A BILL
To enact section 3701.265 of the Revised Code to 1
create the Triple Negative Breast Cancer 2
Commission.3


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 3701.265 of the Revised Code be 4
enacted to read as follows:5

       Sec. 3701.265.  (A) As used in this section, "triple negative 6
breast cancer" means the subtype of breast cancer characterized by 7
cells that lack receptors for the hormones estrogen and 8
progesterone and the protein receptor known as the human epidermal 9
growth factor receptor, or HER2, and therefore cannot be treated 10
with breast cancer drugs that target these receptors, including 11
such drugs as tamoxifen and trastuzumab.12

       (B) There is hereby created the triple negative breast cancer 13
commission for the following purposes:14

       (1) To gain a better understanding of why triple negative 15
breast cancer is more common among women who are African-American, 16
Hispanic, under forty years of age, and living in lower 17
socioeconomic conditions;18

       (2) To promote the study of triple negative breast cancer by 19
scientists and other researchers, physicians, and educators;20

       (3) To increase public awareness of triple negative breast 21
cancer.22

       (C) The director of health shall appoint the members of the 23
commission. The membership shall include individuals who are 24
familiar with triple negative breast cancer, including health care 25
professionals and individuals who have been personally affected by 26
the disease.27

       In making the appointments, the director shall specify the 28
length of each member's term. Members may be reappointed.29

       (D) The commission shall annually select from among its 30
members a chairperson. The commission shall meet at the call of 31
the chairperson, but not less than twice each year. A majority of 32
the members of the commission constitutes a quorum for the 33
transaction of business.34

       (E) Sections 101.82 to 101.87 of the Revised Code do not 35
apply to the commission.36
