A BILL
To amend section 4503.53 of the Revised Code to 1
establish a veteran's license plate available to 2
active duty and honorably discharged persons who, 3
while serving in the armed forces of the United 4
States, served in Afghanistan during Operation 5
Enduring Freedom or in Iraq during Operation Iraqi 6
Freedom.7


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 4503.53 of the Revised Code be 8
amended to read as follows:9

       Sec. 4503.53.  Any person who served in the armed forces of 10
the United States in Afghanistan during operation enduring 11
freedom, in Iraq during operation Iraqi freedom, in Saudi Arabia 12
or Kuwait during Operation Desert Stormoperation desert storm or 13
Operation Desert Shieldoperation desert shield, in Panama during 14
the invasion, in Grenada during the invasion, in Lebanon during 15
the invasion, during the Vietnam conflict, during the Korean 16
conflict, during World War II, or during World War I, and who is 17
on active duty or is an honorably discharged veteran may apply to 18
the registrar of motor vehicles for the registration of any 19
passenger car, noncommercial motor vehicle, recreational vehicle, 20
or other vehicle of a class approved by the registrar the person 21
owns or leases. The application shall be accompanied by such 22
written evidence of the applicant's service as the registrar23
requires by rule. In the case of an honorably discharged veteran, 24
the written evidence shall include a copy of the applicant's25
DD-214 form or an equivalent document.26

       Upon receipt of an application for registration of a motor27
vehicle under this section, presentation of satisfactory evidence28
of military service in Afghanistan during operation enduring 29
freedom, in Iraq during operation Iraqi freedom, in Saudi Arabia 30
or Kuwait during Operation Desert Stormoperation desert storm or 31
Operation Desert Shieldoperation desert shield, in Panama during 32
the invasion, in Grenada during the invasion, in Lebanon during 33
the invasion, during the Vietnam conflict, during the Korean34
conflict, during World War II, or during World War I, and payment 35
of the regular license tax as prescribed under section 4503.04 of36
the Revised Code and any applicable local tax levied under Chapter37
4504. of the Revised Code, the registrar shall issue to the 38
applicant the appropriate motor vehicle registration and a set of 39
license plates and a validation sticker, or a validation sticker 40
alone when required by section 4503.191 of the Revised Code. In41
accordance with rules adopted by the registrar, each license plate 42
shall be inscribed with identifying letters or numerals and the 43
word "VETERAN"; in addition, each license plate shall be inscribed 44
with a design and words indicating service in Afghanistan, Iraq,45
Saudi Arabia, Kuwait, Panama, Grenada, or Lebanon, or during the46
Vietnam conflict, the Korean conflict, World War II, or World War47
I.48

       Section 2. That existing section 4503.53 of the Revised Code 49
is hereby repealed.50
