A BILL
To enact section 3701.142 of the Revised Code to 1
require the Director of Health to establish pilot 2
programs in seven counties for the purpose of 3
providing door-to-door health checks by nurses or 4
other health professionals in neighborhoods or 5
areas that have traditionally lacked access to 6
health care providers or services and to make an 7
appropriation for the biennium beginning on July 8
1, 2007.9


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 3701.142 of the Revised Code be 10
enacted to read as follows:11

       Sec. 3701.142.  (A) The director of health shall conduct 12
pilot programs in seven counties for the purpose of providing 13
door-to-door health checks by nurses or other health professionals 14
in neighborhoods or areas that have traditionally lacked access to 15
health care providers or services. The programs shall be commenced 16
not later than November 1, 2007, and continue until December 31, 17
2008. 18

       (B) The health checks may consist of the following:19

       (1) Blood pressure assessments;20

       (2) Reviewing orders regarding prescribed medications, 21
including proper dosages and frequency of administration; 22

       (3) Referrals to health care and social service providers;23

       (4) General information regarding health topics;24

       (5) Any other services determined to be appropriate by the 25
director of health.26

       (C) The counties selected by the director of health for 27
participation in the pilot programs shall meet the following 28
criteria:29

       (1) Three counties must have populations of two hundred fifty 30
thousand or more;31

       (2) Two counties must have populations less than two hundred 32
fifty thousand but fifty thousand or more;33

       (3) Two counties must have populations less than fifty 34
thousand.35

       (D) The director of health shall collect and evaluate the 36
data identified in rules adopted under division (E) of this 37
section and prepare a report, not later than December 1, 2008, 38
that makes findings regarding the effectiveness of the pilot 39
programs in helping individuals access health care services and 40
information and recommendations regarding whether the programs 41
should be continued or expanded to include additional counties. 42
The director of health shall submit the report to the governor, 43
president and minority leader of the senate, speaker and minority 44
leader of the house of representatives, and chairperson of the 45
commission on minority health.46

       (E) The director of health shall adopt rules pursuant to 47
Chapter 119. of the Revised Code that are necessary and proper to 48
implement this section. The rules must include requirements 49
regarding the qualifications of nurses or other health 50
professionals who may provide health checks under the programs and 51
the data that must be collected to measure the effectiveness of 52
the programs in helping individuals access health care services 53
and information.54

       Section 2. All items in this section are hereby appropriated 55
as designated out of any moneys in the state treasury to the 56
credit of the General Revenue Fund. For all appropriations made in 57
this act, those in the first column are for fiscal year 2008 and 58
those in the second column are for fiscal year 2009. The 59
appropriations made in this act are in addition to any other 60
appropriations made for the FY 2008-2009 biennium.61

       AUTISM PILOT PROGRAM67

       The foregoing appropriation item 440-435, Health Check Pilot 68
Program, shall be used for the establishment and administration of 69
the Health Check Pilot Program.70

       Within the limits set forth in this act, the Director of 71
Budget and Management shall establish accounts indicating the 72
source and amount of funds for each appropriation made in this 73
act, and shall determine the form and manner in which 74
appropriation accounts shall be maintained. Expenditures from 75
appropriations contained in this act shall be accounted for as 76
though made in the main operating appropriations act of the 127th 77
General Assembly.78

       The appropriations made in this act are subject to all 79
provisions of the main operating appropriations act of the 127th 80
General Assembly that are generally applicable to such 81
appropriations. 82

       Section 3. The sections of law contained in this act are not 83
subject to the referendum. Therefore, under Ohio Constitution, 84
Article II, Section 1d and section 1.471 of the Revised Code, the 85
sections of law contained in this act go into immediate effect 86
when this act becomes law.87
