A BILL
To amend section 4931.99 and to enact section 1
4931.491 of the Revised Code to prohibit billing 2
or other administrative activities regarding a 3
9-1-1 call until the emergency is stabilized.4


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 4931.99 be amended and section 5
4931.491 of the Revised Code be enacted to read as follows:6

       Sec. 4931.491. No person involved in the response to a 9-1-1 7
call shall conduct billing or other administrative activities 8
regarding the call until all of the following have occurred:9

        (A) Emergency services have been dispatched to address the 10
emergency;11

        (B) The fact that the dispatch was made has been successfully 12
communicated to the caller and all emergency services providers 13
responding to the call;14

        (C) An emergency services provider has arrived at the 15
location of the emergency.16

       Sec. 4931.99.  (A) Whoever violates division (D) of section17
4931.49 of the Revised Code is guilty of a misdemeanor of the18
fourth degree.19

       (B) Whoever violates section 4931.25, 4931.26, 4931.27,20
4931.30, or 4931.31 of the Revised Code is guilty of a misdemeanor 21
of the third degree.22

       (C) Whoever violates section 4931.28 of the Revised Code is 23
guilty of a felony of the fourth degree.24

       (D) Whoever violates section 4931.29 or division (B) of25
section 4931.35 of the Revised Code is guilty of a misdemeanor in26
the first degree.27

       (E) Whoever violates division (E) or (F) of section 4931.49 28
or division (B)(2) of section 4931.66 of the Revised Code is 29
guilty of a misdemeanor of the fourth degree on a first offense 30
and a felony of the fifth degree on each subsequent offense.31

       (F) Whoever violates section 4931.75 of the Revised Code is 32
guilty of a minor misdemeanor for a first offense and a 33
misdemeanor of the first degree on each subsequent offense.34

       (G) Whoever violates section 4931.491 of the Revised Code is 35
guilty of a misdemeanor of the fourth degree.36

       Section 2. That existing section 4931.99 of the Revised Code 37
is hereby repealed.38
