A BILL

To create the Water Resources and Economic

Development Study Committee.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

Section 1. (A) There is hereby created the Water Resources	3
and Economic Development Study Committee consisting of the	4
following members:	5

(1) Two members of the House of Representatives appointed by	6
the Speaker of the House of Representatives, one of whom shall be	7
a member of the majority party and one of whom shall be a member	8
of the minority party;	9

(2) Two members of the Senate appointed by the President of	10
the Senate, one of whom shall be a member of the majority party	11
and one of whom shall be a member of the minority party;	12

(3) The following members appointed by the Governor:

(a) One member representing the Board of Regents;

14

(b) One member representing the Environmental Protection	15
Agency;	16

(c) One member representing the Department of Natural	17
Resources;	18

(d) One member representing the Public Works Commission;

19

(e) One member representing the Ohio Lake Erie Commission;

20

(f) One member representing county commissioners;

21

(g) One member representing townships;

22

(h) One member representing municipal corporations;

23

(i) One member representing county engineers;

24

(j) One member representing conservancy districts;

25

(k) One member representing regional water and sewer	26
districts;	27

(l) One member representing county sewer districts;

28

(m) One member representing soil and water conservation	29
districts;	30

(n) One member representing the Ohio Society of Professional	31
Engineers;	32

(o) Two members representing port authorities;

33

(p) Two members representing nonprofit organizations who	34
shall have specific knowledge regarding the use of the water	35
resources in Ohio as a mechanism for economic development.	36

(B) Appointments to the Committee shall be made not later	37
than thirty days after the effective date of this section. Members	38
of the Committee shall serve without compensation.	39

(C) At the initial meeting of the Committee, members of the	40
Committee shall elect a legislative member of the Committee as	41
chairperson. Thereafter, the chairperson shall call meetings as	42
the chairperson considers necessary for the Committee to carry out	43
its duties.	44

(D) The Committee shall study the use of water resources in	45
Ohio as a mechanism for economic development.	46

(E) Not later than one year after the effective date of this	47
section, the Committee shall prepare and submit a report to the	48
General Assembly that evaluates Ohio's water resources and how	49
those resources can be best utilized as a mechanism for economic	50
development. The report also shall make recommendations to the	51
General Assembly regarding any policy changes that are needed to	52
effectuate that economic development.	53

Upon submission of the report, the Committee shall cease to	54
exist.	55
