Sec. 4501.21. (A) There is hereby created in the state | 6 |
treasury the license plate contribution fund. The fund shall | 7 |
consist of all contributions paid by motor vehicle registrants and | 8 |
collected by the registrar of motor vehicles pursuant to sections | 9 |
4503.491, 4503.493, 4503.50, 4503.501, 4503.502, 4503.51, | 10 |
4503.522, 4503.545, 4503.55, 4503.551, 4503.552, 4503.561, | 11 |
4503.562, 4503.591, 4503.67, 4503.68, 4503.69, 4503.71, 4503.711, | 12 |
4503.72, 4503.73, 4503.74, 4503.75, and 4503.85, and 4503.86 of | 13 |
the Revised
Code. | 14 |
(1) The registrar shall pay the contributions received | 17 |
pursuant to section 4503.491 of the Revised Code to the breast | 18 |
cancer fund of Ohio, which shall use that money only to pay for | 19 |
programs that provide assistance and education to Ohio breast | 20 |
cancer patients and that improve access for such patients to | 21 |
quality health care and clinical trials and shall not use any of | 22 |
the money for abortion information, counseling, services, or other | 23 |
abortion-related activities. | 24 |
(7) The registrar shall pay the contributions the registrar | 51 |
receives pursuant to section 4503.522 of the Revised Code to the | 52 |
"friends of Perry's victory and international peace memorial, | 53 |
incorporated," a nonprofit corporation organized under the laws of | 54 |
this state, to assist that organization in paying the expenses it | 55 |
incurs in sponsoring or holding charitable, educational, and | 56 |
cultural events at the monument. | 57 |
(8) The registrar shall pay the contributions the registrar | 58 |
receives pursuant to section 4503.55 of the Revised Code to the | 59 |
pro football hall of fame, which shall deposit the contributions | 60 |
into a special bank account that it establishes and which shall be | 61 |
separate and distinct from any other account the pro football hall | 62 |
of fame maintains, to be used exclusively for the purpose of | 63 |
promoting the pro football hall of fame as a travel destination. | 64 |
(10) In accordance with section 955.202 of the Revised Code, | 70 |
the registrar shall pay to the pets program funding board created | 71 |
by that section the contributions the registrar receives pursuant | 72 |
to section 4503.551 of the Revised Code and any other money from | 73 |
any other source, including donations, gifts, and grants, that is | 74 |
designated by the source to be paid to the pets program funding | 75 |
board. The board shall use the moneys it receives under this | 76 |
section only to support programs for the sterilization of dogs and | 77 |
cats and for educational programs concerning the proper veterinary | 78 |
care of those animals. | 79 |
(12) The registrar shall pay the contributions the registrar | 83 |
receives pursuant to section 4503.561 of the Revised Code to the | 84 |
state of Ohio chapter of ducks unlimited, inc., which shall | 85 |
deposit the contributions into a special bank account that it | 86 |
establishes. The special bank account shall be separate and | 87 |
distinct from any other account the state of Ohio chapter of ducks | 88 |
unlimited, inc., maintains and shall be used exclusively for the | 89 |
purpose of protecting, enhancing, restoring, and managing wetlands | 90 |
and conserving wildlife habitat. The state of Ohio chapter of | 91 |
ducks unlimited, inc., annually shall notify the registrar in | 92 |
writing of the name, address, and account to which payments are to | 93 |
be made under division (B)(12) of this section. | 94 |
(14)(a) The registrar shall pay to a sports commission | 100 |
created pursuant to section 4503.591 of the Revised Code each | 101 |
contribution the registrar receives under that section that an | 102 |
applicant pays to obtain license plates that bear the logo of a | 103 |
professional sports team located in the county of that sports | 104 |
commission and that is participating in the license plate program | 105 |
pursuant to division (E) of that section, irrespective of the | 106 |
county of residence of an applicant. | 107 |
(19) The registrar shall pay the contributions the registrar | 135 |
receives pursuant to section 4503.711 of the Revised Code to the | 136 |
fraternal order of police of Ohio, incorporated, which shall | 137 |
deposit the contributions into an account that it creates to be | 138 |
used for the purpose of advancing and protecting the law | 139 |
enforcement profession, promoting improved law enforcement | 140 |
methods, and teaching respect for law and order. | 141 |
(20) The registrar shall pay the contributions the registrar | 142 |
receives pursuant to section 4503.72 of the Revised Code to the | 143 |
organization known on March 31, 2003, as the Ohio CASA/GAL | 144 |
association, a private, nonprofit corporation organized under | 145 |
Chapter 1702. of the Revised Code. The Ohio CASA/GAL association | 146 |
shall use these contributions to pay the expenses it incurs in | 147 |
administering a program to secure the proper representation in the | 148 |
courts of this state of abused, neglected, and dependent children, | 149 |
and for the training and supervision of persons participating in | 150 |
that program. | 151 |
(25) The registrar shall pay the contributions the registrar | 173 |
receives pursuant to section 4503.86 of the Revised Code to the | 174 |
Ohio barber association. The association shall use ten dollars of | 175 |
each contribution to pay for scholarships the association awards | 176 |
to deserving students to enable the students to attend a barber | 177 |
college located in this state. The association shall use the | 178 |
remaining five dollars of each contribution to pay any expenses | 179 |
the association incurs in connection with the Ohio barber museum | 180 |
located in Canal Winchester in Franklin county. | 181 |
(C) All investment earnings of the license plate contribution | 182 |
fund shall be credited to the fund. Not later than the first day | 183 |
of May of every year, the registrar shall distribute to each | 184 |
entity described in divisions (B)(1) to (24)(25) of this section | 185 |
the investment income the fund earned the previous calendar year. | 186 |
The amount of such a distribution paid to an entity shall be | 187 |
proportionate to the amount of money the entity received from the | 188 |
fund during the previous calendar year. | 189 |
Sec. 4503.86. (A) The owner or lessee of any passenger car, | 190 |
noncommercial motor vehicle, recreational vehicle, motorcycle, or | 191 |
other vehicle of a class approved by the registrar of motor | 192 |
vehicles may apply to the registrar for the registration of the | 193 |
vehicle and issuance of "Ohio barber" license plates. The | 194 |
application may be combined with a request for a special reserved | 195 |
license plate under section 4503.40 or 4503.42 of the Revised | 196 |
Code. Upon receipt of the completed application and compliance by | 197 |
the applicant with divisions (B) and (C) of this section, the | 198 |
registrar shall issue to the applicant the appropriate vehicle | 199 |
registration and a set of Ohio barber license plates and a | 200 |
validation sticker, or a validation sticker alone when required by | 201 |
section 4503.191 of the Revised Code. | 202 |
(B) Ohio barber license plates and a validation sticker, or | 209 |
validation sticker alone, shall be issued upon receipt of an | 210 |
application for registration of a motor vehicle under this | 211 |
section; payment of the regular license tax as prescribed under | 212 |
section 4503.04 of the Revised Code, any applicable motor vehicle | 213 |
license tax levied under Chapter 4504. of the Revised Code, any | 214 |
applicable additional fee prescribed by section 4503.40 or 4503.42 | 215 |
of the Revised Code, an additional fee of ten dollars, and a | 216 |
contribution as provided in division (C) of this section; and | 217 |
compliance with all other applicable laws relating to the | 218 |
registration of motor vehicles. | 219 |
