A BILL
To formally state the intention of the 127th General 1
Assembly to deliberate on how to improve the 2
provision of, and payment for, health care 3
services in Ohio in a manner that promotes Ohio's 4
economic development and to revise the laws of 5
this state to achieve improvements in these 6
matters.7


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. (A) In its efforts to promote the health, 8
productivity, and well-being of the citizens of this state and in 9
recognition of the importance of affordable and accessible health 10
care to Ohio's economic development, the 127th General Assembly 11
formally states its intention to do both of the following:12

       (1) Deliberate on how to improve the provision of, and 13
payment for, health care services in Ohio in a manner that 14
promotes Ohio's economic development;15

       (2) Revise the laws of this state to achieve improvements in 16
the matters described in division (A)(1) of this section. 17

       (B) In its deliberations described in division (A)(1) of this 18
section, the General Assembly may review the following: 19

       (1) The feasibility of incorporating "prevention first" 20
models in state and local health policy;21

       (2) The potential savings of reorganizing or streamlining 22
health care services;23

       (3) The initiatives that could be undertaken to do all of the 24
following:25

       (a) Assist businesses with providing affordable health care 26
benefits to employees;27

       (b) Remove bureaucratic barriers for state and local agencies 28
that share information for the purpose of providing or paying for 29
health care services without undermining the privacy rights of 30
individuals;31

       (c) Promote physical education standards for children and 32
wellness measures for all citizens.33

       (4) Any other matters the General Assembly considers relevant 34
to achieving improvements in how health care services are provided 35
and paid for in Ohio. 36
