A BILL
To amend section 4503.18 of the Revised Code to allow 1
United States veterans service organizations to 2
register vehicles used solely for participation in 3
organizational activities, exhibitions, and 4
parades without the payment of any registration 5
fee or service fee.6


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 4503.18 of the Revised Code be 7
amended to read as follows:8

       Sec. 4503.18. Upon application of any United States service9
organization chartered by congress the registar of motor vehicles10
may issue a special license covering the operation for parade and11
exhibition purposes of especially equipped motor vehicles. Such12
license shall display the voiture or post number and shall13
authorize the operation of such motor vehicle for not more than14
twelve times per year. The annual fee for said license shall be15
two dollars.16

       (A) As used in this section, "United States veterans service 17
organization" means any organization chartered by congress or 18
recognized by the United States department of veterans affairs for 19
purposes of representing veterans affairs claimants.20

        (B) A motor vehicle titled in the name of a United States 21
veterans service organization and used solely for participation in 22
organizational activities, exhibitions, parades, and similar 23
purposes, may be registered without the payment of any 24
registration tax and service fee required by sections 4503.02 and 25
4503.10 of the Revised Code, and without the payment of any 26
applicable county or municipal motor vehicle tax levied under 27
Chapter 4504. of the Revised Code. In applying for registration of 28
such a motor vehicle, a member of the service organization shall 29
sign an affidavit, prescribed by the registrar of motor vehicles, 30
stating that the vehicle is to be used solely for such purposes, 31
and shall present satisfactory evidence of the organization's 32
status as a United States veterans service organization. Upon 33
receipt of such evidence, affidavit, and application for 34
registration, the registrar shall issue the applicant permanent 35
license plates.36

       (C) Upon presentation of a paid valid current year 37
registration, the president, commander, or adjutant of a United 38
States veterans service organization chartered by congress may 39
apply for an honorary license designating the organization with40
which the applicant is affiliated. This honorary plate shall be 41
displayed in lieu of the regular license plate. The orginal42
original registration card shall be in the vehicle at all times 43
and shall be submitted for inspection upon the demand of any 44
police officer. The annual fee for such license shall be five 45
dollars.46

       Section 2. That existing section 4503.18 of the Revised Code 47
is hereby repealed.48
