway indicating its name.766

       Sec. 5533.635. The road known as state route number three, 767
running in a north and south direction commencing at the 768
intersection with west Sprague road and ending at the intersection 769
of state route eighty-two in North Royalton, shall be known as the 770
"Corporal Jeffrey A. Boskovitch Memorial Highway."771

       The director of transportation may erect suitable markers 772
along the highway indicating its name.773

       Sec. 5533.751. In addition to the designation in section 774
5533.35 of the Revised Code, the road known as interstate highway 775
number ninety, located within the municipal corporation of Euclid 776
in Cuyahoga county only, shall be known as the "Patrolman George 777
Brentar Memorial Highway."778

       The director of transportation may erect suitable markers 779
along the highway indicating its name.780

       Sec. 5533.76. That portion of the road known as United States 781
route number thirty, running in an easterly and westerly direction 782
between state route number five hundred ninety-eight and state 783
route number sixty-one, shall be known as the "Pfc. David C. 784
Armstrong Memorial Highway."785

       The director of transportation may erect suitable markers 786
along the highway indicating its name.787

       Sec. 5533.761. That portion of the road known as United 788
States route sixty-two, commencing at the western boundary of the 789
municipal corporation of Alliance and extending in an easterly 790
direction to the Highland Memorial Park Cemetery in the municipal 791
corporation of Beloit, shall be known as the "Lance Corporal 792
Daniel McVicker Memorial Highway."793

       The director of transportation may erect suitable markers 794
along the highway indicating its name.795

       Sec. 5533.762.  The interchange of state route number 796
forty-five and state route number eighty-two located in Champion 797
township in Trumbull county shall be known as the "Sgt. Robert M. 798
Carr Memorial Interchange."799

       The director of transportation may erect suitable markers at 800
the interchange indicating its name.801

       Sec. 5533.77. That portion of the road known as United States 802
route number thirty, running in an easterly and westerly direction 803
between state route number six hundred two and state route number 804
five hundred ninety-eight, shall be known as the "Staff Sgt. 805
Kendall H. Ivy II Memorial Highway."806

        The director of transportation may erect suitable markers 807
along the highway indicating its name.808

       Sec. 5533.771. The road known as state route number 809
thirty-seven, commencing at its southernmost point within the city 810
of Lancaster in Fairfield county and extending in a northerly and 811
southerly direction to the boundary of Fairfield and Licking 812
counties, shall be known as the "Deputy Chad Edwards Memorial 813
Highway."814

        The director of transportation may erect suitable markers 815
along the highway indicating its name.816

       Sec. 5533.772. The interchange of United States route number 817
four hundred twenty-two and state route number eighty-two located 818
in the city of Warren shall be known as the "Sgt. Marco Miller 819
Memorial Interchange."820

       The director of transportation may erect suitable markers at 821
the interchange indicating its name.822

       Sec. 5533.773. The portion of the road known as state route 823
number seventy-two, commencing at the new Silvercreek township 824
cemetery and extending in a northerly direction past the 825
Greeneview schools through the municipal corporation of Jamestown, 826
within Greene county, shall be known as the "SrA Kenneth P. 827
Hauprich, Jr., Memorial Highway." 828

       The director of transportation may erect suitable markers 829
along the highway indicating its name.830

       Sec. 5533.774.  That portion of the road known as state route 831
one hundred four, commencing at its intersection with United 832
States route twenty-three and extending to its intersection with 833
Lockbourne road, shall be known as the "Tuskegee Airmen Memorial 834
Highway."835

       The director of transportation may erect suitable markers 836
along the highway indicating its name.837

       Sec. 5533.775.  That portion of the road known as interstate 838
route six hundred seventy, commencing at its intersection with 839
fourth street and extending to its intersection with international 840
gateway at port Columbus, shall be known as the "Captain Wilbur 841
Blount Memorial Highway."842

       The director of transportation may erect suitable markers 843
along the highway indicating its name.844

       Sec. 5533.78.  The bridge spanning the Conneaut creek, 845
located in the municipal corporation of Conneaut in Ashtabula 846
county and being part of the highway known as United States route 847
number twenty, shall be known as "The Ohio Veterans Memorial 848
Bridge."849

       The director of transportation may erect suitable markers on 850
the bridge, or the approaches thereto, indicating its name.851

       Section 2. That existing sections 121.403, 955.202, 4501.21, 852
4503.18, 4503.46, 4503.53, and 5533.52 of the Revised Code are 853
hereby repealed.854
