A BILL
To enact section 3701.136 of the Revised Code to 1
create the Sickle Cell Anemia Advisory Committee.2


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 3701.136 of the Revised Code be 3
enacted to read as follows:4

       Sec. 3701.136.  (A) There is hereby created the sickle cell 5
anemia advisory committee consisting of five members appointed by 6
the director of health. Members shall be individuals who are 7
familiar with sickle cell disease, including researchers, health 8
care professionals, and persons personally affected by the 9
disease.10

       (B) Not later than ninety days after the effective date of 11
this section, the director shall make initial appointments to the 12
committee. Of the initial appointments, one shall be for a term 13
ending one year after the effective date of this section, two 14
shall be for terms ending two years after that date, and two shall 15
be for terms ending three years after that date. Thereafter, terms 16
of office shall be three years, with each term ending on the same 17
day of the same month as did the term that it succeeds. Each 18
member shall hold office from the date of appointment until the 19
end of the term for which the member was appointed. Members may be 20
reappointed.21

       Vacancies shall be filled in the same manner as original 22
appointments. Any member appointed to fill a vacancy occurring 23
prior to the expiration of the term for which the member's 24
predecessor was appointed shall hold office for the remainder of 25
that term. A member shall continue in office subsequent to the 26
expiration date of the member's term until the member's successor 27
takes office or until a period of sixty days has elapsed, 28
whichever occurs first.29

       (C) The committee shall annually select from among its 30
members a chairperson. The committee shall meet at the call of the 31
chair, but not less than twice each year. A majority of the 32
members of the committee constitutes a quorum.33

       (D) Members of the committee shall serve without 34
compensation, but may be reimbursed for actual and necessary 35
expenses incurred in the performance of their duties. 36

       (E) The committee shall assist the director of health in 37
fulfilling the director's duties under section 3701.131 of the 38
Revised Code, including the following:39

       (1) Assisting in the development of education and research 40
programs pertaining to the causes, detection, and treatment of 41
sickle cell disease;42

       (2) Assisting state and federal agencies and private 43
organizations, corporations, and associations;44

       (3) Accepting and administering grants from the federal 45
government and other sources.46
