Sec. 4501.21. (A) There is hereby created in the state | 6 |
treasury the license plate contribution fund. The fund shall | 7 |
consist of all contributions paid by motor vehicle registrants and | 8 |
collected by the registrar of motor vehicles pursuant to sections | 9 |
4503.491, 4503.493, 4503.494, 4503.50, 4503.501, 4503.502, | 10 |
4503.51,
4503.522, 4503.545, 4503.55, 4503.551, 4503.552, | 11 |
4503.561,
4503.562, 4503.591, 4503.67, 4503.68, 4503.69, 4503.71, | 12 |
4503.711,
4503.72, 4503.73, 4503.74, 4503.75, and 4503.85 of the | 13 |

(1) The registrar shall pay the contributions received | 17 |
pursuant to section 4503.491 of the Revised Code to the breast | 18 |
cancer fund of Ohio, which shall use that money only to pay for | 19 |
programs that provide assistance and education to Ohio breast | 20 |
cancer patients and that improve access for such patients to | 21 |
quality health care and clinical trials and shall not use any of | 22 |
the money for abortion information, counseling, services, or other | 23 |
abortion-related activities. | 24 |
(3) The registrar shall pay the contributions the registrar | 29 |
receives pursuant to section 4503.494 of the Revised Code to the | 30 |
national multiple sclerosis
society for distribution in equal | 31 |
amounts to the northwestern Ohio, Ohio buckeye, and Ohio valley | 32 |
chapters of the national multiple sclerosis society. These | 33 |
chapters shall use the money they receive under this section to | 34 |
assist in paying the expenses they incur in providing services | 35 |
directly to their clients. | 36 |
(7)(8) The registrar shall pay the contributions the | 60 |
registrar
receives pursuant to section 4503.522 of the Revised | 61 |
Code to the
"friends of Perry's victory and international peace | 62 |
memorial,
incorporated," a nonprofit corporation organized under | 63 |
the laws of
this state, to assist that organization in paying the | 64 |
expenses it
incurs in sponsoring or holding charitable, | 65 |
educational, and
cultural events at the monument. | 66 |
(8)(9) The registrar shall pay the contributions the | 67 |
registrar
receives pursuant to section 4503.55 of the Revised | 68 |
Code to the
pro football hall of fame, which shall deposit the | 69 |
contributions
into a special bank account that it establishes and | 70 |
which shall be
separate and distinct from any other account the | 71 |
pro football hall
of fame maintains, to be used exclusively for | 72 |
the purpose of
promoting the pro football hall of fame as a | 73 |
travel destination. | 74 |
(10)(11) In accordance with section 955.202 of the Revised | 80 |
Code,
the registrar shall pay to the pets program funding board | 81 |
created
by that section the contributions the registrar receives | 82 |
pursuant
to section 4503.551 of the Revised Code and any other | 83 |
money from
any other source, including donations, gifts, and | 84 |
grants, that is
designated by the source to be paid to the pets | 85 |
program funding
board. The board shall use the moneys it receives | 86 |
under this
section only to support programs for the sterilization | 87 |
of dogs and
cats and for educational programs concerning the | 88 |
proper veterinary
care of those animals. | 89 |
(12)(13) The registrar shall pay the contributions the | 93 |
registrar
receives pursuant to section 4503.561 of the Revised | 94 |
Code to the
state of Ohio chapter of ducks unlimited, inc., which | 95 |
shall
deposit the contributions into a special bank account that | 96 |
it
establishes. The special bank account shall be separate and | 97 |
distinct from any other account the state of Ohio chapter of ducks | 98 |
unlimited, inc., maintains and shall be used exclusively for the | 99 |
purpose of protecting, enhancing, restoring, and managing wetlands | 100 |
and conserving wildlife habitat. The state of Ohio chapter of | 101 |
ducks unlimited, inc., annually shall notify the registrar in | 102 |
writing of the name, address, and account to which payments are to | 103 |
be made under division (B)(12) of this section. | 104 |
(14)(15)(a) The registrar shall pay to a sports commission | 110 |
created pursuant to section 4503.591 of the Revised Code each | 111 |
contribution the registrar receives under that section that an | 112 |
applicant pays to obtain license plates that bear the logo of a | 113 |
professional sports team located in the county of that sports | 114 |
commission and that is participating in the license plate program | 115 |
pursuant to division (E) of that section, irrespective of the | 116 |
county of residence of an applicant. | 117 |
(19)(20) The registrar shall pay the contributions the | 146 |
registrar
receives pursuant to section 4503.711 of the Revised | 147 |
Code to the
fraternal order of police of Ohio, incorporated, | 148 |
which shall
deposit the contributions into an account that it | 149 |
creates to be
used for the purpose of advancing and protecting | 150 |
the law
enforcement profession, promoting improved law | 151 |
enforcement
methods, and teaching respect for law and order. | 152 |
(20)(21) The registrar shall pay the contributions the | 153 |
registrar
receives pursuant to section 4503.72 of the Revised | 154 |
Code to the
organization known on March 31, 2003, as the Ohio | 155 |
CASA/GAL
association, a private, nonprofit corporation organized | 156 |
under
Chapter 1702. of the Revised Code. The Ohio CASA/GAL | 157 |
association
shall use these contributions to pay the expenses it | 158 |
incurs in
administering a program to secure the proper | 159 |
representation in the
courts of this state of abused, neglected, | 160 |
and dependent children,
and for the training and supervision of | 161 |
persons participating in
that program. | 162 |
(C) All investment earnings of the license plate contribution | 184 |
fund shall be credited to the fund. Not later than the first day | 185 |
of May of every year, the registrar shall distribute to each | 186 |
entity described in divisionsdivision (B)(1) to (24) of this | 187 |
section the
investment income the fund earned the previous | 188 |
calendar year. The
amount of such a distribution paid to an | 189 |
entity shall be
proportionate to the amount of money the entity | 190 |
received from the
fund during the previous calendar year. | 191 |
Sec. 4503.494. (A) The owner or lessee of any passenger car, | 192 |
noncommercial motor vehicle, recreational vehicle, motorcycle, or | 193 |
other vehicle of a class approved by the registrar of motor | 194 |
vehicles may apply to the registrar for the registration of the | 195 |
vehicle and issuance of "multiple sclerosis awareness" license | 196 |
plates. The application may be combined with a request for a | 197 |
special reserved license plate under section 4503.40 or 4503.42 of | 198 |
the Revised Code. Upon receipt of the completed application and | 199 |
compliance by the applicant with divisions (B) and (C) of this | 200 |
section, the registrar shall issue to the applicant the | 201 |
appropriate vehicle registration and a set of "multiple sclerosis | 202 |
awareness" license plates and a validation sticker, or a | 203 |
validation sticker alone when required by section 4503.191 of the | 204 |
Revised Code. | 205 |
(B) "Multiple sclerosis awareness" license plates and a | 213 |
validation sticker, or validation sticker alone, shall be issued | 214 |
upon receipt of an application for registration of a motor vehicle | 215 |
under this section; payment of the regular license tax as | 216 |
prescribed under section 4503.04 of the Revised Code, any | 217 |
applicable motor vehicle license tax levied under Chapter 4504. of | 218 |
the Revised Code, any applicable additional fee prescribed by | 219 |
section 4503.40 or 4503.42 of the Revised Code, an additional fee | 220 |
of ten dollars, and a contribution as provided in division (C) of | 221 |
this section; and compliance with all other applicable laws | 222 |
relating to the registration of motor vehicles. | 223 |
