A BILL
To amend sections 2151.3516 and 2151.3530 of the 1
Revised Code to increase the time after birth 2
that a parent may voluntarily deliver the child 3
to a safe haven without the parent expressing an 4
intent to return for the child and to require the 5
Department of Job and Family Services to develop 6
an educational plan for informing at-risk 7
populations of the provisions of the Safe Havens 8
Law.9


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That sections 2151.3516 and 2151.3530 of the 10
Revised Code be amended to read as follows:11

       Sec. 2151.3516.  The following persons, while acting in an12
official capacity, shall take possession of a child who is13
seventy-two hoursthirty days old or younger if that child's 14
parent has voluntarily delivered the child to that person without15
the parent expressing an intent to return for the child.16

       (A) A peace officer on behalf of the law enforcement agency17
that employs the officer;18

       (B) A hospital employee on behalf of the hospital that has19
granted the person privilege to practice at the hospital or that20
employs the person;21

       (C) An emergency medical service worker on behalf of the22
emergency medical service organization that employs the worker or23
for which the worker provides services.24

       Sec. 2151.3530. (A) The director of job and family services25
shall distribute the medical information forms and written26
materials promulgated under section 2151.3529 of the Revised Code27
to entities permitted to receive a deserted child, to public28
children services agencies, and to other public or private29
agencies that, in the discretion of the director, are best able to30
disseminate the forms and materials to the persons who are most in31
need of the forms and materials.32

       The department of job and family services shall develop an 33
educational plan, in collaboration with the Ohio family and 34
children first cabinet council, for informing at-risk populations 35
who are most likely to voluntarily deliver a child under section 36
2151.3516 of the Revised Code concerning the provisions of 37
sections 2151.3516 to 2151.3530 of the Revised Code.38

       (B) If the department of job and family services determines 39
that money in the putative father registry fund created under 40
section 2101.16 of the Revised Code is more than is needed to 41
perform its duties related to the putative father registry, the 42
department may use surplus moneys in the fund for costs related to 43
the distribution of forms and materials pursuant to this section.44

       Section 2. That existing sections 2151.3516 and 2151.3530 of 45
the Revised Code are hereby repealed.46
