To amend section 3317.0217 of the Revised Code to | 1 |

Section 1. That section 3317.0217 of the Revised Code be | 4 |
amended to read as follows: | 5 |
Sec. 3317.0217. The department of education shall annually | 6 |
compute and pay state parity aid to school districts, as follows: | 7 |
(A) Calculate the local wealth per pupil of each school | 8 |
district, which equals the following sum: | 9 |
(1) Two-thirds times the quotient of (a) the district's | 10 |
recognized valuation divided by (b) its formula ADM; plus | 11 |
(2) One-third times the quotient of (a) the average of the | 12 |
total federal adjusted gross income of the school district's | 13 |
residents for the three years most recently reported under section | 14 |
3317.021 of the Revised Code divided by (b) its formula ADM. | 15 |
(B) Rank all school districts in order of local wealth per | 16 |
pupil, from the district with the lowest local wealth per pupil to | 17 |
the district with the highest local wealth per pupil. | 18 |
(C) Compute the per pupil state parity aid funding for each | 19 |
school district in accordance with the following formula: | 20 |

four-hundred-ninetieth lowest local wealth per pupil. | 31 |
If the result of the calculation for a school district under | 32 |
division (C) of this section is less than zero, the district's per | 33 |
pupil parity aid shall be zero. | 34 |
(D) Compute the per pupil alternative parity aid for each | 35 |
school district that has a combination of an income factor of 1.0 | 36 |
or less, a poverty index of 1.0 or greater, and a fiscal year 2005 | 37 |
cost-of-doing-business factor of 1.0375 or greater, in accordance | 38 |

(E) Pay each district that has a combination of an income | 48 |
factor of 1.0 or less, a poverty index of 1.0 or greater, and a | 49 |
fiscal year 2005 cost-of-doing-business factor of 1.0375 or | 50 |
greater, the greater of the following: | 51 |
(1) The product of the district's per pupil parity aid | 52 |
calculated under division (C) of this section times its net | 53 |
formula ADM; | 54 |
(2) The product of its per pupil alternative parity aid | 55 |
calculated under division (D) of this section times its net | 56 |
formula ADM. | 57 |
(F) Pay every other district the product of its per pupil | 58 |
parity aid calculated under division (C) of this section times its | 59 |
net formula ADM. | 60 |
(G) As used in divisions (E) and (F) of this section, "net | 61 |
formula ADM" means formula ADM minus the number of internet- and | 62 |
computer-based community school students and scholarship students | 63 |
reported under divisions (B)(3)(e), (f), and (g) of section | 64 |
3317.03 of the Revised Code. | 65 |
Section 2. That existing section 3317.0217 of the Revised | 66 |
Code is hereby repealed. | 67 |
Section 3. Sections 1 and 2 of this act take effect July 1, | 68 |
