To enact section 3317.018 of the Revised Code to | 1 |
establish a committee to study the actual per | 2 |
pupil cost of educating students in public schools | 3 |
and make recommendations regarding the funding of | 4 |
public schools. | 5 |
Section 1. That section 3317.018 of the Revised Code be | 6 |
enacted to read as follows: | 7 |
Sec. 3317.018. (A) A committee to study the actual per pupil | 8 |
cost of educating students enrolled in the public schools of this | 9 |
state is hereby created. The committee shall examine evidence and | 10 |
take testimony as necessary to develop a method to determine the | 11 |
actual per pupil cost of educating public school students, | 12 |
including the variances in that cost among urban, suburban, and | 13 |
rural school districts and community schools and among regions of | 14 |
the state. The committee shall use that method to derive a per | 15 |
pupil cost figure for computing state aid to public schools. The | 16 |
committee shall report its findings in a written document, which | 17 |
shall be distributed to each member of the general assembly and | 18 |
to the governor not later than December 31, 2008. | 19 |
The general assembly shall use the method and per pupil cost | 20 |
figure to determine state aid to public schools in fiscal year | 21 |
2010 and in each fiscal year thereafter. | 22 |
(B) The committee required by division (A) of this section | 23 |
shall consist of the following members: | 24 |
(1) Two members of the house of representatives, each from a | 25 |
different political party, appointed by the speaker of the house | 26 |
of representatives; | 27 |
(2) Two members of the senate, each from a different | 28 |
political party, appointed by the president of the senate; | 29 |
(3) The superintendent of public instruction or the | 30 |
superintendent's designee; | 31 |
(4) One representative of the governor's office appointed by | 32 |
the governor; | 33 |
(5) One representative of business, appointed by the governor | 34 |
from among recommendations of the Ohio chamber of commerce; | 35 |
(6) One representative of the Ohio education association, | 36 |
appointed by the governor from among recommendations of the | 37 |
association; | 38 |
(7) One representative of the Ohio federation of teachers, | 39 |
appointed by the governor from among recommendations of the | 40 |
federation; | 41 |
(8) Two classroom teachers, appointed by the governor; | 42 |
(9) Two parents of children enrolled in the public schools | 43 |
of this state, appointed by the governor. | 44 |
The speaker of the house of representatives, the president of | 45 |
the senate, and the governor shall make their appointments not | 46 |
later than thirty days after the effective date of this section. | 47 |
The members appointed under divisions (B)(1), (2), and (4) to | 48 |
(9) of this section shall serve at the pleasure of their | 49 |
appointing authorities. Vacancies on the committee shall be filled | 50 |
in the manner of the initial appointments. | 51 |
The members of the committee shall serve without | 52 |
compensation, but the members appointed under divisions (B)(5) to | 53 |
(9) of this section shall be paid by the department of education | 54 |
their necessary and actual expenses incurred while engaged in the | 55 |
business of the committee. | 56 |
The first meeting of the committee shall be convened by the | 57 |
governor's representative appointed under division (B)(4) of this | 58 |
section. At the first meeting, the chairperson of the committee | 59 |
shall be selected by and from among the members of the committee. | 60 |
Thereafter, the committee shall convene at the discretion of the | 61 |
chairperson. | 62 |
(C) The department of education shall provide staff to assist | 63 |
the committee in carrying out the committee's duties under this | 64 |
section. | 65 |
(D) The committee created under this section shall cease to | 66 |
exist upon submission of the report required by division (A) of | 67 |
this section. | 68 |
