A BILL
To create the Public Transit Funding Task Force to 1
study Ohio's public transportation funding and 2
issue a report by June 30, 2008.3


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. (A) There is hereby created the Public Transit 4
Funding Task Force, which shall review public transportation 5
funding in Ohio with the goal of improving the efficiency and 6
productivity of transportation services in Ohio through the 7
coordination of transportation services and funding for the 8
long-term stability of Ohio's public transportation system. The 9
Task Force shall study the adequacy of Ohio's public 10
transportation funding and the need for a stable, dedicated source 11
of funding for public transportation in Ohio and shall evaluate 12
the state funds being expended by state agencies that provide 13
transportation services.14

        The Task Force shall issue a report of its findings to the 15
General Assembly and the Governor on June 30, 2008. Upon issuing 16
its report, the Task Force shall cease to exist.17

       (B) The Public Transit Funding Task Force shall consist of 18
the following members:19

        (1) Three members of the House of Representatives appointed 20
by the Speaker of the House of Representatives, not more than two 21
of whom shall be from the same political party as the Speaker;22

       (2) Three members of the Senate appointed by the President of 23
the Senate, not more than two of whom shall be from the same 24
political party as the President;25

       (3) The Director of Transportation or the Director's 26
designee;27

        (4) The Director of Budget and Management or the Director's 28
designee;29

        (5) The Director of Job and Family Services or the Director's 30
designee;31

        (6) The person appointed by the Director of Job and Family 32
Services to serve as the state's Medicaid Director, or that 33
person's designee;34

        (7) The Director of Aging or the Director's designee;35

        (8) The Director of Mental Retardation and Developmental 36
Disabilities or the Director's designee;37

       (9) One person appointed by the Speaker of the House of 38
Representatives to represent the general public;39

        (10) One person appointed by the President of the Senate to 40
represent the general public;41

       (11) The President of the Ohio Chamber of Commerce or the 42
President's designee;43

       (12) A representative of an older adults advocacy group 44
designated by the Director of Aging;45

       (13) A representative of a disability advocacy group 46
designated by the Director of Mental Retardation and Developmental 47
Disabilities;48

       (14) Three members jointly appointed by the Speaker of the 49
House of Representatives and the President of the Senate from 50
lists of individuals recommended by the Ohio Public Transit 51
Association, one of whom shall represent a large urban public 52
transit system, one of whom shall represent a small urban public 53
transit system, and one of whom shall represent a rural public 54
transit system. The Ohio Public Transit Association shall include 55
three public transit professionals from each of those three types 56
of public transit systems in its recommendations.57

        (C) From their appointees, the Speaker and the President 58
shall designate a representative and a senator, respectively, to 59
serve as co-chairpersons of the Task Force. The co-chairpersons 60
shall call the first meeting of the Task Force within thirty days 61
after the last member is appointed.62

        (D) The Legislative Service Commission shall provide staff 63
services for the Task Force.64
