| To amend section 2923.211 of the Revised Code to | 1 |
| permit a member of the armed services or the Ohio | 2 |
| National Guard who is between the ages of 18 and | 3 |
| 21 to purchase a handgun if the person has | 4 |
| received firearms training. | 5 |
| Section 1. That section 2923.211 of the Revised Code be | 6 |
| amended to read as follows: | 7 |
| Sec. 2923.211. (A) No person under eighteen years of age | 8 |
| shall purchase or attempt to purchase a firearm. | 9 |
| (B) No person under twenty-one years of age shall purchase or | 10 |
| attempt to purchase a handgun, provided that this division does | 11 |
| not apply to the purchase or attempted purchase of a handgun by a | 12 |
| person eighteen years of age or older and under twenty-one years | 13 |

| (1) The

| properly appointed or employed as a law enforcement officer and | 17 |
| has received firearms training approved by the Ohio peace officer | 18 |
| training council or equivalent firearms training. | 19 |
| (2) The person is an active or reserve member of the armed | 20 |
| services of the United States or the Ohio national guard who has | 21 |
| received firearms training from the armed services or the national | 22 |
| guard or equivalent firearms training. | 23 |
| (C) Whoever violates division (A) of this section is guilty | 24 |
| of underage purchase of a firearm, a delinquent act that would be | 25 |
| a felony of the fourth degree if it could be committed by an | 26 |
| adult. Whoever violates division (B) of this section is guilty of | 27 |
| underage purchase of a handgun, a misdemeanor of the second | 28 |
| degree. | 29 |
| Section 2. That existing section 2923.211 of the Revised Code | 30 |
| is hereby repealed. | 31 |
