(B) Except as provided in division
(I) of this section, each | 13 |
application for a driver's license made
by a person who previously | 14 |
held such a license and whose license has
expired not more than | 15 |
two years prior to the date of application,
and who is required | 16 |
under this chapter to give an actual
demonstration of the person's | 17 |
ability to drive, shall be
accompanied by a
fee of three dollars | 18 |
in addition to any other fees. | 19 |
(C) Except as provided in divisions (E) and, (I), and (J) of | 20 |
this
section, each application for a driver's license, or | 21 |
motorcycle
operator's
endorsement, or renewal of a driver's | 22 |
license shall be
accompanied by a fee of six dollars. Except as | 23 |
provided in
division (I) of this section, each application for a | 24 |
duplicate
driver's license shall be accompanied by a fee of two | 25 |
dollars and
fifty cents. The duplicate driver's licenses issued | 26 |
under this
section shall be distributed by the deputy registrar
in | 27 |
accordance
with rules adopted by the registrar of motor
vehicles. | 28 |
(F) Neither the registrar nor any deputy registrar shall | 50 |
charge a fee in excess of one dollar and fifty cents for | 51 |
laminating a driver's license, motorized bicycle license, or | 52 |
temporary instruction permit identification cards as
required by | 53 |
sections 4507.13 and
4511.521 of the Revised Code. A
deputy | 54 |
registrar laminating a
driver's license, motorized
bicycle | 55 |
license, or temporary
instruction permit identification cards | 56 |
shall retain the entire amount of the fee
charged
for lamination, | 57 |
less the actual cost to the registrar of
the
laminating materials | 58 |
used for that lamination, as specified in
the contract executed by | 59 |
the bureau for the laminating materials
and laminating equipment. | 60 |
The deputy registrar shall forward the
amount of the cost of the | 61 |
laminating materials to the registrar
for deposit as provided in | 62 |
this section. | 63 |
(G) Except as provided in divisiondivisions (I) and (J) of | 64 |
this section and except for the renewal of a driver's license, | 65 |
commencing on October 1, 2003, each transaction described in | 66 |
divisions (A), (B), (C), (D), and (E) of this section shall be | 67 |
accompanied by an additional fee of twelve dollars. A transaction | 68 |
involving the renewal of a driver's license with an expiration | 69 |
date on or after that date shall be accompanied by an additional | 70 |
fee of twelve dollars. The additional fee is for the purpose of | 71 |
defraying the department of public safety's costs associated with | 72 |
the administration and enforcement of the motor vehicle and | 73 |
traffic laws of Ohio. | 74 |
(H) At the time and in the manner provided by section
4503.10 | 75 |
of the Revised Code, the deputy registrar shall transmit
the fees | 76 |
collected under divisions (A), (B), (C), (D), and (E),
those | 77 |
portions of the fees specified in and collected under
division | 78 |
(F), and the additional fee under division (G) of this section to | 79 |
the registrar. The registrar
shall pay two dollars and fifty cents | 80 |
of each fee collected under
divisions
(A), (B), (C), (D), and | 81 |
(E)(1) to (4) of this
section,
and the entire fee collected under | 82 |
division (E)(5)
of this
section, into the state highway safety | 83 |
fund
established in section
4501.06 of the Revised Code, and such | 84 |
fees shall be
used for the
sole purpose of supporting driver | 85 |
licensing activities. The registrar also shall pay the entire fee | 86 |
collected under division (G) of this section into the state | 87 |
highway safety fund created in section 4501.06 of the Revised | 88 |
Code. The
remaining fees collected by the registrar under this | 89 |
section shall
be paid
into the state bureau of motor vehicles fund | 90 |
established
in section 4501.25 of
the Revised Code. | 91 |
If the driver's license, motorized bicycle license, or | 107 |
temporary instruction permit identification card of a
disabled | 108 |
veteran described in division (I) of this
section is
laminated by | 109 |
a deputy registrar who is acting as a deputy

contract

the disabled veteran is | 118 |
not required to pay the
deputy registrar the
lamination fee | 119 |
provided in division (F) of
this

(J)(1) Any person who is a retired or honorably discharged | 128 |
veteran of any branch of the armed forces of the United States or | 129 |
the Ohio national guard may apply to the registrar or a deputy | 130 |
registrar for the issuance of a new or renewal driver's license | 131 |
without the payment of any fee prescribed in this section, | 132 |
including payment of any lamination fee, and without payment of | 133 |
any registrar service fee or deputy registrar service fee. The | 134 |
application shall be accompanied by such written evidence that the | 135 |
applicant is a retired or honorably discharged veteran of a branch | 136 |
of the armed forces of the United States or the Ohio national | 137 |
guard as the registrar shall require by rule. | 138 |

(C)(1) A disabled veteran who has a service-connected | 173 |
disability
rated at one hundred per cent by the veterans' | 174 |
administrationdepartment of veterans affairs is
required to pay | 175 |
the applicable fee
prescribed in division (A) of
this section if | 176 |
the disabled veteran submits an
application for a
driver's license | 177 |
or motorized
bicycle license or a renewal of
either of these | 178 |
licenses
to a deputy registrar
who is acting as a
deputy registrar | 179 |
pursuant to a contract with the registrar
that is

effective date of this amendment. The disabled
veteran also is | 181 |
required to submit with the disabled veteran's

an application for a driver's license or for renewal of a driver's | 204 |
license. The application shall be accompanied by such written | 205 |
evidence that the applicant is a retired or honorably discharged | 206 |
veteran of a branch of the armed forces of the United States or | 207 |
the Ohio national guard as the registrar shall require by rule. | 208 |
Sec. 4507.50. (A) The registrar of motor vehicles or a | 216 |
deputy
registrar, upon receipt of an application filed in | 217 |
compliance with section 4507.51 of the Revised Code by any person | 218 |
who is a resident or a temporary resident of this state and, | 219 |
except as
otherwise provided in this section, is not licensed as | 220 |
an operator of a motor
vehicle in this state or another licensing | 221 |
jurisdiction, and, except
as provided in division (B) of this | 222 |
section, upon
receipt of a fee of three dollars and fifty cents, | 223 |
shall issue an
identification card to that person. | 224 |
Any person who is a resident or temporary resident of this | 225 |
state whose
Ohio driver's or commercial driver's license has been | 226 |
suspended or
canceled, upon application in compliance with
section | 227 |
4507.51
of the Revised Code and, except as provided in
division | 228 |
(B)
of this section, payment of a fee of three dollars
and
fifty | 229 |
cents, may be issued a temporary identification card.
The | 230 |
temporary identification card shall be identical to an | 231 |
identification card, except that it shall be printed on its face | 232 |
with a statement that the card is valid during the effective
dates | 233 |
of the suspension or
cancellation of the cardholder's
license, or | 234 |
until the birthday of the cardholder in the fourth
year after the | 235 |
date on which it is issued, whichever is shorter.
The cardholder | 236 |
shall surrender the identification card to
the
registrar or any | 237 |
deputy registrar before the
cardholder's driver's
or
commercial | 238 |
driver's license is restored or reissued. | 239 |
Except as provided in division (B) of this section,
the | 240 |
deputy registrar shall be allowed a fee of
two dollars
and
| 241 |
seventy-five cents
commencing on July 1, 2001, three
dollars and | 242 |
twenty-five cents commencing on January 1, 2003, and
three dollars | 243 |
and fifty cents commencing on January 1, 2004, for
each | 244 |
identification card issued under
this section. The fee

the deputy registrar shall be
in addition to the fee

(B) A disabled veteran who has a

the veterans'

department of veterans affairs and
any person who is a retired or | 266 |
honorably discharged veteran of any
branch of the armed forces of | 267 |
the United States or the Ohio
national guard may apply to the | 268 |
registrar or a
deputy registrar
for the issuance to that veteran | 269 |
of an
identification card or a
temporary identification card under | 270 |
this section without payment
of any fee prescribed in division
